Official Caution issued to Richard Crookes Construction Pty Ltd (SSD-9439, Central Coast LGA)

On 27 October 2021, the Department issued an Official Caution to Richard Crookes Construction Pty Ltd (RCC) for undertaking construction works outside of the approved development area at the Porters Creek Public School. RCC placed soil stockpiles outside the approved development area, impacting on the regeneration of some vegetation. Undertaking construction works within permitted development areas minimises adverse impacts on the surrounding environment. RCC has since taken corrective action to remove the soil stockpiles and encourage the regrowth of vegetation in the impacted area.

Dear Dimitri

The Government Architect NSW has been asked to provide independent design review commentary on State Significant Development application SSD-9439. Please find our response below.

This review is based on the Environmental Assessment by Billard Leece Partnership, focusing on the following:
 Architectural drawings prepared by Billard Leece Partnership (Appendix C)
 Design Report (Appendix N)
 Landscape Strategy by Arcadia (Appendix GG)
 Environmental Assessment Report prepared by Creative Planning Solutions

Preliminary plans for this proposal were review by GANSW in June 2018 and April 2019, and this response references comments from those reviews with additional commentary arising from the information provided in the EIS.

The proponent has responded to comments relating to landscape design made through the SDRP process. In particular we note the following clarifications have successfully address matters previously raised:
 Introduction of the landscaped amphitheatre adjacent to the Cola.
 Landscape elements at the entry along Warnervale Road and soft fencing.
 Introduction of bicycle parking to encourage cycling.
 The retention of Biodiversity Vegetation to the south of the site.
 Consultation with Aboriginal representatives.

On the basis of the material submitted, the proposal has not yet addressed concerns around site access including both pedestrian and vehicle access and vehicle circulation into and within the site.
We recommend these issues be addressed through the following:
 Considering multiple access points into the site and greater connectivity to proposed future suburban development to encourage walking, cycling and use of public transport.
 Redesigning road access to give greater priority to pedestrians at main entry.
 Exploring how buildings could provide school security and reduce the need for fencing.
 Reducing car spaces and rethinking where they will be provided.
 Explore how the internal road network can have multiple uses such as potential bicycle and running tracks.
 Further use of the Aboriginal consultation through using place naming and planting of local species to educate the students about the Aboriginal heritage of the site.
