Draft Cumberland Plain Conservation Plan

The Department of Planning, Industry and Environment has prepared the Draft Cumberland Plain Conservation Plan (the Plan) to protect Western Sydney’s biodiversity and support its growth to 2056 and beyond.

The Plan will contribute to the Western Parkland City by supporting the delivery of housing, jobs and infrastructure while protecting important biodiversity including threatened plants and animals.

The Plan package is on public exhibition to 09 October 2020. The department invites the community and stakeholders to provide feedback on the Plan by providing a submission.

The department will consider all submissions in finalising the Plan.


Documents on public exhibition

The Plan package consists of seven documents including:

  1. Highlights of the Draft Cumberland Plain Conservation Plan provides a high-level overview of the Plan and strategic conservation planning in Western Sydney and the Department’s collaboration with the community and stakeholders to develop the Plan.
  2. The Draft Cumberland Plain Conservation Plan is a strategic conservation plan for Western Sydney, prepared to meet biodiversity approvals for the Commonwealth strategic assessment and NSW strategic biodiversity certification.
  3. Sub-Plan A: Conservation program and implementation outlines the Plan’s conservation program, providing an implementation framework and details the conservation program’s commitments and actions for realising the Plan’s vision.
  4. Sub-Plan B: Koalas outlines the conservation program to protect and manage koalas and their welfare and habitat, including the establishment of the Georges River Koala Reserve.
  5. Note: Maps last updated 01 September 2020
  6. The Explanation of Intended Effect explains the content of the proposed new State Environmental Planning Policy (SEPP) for strategic conservation planning and describes the planning measures and mechanisms to support strategic conservation planning in Western Sydney.
  7. Summary Assessment Report is a high-level summary of the Report, including an overview of the Report including impacts and evaluation of the Plan.
  8. The Draft Cumberland Plain Assessment Report outlines the assessment of impacts of proposed development on biodiversity and other values, to meet the statutory requirements for the Commonwealth strategic assessment and NSW strategic biodiversity certification.
