The NSW Government has finalised a new strategic planning framework for NSW and released the State Land Use Plan, providing a clearer, more coordinated approach to planning across the state.
The final framework responds to feedback received during public exhibition of the A New Approach to Strategic Planning: Discussion Paper and establishes a simplified three-tiered planning system comprising State, Regional and Local planning.
The new framework introduces 7 statewide planning priorities to guide future land use decisions and better align housing, jobs, infrastructure and environmental outcomes across NSW. It provides clearer direction for councils, industry and communities, while reducing duplication and improving consistency in planning decisions.
The State Land Use Plan sets the statewide strategic direction for growth, infrastructure investment, environmental stewardship and community wellbeing, helping ensure land use planning supports the long-term needs of NSW.
The discussion paper was exhibited from 10 December 2025 to 27 February 2026. Community, local government, industry and stakeholder feedback helped inform the final framework and State Land Use Plan.

Some Discussion Paper submissions also included feedback on other documents being exhibited at the same time, including the Sydney Plan and the Draft Statewide Policy for Industrial Lands. As these are separate consultation processes, the relevant feedback associated with those documents have been considered and reported on separately through the relevant policy consultation reports.
