I am writing with my concerns for the for the Future Living Community
Housing Limited development application ( SSD7749) for Mission
Australia to build an eighteen story affordable housing project on 11
Gibbons Street Redfern. I am not against the build, as the area needs
an offset of affordable housing, however my concerns about the current
proposal are as follows:

* There are already a number of high rise apartment blocks built on
the same strip that together form an impenetrable blockade to
resident's access to afternoon sun.
* With this additional building up to 80% of sun will be blocked to
residents that live on the east side of Regent Street Redfern. There
are also trees placed along the east side that effectively need sun to
survive.
* East side Redfern residents and the main Redfern Street currently
lives in the shadow of developer's greed.
* Just because you can build up to eighteen stories doesn't mean you
have to.
* I would suggest that the builders consider changing the front and
back aspect of the proposed building to face north-south rather than
east-west, that way the summer afternoon sun will get through to the
east side.

The proposed height is excessive and beyond planning documents. A 4 story
building is in keeping with the other buildings around this site. I
strongly object to the height exceeding the current planning
regulations and request the plans are reworked to keep it at 4
stories.

I which to object to the scale of the proposal. In combination with all
the development occurring in the Redfern/ Waterloo/Alexandria area,
the infrastructure and community fabric is not capable of handling the
continuing increase in population density.

City of Sydney and the Greater Sydney Commission need to consider the
cumulative impact of high density development bearing in mind the
congestion that is already occurring before all the proposed
developments have been built. This size development and density will
only add to this problem

and affordable housing nor if the development is limited to six (6)
stories.

Dear Sir/Madam,

Per the above, I request my name not be published. I would also like
to add that the complex manner in which to submit a complaint against
this proposal is noted, and would no doubt have unfortunately
discourgaed many opinions worth hearing. (Paper hand out with 25
character web address to type in hidden in a double sided handout , no
email address and no phone number besides a 1300 number).

I am writing to object regarding the proposed development at Gibbons
Street.

We would like to strongly oppose the development for the following
reasons:
* People traffic and noise - There is already a significant increase
in both foot traffic and vehicle traffic as a result of the ATP
development. Adding further dwellings in already such a heavily
congested area will further increase the noise of the current area for
current residents. The ATP development will bring another 10,000
people to the area daily as a result of the development of offices and
the NSW Transport offices recently installed on Rosehill street. The
area simply does not have capacity for more people. Already the street
are littered with trash and cigarette butts from the
commuters/employees accessing the NSW Transport office and the impact
of this will be so much greater with the ATP development as well.
* Road traffic - The streets already handle an incredible amount of
traffic due to existing apartment developments, commuters accessing
Redfern station, and commuters accessing ATP. The street are already
difficult to navigate with many cars parking illegally and adding more
vehicles will increase the inconvenience to residents and danger to
pedestrians as. The streets are already facing such a significant
increase in road traffic from the ATP development with so much more to
come, that the current infrastructure cannot accommodate additional
vehicles on either road.
* Pollution - such an increase of vehicles continues to increase
pollution levels in an already heavily congested area. We have already
seen an incredibly increase in pollution such as littering with the
NSW Transport office moving in and even more so with the ATP
development, further residents will only increase this more and more.
The additional vehicles will further reduce air quality in the area
significantly impacting young families and the young children living
in the Ariane and Water Tower existing apartment blocks.
* On street parking - There is already limited on street parking ,
with a lot of this being taken up by Redfern station commuters and
guests of current residents. An additional development will further
increase the pressure on parking availability.
* Impact on current residents due to other constructions projects -
The current residents of Cornwallis and Rosehill street particularly
those living in the Ariane building at 32 Rosehill street are
currently inundated with construction projects. This includes the
significant construction at ATP, the redevelopment of Redfern Station
and the significant constructions already underway and planned for
Gibbons Street and Redfern Street, and Margaret Street. Multiple
development have been planned for within a 1km radius of the proposed
redevelopment site, with construction on all sides of the Ariane
building. To undertake such incessant major construction on a non-stop
basis is significantly impacting current residents.
* Loss of quality of life for current residents - Further proposed
development on Gibbons street will impact the quality of life
significantly for current residents. The , pollution would increase,
road traffic would increase, and the construction process itself would
significantly disrupt sleep and life for the current residents of
Ariana who are already impacted by endless additional neighbouring
construction.
* No greenery - The proposed development would not add any public
green space, whilst removing Margaret street community garden. Gibbons
street is already a serious wind tunnel and this will be further
exacerbated by such a monstrous constrcution.
* Significant imposition on natural light for neighbouring properties
- The proposed size of the development is too big and will impact the
natural light of the Ariane complex. Already significant additional
developments have created powerful wind tunnels on Gibbons street due
to the last of foresight in the developing process, and a serious
impact on natural light filtering down to street level. Additional
tall development will continue to decimate the area.
* Drilling and construction will provide a negative impact for young
families - A large number of young families live in the surrounding
buildings, particularly Ariane and WaterTower. The impact of further
construction (on top of the already significant construction at ATP
and Redfern Station and Gibbons street) will impact young families and
children significantly. Allowing the drilling of an underground
carpark and constructions will mean sleepless days and nights for the
many young families and shift workers near the proposed development.
* Density of boarding houses - A significant number of boarding houses
have already been constructed in the area, including on Redfern
street, a major development planned for Gibbons Street and further
development on Redfern street. There are also multiple others in
Chippendale and planned for Redfern and approved already.
* Loss of community - An increase in boarding houses means temporary
residents which will further decimate the community atmosphere. Whilst
I value adding low income housing, the scale proposed is just
unreasonable.
* Greater traffic concerns - With no additional roads the amount of
traffic in Redfern due to increased development is increasing
exponentially. The development of ATP, additional construction in
Redfern, and even in Alexandria and Waterloo have meant a significant
increase of traffic in the suburb. Further addition of commuters and
residents is not possible without continuing to severely impact the
local residents.

Finally, I would implore you to consider the limitations of the
current space and the community to be able to handle even more
construction, even more development, even more people and even more
cars. Quite simply just because we can build an apartment block an
every square metre of Redfern does not mean that we should.

Development needs to take into consideration not just the property
being developed but the properties surrounding it, the community, and
the suburb. We should learn lessons from suburbs like Meadowbank and
Alexandria which have had endless construction built on itself,
disregarding the requirement of people to have some green space,
disregarding the need for community space and disregarding the quality
of life for residents of the area. They are suburbs of empty streets,
no trees and parks, no shade and endless wind tunnels. Redfern
depressingly is quickly heading in this direction due to the endless
construction and development approved so far but a line must be drawn
to protect the energy and vibrancy of the current area and the lives
of the current residents.

I would like to reiterate, on behalf of myself and my family, and my
neighbours that additional development is not the answer.

What provisions are being made to control noise from the building's
tenants (such as noise from stereo systems, televisions, parties, and
dogs left unattended or simply allowed to bark loudly and
persistently)? Also, what provision are being made to control the
noise from the low-level communal space and also from the communal
space at level 17? There should be provisions for (1) level of
permissible noise, (2) hours during which that level of noise is
prohibited (e.g., 9 pm on weekdays and 11 pm on Saturday and Sunday),
and (3) person to contact for immediate attention to violations of (1)
and (2). Clauses regarding (1) and (2) should also be included
explicitly in rental agreements, including an extension to any persons
(such as temporary tenants or subletters) who occupy the apartments.
Loudly played music projects broadly across the area (especially
across the green space directly opposite the building on the other
side of Gibbons Street) and disturbs both work and sleep. Many people
work at home in this area and cannot be subjected to loud music, for
example, even during the day. Finally, as far as I can tell, the
question of noise received inadequate, or even no, attention in the
application or in the document about community relations. As such, the
application is inadequate in its present form and has not been
properly reviewed for the impact on the neighborhood.

We would like to object to this development on the following grounds:

1. The height of the building overshadowing the 4 story apartment
block next door by 14 stories. This is far too high to be next door to
a building of this size.
2. It concentrates vulnerable people who require social
housing/support into one very large building and places them into the
same place and environment, reinforcing social problems and issues.It
creates identification of vulnerable people due to their being located
in same address.
3. Governments overseas have moved away from large concentrated
"Housing Commission" towers into distributing social housing residents
across communities.

Are there proposed cameras for Marian st ?

There is also this type of housing in Redfern already and close by in
Waterloo.

There are other affordable housing projects being built in the area
and Waterloo is being developed with this in mind also. Why is there a
need for more of this housing? I would think other areas would need to
increase their amount of social and affordable housing.

Blocking of natural light and views for other units.

Wind tunnels are already terrible in the area. This will likely create
more.

There is already testing/drilling in the area (7 November 2018) - has
the decision already been made on this???
