I am a resident of wolseley Street in haberfield and for the past few
years have had to endure being woken up most mornings by westconnex
workers parking, driving up and down the street from 5am. I have been
physically exhausted by this and have had to change my sleeping
patterns to adjust.

I have regularly provided feedback to the project and nothing is done.
I have asked for compensation as I would like to install double
glazing windows in my bedroom so I can sleep but this has also be
declined.

I have huge concerns that the project for tunneling will remain at the
same site, we were told that this would be over in 2019.

I have concerns for my health both mentally and physically and also
the loss of value and damage to my property.

I chose to live in haberfield as it's a quiet leafy suburb, I feel
like I live on a construction site and don't feel it's fair on the
community to continue to have the site in the same location. It should
be moved to another location, the residents of the surrounding
Northcote site have put up with enough and should be compensated or
something should be offered to them to ensure the value of our
properties are maintained.

It is clear from media reports that there is a need for the work to be
accomplished in a short rather than a long time span. The slow work on
George Street with the light rail is an expensive disgrace and
indicative of poor delivery, and poor governance. This is far below
the often touted "world's best practice". Futher the sale of the 51%
of westconnex to corporate PPP interests rings alarm bells.
Modifications to suit profit margins needs to be curbed from the
get-go. Residents are fair in their judgements and are will to suffer
for the common good; but we do not subscribe to selling out to
corporate interests outweighing the interests of communities.

The last two years have been unbearable due to the work at the end of
Northcote and Wolseley Street. We complain DAILY. We are woken at 5 am
with workers parking, talking, smoking and general disturbance. The
increased volume of traffic to a once quiet tree lined street has at
least doubled as have the workers parking there (and littering) which
is impacting my and my family's sleep patterns as well as health and
well being. There is a constant humming in the day from fans and at
night thuds from drilling, not to mention the immense amounts of dust
that are impacting the properties.
The main issue is the increase pollution from people, noise and
disrespectful workers. The team have been telling us that they have
consequences for people parking in un designated areas but this has
reoccurred for nearly three years. Even with a security guard we are
still sleep deprived and our ask to have double glazed windows has
been declined yet even though my lack of sleep is impacting my work
and health!! Zero CARE.
Our property is being devalued due to a car and litter filled street
full of high vis jackets that smoke, shout and illegally park. this
site and the poor management has ruined a great street, my sleep and
faith in ANY team running this site.
I am now told that woman can park ANYWHERE for their safety as here
have been issues!!! This leads me to believe that a family friendly
street is now full of violence due to one can only correlate due to
the increased volume of out of town workers. Obviously unsavoury and
another negative impact on our street!!!
We have had three years of this - re open Northcote Street (and
publicise it to put the traffic evenly back between both streets and)
move to another site so another suburb can share in the ill managed
disrespectful pain from this project.

Our Company objects to the excess truck movements along Fairlight Road
and Great North Road intersection. Our office has been subject to this
whilst the current excavation took place. The trucks noise is so great
that telephone conversations can't be heard. The constant roar of
motors up to the lights and then the use of air brakes.

It is extremely disruptive to our staff and their well being,

We have already been submitted to this as a workplace for the past two
years... an alternative route needs to be thought out as it is not
fair on businesses and workers along this route.

The health and safety of our staff is a real concern. The noise is
deafening noise.

I would like to take each decision maker of this proposal from the NSW
Government - Planning & Environment, Councillors of City of Canada Bay
Council, & WestConnex Management along Great North Road, from
Parramatta Road to Queens Road at the very least, on the back of my
motorcycle to SHOW them how the condition of the road is ALREADY
dangerous, WITHOUT 140 heavy haulage vehicles travelling on Great
North Rd each day!
This particular section of Great North Road will not handle this many
heavy vehicles per day & needs to be URGENTLY repaired.
If a Motorcyclist dies along the planned route section due to the
current horrendous road condition (which is guaranteed to worsen with
the large number of trucks proposed to use the road), or during the
use of the heavy vehicles, can their family sue?

There are two major issues with this proposal.

Firstly, the use of Great North Road (GNR) is completely inappropriate
and will create a situation which is potentially dangerous for all
residents. Currently, GNR is one of the only egress roads not affected
by the construction of Westconnex. It already carries traffic at rates
well in excess of the capacity of the road, which is residential in
that part. GNR is not fit for haulage removal (the impact on the road
will be a risk for cars and pedestrians) and the noise and traffic
will adversely affect both the residents and the commercial entities
in the adjacent part of GNR. The community requires clear access to
services, including food and medical. Any impact on GNR puts that at
key risk.

There is also a wider impact on nearby streets which has not been
explored in the documents provided. Queens Rd is constantly backup in
both directions through the day, making it very difficult for
residents in intersecting streets to even leave their streets at
times. There will be increased traffic as a result of the trucks on
GNR which will most clearly impact Queens Rd. The noise of the trucks
moving will also adversely affect all nearby residents.

Secondly, the two proposed sites at Parramatta Rd East and West will
continue to put significant strain on a community which was already
promised respite from the noise Residents in Five Dock and Haberfield
streets are already affected by Westconnex noise, which can be heard
24/7 (it is clear the acoustic treatments do not work. Drilling sounds
at 1am are a particular issue) as it travels across from the Ashfield
sites. There has been NO noise monitoring in streets near GNR and yet
they have been affected.

The Parramatta Rd sites and haulage also will impact an already
congested Parramatta Rd to an unacceptable level. What impact will
this have on the lone bus services which supports hundreds of
residents along Parramatta Rd. The service is already impacted by
delays, stops which have had to close.

Overall, there needs to be a reassessment of the EIS. Having seen
previous EIS statements disregarded (especially in relation to using
stacks) I am not hopeful of being listened to at all, but I implore
any reviewer to take notice of these responses from residents.

be considerably worse off for locals and visitors. Traffics during
these times is already difficult without adding new trucks, plus we
already currently have construction on Kings Road which will see an
increase in traffic.

I live on Ilford Avenue. It is a side street off Alt Street, closest to
Parramatta Road. We will be profoundly affected by the increased
vehicle movement to and from the Muirs site. We are already affected
by the workers from Westconnex who take up local parking spaces, dump
breakfast and lunch time waste and wrappers on our foot paths and
create a general increase in traffic and congestion.
We have been living with the increased noise, rubbish and disruption
caused by Westconnex work for the past two years. Having this level of
traffic so close to our house will be dangerous for my children who
pass the site every day on their way to school, on the way to the bike
paths on the weekend and at many other times as well.
I have seen kids and parents nearly taken out by cars and small vans
coming and going from the site exit on Bland Street. There are
insufficient traffic controls in place and it is luck rather than
planning that has meant that there have not been any serious
accidents.
I would ask that as a minimum there be traffic controllers placed at
all entrances and exits from the site during peak times for journies
to an from school being 8am to 9.15am and 2.30pm to 3.30pm.

I am extremely concerned by the significant increase in traffic at the
corner of Bland St and Parramatta Rd that would result from the
planned use of the Muirs sites. This intersection is already very
dangerous. It is used by many Haberfield Public School families on a
twice daily basis, and also by a significant number of Haberfield
Public School students walking to and from school without parents.

On the 13th October,2017 i made a submission in my above mentioned
capacity which was never responded to which it ought to have been .It
raised serious concerns as to ,the EiS process for the M4-M5 proposal
as it would likely impact on the residents and owners of SP 61172 and
members of the public living in the surrounding areas involving ,
infants,, school children and pupils and adults of differing ages. It
included Air quality,human health as result of the emission of toxic
gases and carcinogenic small particles. which are not to be filtered
which the Department knows is worlds best practice with tunnels of
this type, lack of precision as to the location of a proposed stack in
the ,area and its proposed l deleterious height as an emission stack .
.

I have read through the WEST-CONNEX M$--M5 LInk Modification 1 Report
of September and find that there has, as yet, been no amendment
solving or dealing with the above mentioned matters . I can only
assume that that they are to be matters that are going to be persisted
with notwithstanding my submission and the like submissions of
thousands of others. I would repeat and continue to rely on the
submission refereed to above.. I would be pleased to have confirmation
of the receipt of this submission and your acknowledgement that my

I strongly object to having so little time to digest the information in
the new EIS regarding the change of the dive site to the Northcote
civil site.I am also sceptical regarding whether any notice will be
taken of any submissions in regard to this matter as it was plainly
obvious that the thousands of submissions made regarding the M4-M5
link (Stage 3), many by experts, were totally ignored!
I reject the finding of no serious threat to the health of local
residents and remind the RMS and all the other authorities connected
with this flawed infrastructure fiasco that the air quality monitors,
around Haberfield especially,are consistently above the national
average of 8 and are at 12 for PM2.5.
Anti WestConnex groups will be monitoring air quality with our own
monitors and have already begun getting baseline results for various
construction areas rather than trusting Acoem(Ecotech) to accurately
report their results.
Traffic congestion not amelioration as rat runners reject the
tollways.
Five Dock now in the firing line as Annandale has been put regarding
thousands of truck movements daily.
Infrastructure experts advice being ignored and the list goes on and
on.
I urge the NSW Govt. to come to it's senses and listen to the public
that they have been elected ts serve AND protect.

Firstly I wish to express our anger in regards to the extension of
works over Westconnex to continue until 2023. I am advocating for my
Mother and the residents who live in Northcote Street Haberfield.

I am also a resident of Dobroyd Parade Haberfield.

My Mother has lived in Northcote Street for 49 years. At a time when
an elderly person at the age of 84 should be living in a peaceful
environment she is subjected to endure stress.

Northcote Street is a lovely tree lined street with wonderful
residents, some of whom have lived there for over 50 years.

How can Westconnex get it so wrong!

Residents have had to live with the idea that by 2019, the M4 East was
going to be completed and now extended to 2023 with the M4-M5 Link, 4
years more that first projected. This project commenced in 2016.
Already residents have put up for this for 2 years and to add insult
to injury a further 5 years before it is completed.

Residents including my Mother don't sleep now from the sound of the
trucks and works. When 140 trucks per day are going to be coming in
from Parramatta Road and travelling to Wattle Street there will be
havoc in the streets with great influx in traffic.

The noise, vibration and pollution are factors that will continue to
impact on residents.

I do not believe that Westconnex can ensure the safety of pedestrians
when trucks are operating 24 Hours a day/7 days a week.

Furthermore, it has concerned me that Westconnex cannot guarantee that
workers will not park in Northocte Street and potentially take the
spots of residents/visitors parking outside their homes. Even though
in your community information booklet it mentions 200 parking spaces
will be provided for workers at two sites.

It appears that the re-opening of the G-Loop route at Dobroyd Parade
will cause ongoing noise and disruption to motorists, residents and
pedestrians. How can Westconnex ensure the safety of people when
trucks are going to be using this route for up to 24 hours/7 days a
week? Of course there will be incidents and Wattle Street already
being congested at peak times, Habefield and Five Dock will become a
rat race.

Westconnex have always ensured "the local streets will be returned to
the residents/community" I find this difficult to foresee.

Upon completion of the M4-M5 Link what will replace the acoustic shed
at Northcote Street, Will residents have a say?

We would like to see Westconnex have some empathy for the residents.

From a real-estate point of view I believe house prices in Northcote
Street will be greatly affected, Is Westconnex going to compensate
homeowners when this project is already costing BILLIONS OF DOLLARS?

Westconnex are not the ones affected by this project. The longstanding
residents of Haberfield are.

There has been no formal invitation for residents to oppose any of

Continued use of the Northcote St tunnelling site is a breach of faith
with the residents of the area. Stage 1b was scheduled to be completed
in early 2019 with the sheds being removed at the end of 2019 and now
the use of this site has been extended to 2023. The dust produced from
this project is untenable and will now continue for another 5 years.
The dust is destroying the amenity of homes as well as causing
permanent damage to surfaces. The dust affects people with breathing
difficulties and is not managed adequately. This will also result in
ongoing vehicle traffic from construction workers along Wolseley St.
The Wattle St to Great North Road haulage route is just another impact
on residents to facilitate a project that will have marginal if any
benefit to the community. It is simply funnelling traffic from one
point to another and without an excessive amount of funding, it will
never accrue the benefits purported to exist. The business case for
this project is unsound

regarding the modification report for the M4-M5 Link Tunnels for
WestConnex. These proposed changes will significantly increase traffic
noise along Fairlight Street, which will negatively impact Life Care
Inner West's delivery of crucial psychological support and
intervention to clients, especially in working with adults and
children with sensitivities to sound such as Autism Spectrum Disorder
(ASD) and individuals recovering from trauma.

In light of these issues, we would like you to review the proposal.

Firstly I wish to complain that the M4-M5 link EIS modification
proposed changes have significant impact upon the residents of
Haberfield/Five Dock over during the timeframe 2019-2023 and that 14
days for submissions is unfair and does not allow residents (many of
whom are older Italians with English as a second language) adequate
time to understand and comprehend the information let alone prepare a
written response to be submitted online or through the postal system.
The initial exhibition was for 60 days with 5 community sessions. The
proposed modification should allow the same time for stakeholder
especially resident stakeholder comments.

I wish to strongly object to the M4-M5 Link EIS modification
tunnelling and construction at Northcote Street Haberfield and the
haulage routes. As a resident of Great North Road Five Dock I have
already had the experience of putting up with constant trucks blocking
Great North Road in between Fairlight Street and Parramatta Road Five
Dock. I have been unable to get out of my driveway and have sat in
traffic for up to 20 minutes trying to get to Parramatta road from mu
home only to have to give up. The trucks form a convoy and completely
block access for any other vehicle on Great North Road. It is
completely untenable for residents to have to experience this again
and for a period of 6 days a week and over 5 years!

The Great North Road / Parramatta Road intersection is a very busy one
and a thoroughfare for residents in Abbotsford, Wareema etc. On a
regular day it can take 4 changes of the lights to be able to cross
Parramatta Road. Haulage trucks are heavy and there may only be one
truck turn before the lights change. There is no way that this
increase in traffic could be maintained.

It is completely unfair to have residents have to put up with these
conditions and the issue of tunelling and haulage needs to be reviewed
and further time provided for residents and other stakeholders to have
their say.

I am strongly objecting to the September 2018, M4-M5 Link Modification
Report for the following reasons;
1. Trucks using their air breaks at all hours
2. Trucks stopping on the side of the road idling for extended periods
of time creating extra noise at all hours
3. Trucks taking the corner (Fairlight St & Great North Rd) fast and
appear to be travelling fast down Great North Rd towards Parramatta Rd
4. Trucks turing from Fairlight St & Great North Rd and have also
notice in other sections of the route (Ramsay Rd) that they slow right
down to a snail pace to what appears to be waiting for access to the
site which disturbs the traffic flow and creates traffic congestion
5. Closing the G-Loop during 6pm and 7am forces the trucks to then
take the Ramsay Rd/Great North Rd route during this period which is
fair more residentially condensed then the G-Loop route and would
appear to be better to switch the hours and routes
6. All these issue have created loud noises outside of reasonable
times and has disturb and effected the sleep, peace & quite and
residence enjoyment of living in their homes/neighbourhood since works
commenced
7. Trucks flowing continuously has effected values of properties along
the route
8. Increase in pollution with constant flow of trucks
9. Creating high risks in the area for accidents - having already been
hit in my car by one of the construction truck driver
10. Truck noise occuring during the late hours of the night and early
hours of the morning.

We have had our fair share of disturbance, now its time to consider a
new route to be fair and reasonable to residence that have been
effected thus far.

I hope my objections will be considered and the modification to route
down Great North Rd be reassessed and an alternative route found.

I make the following submission in response to the M4-M5 Link Tunnels.I
strongly object to the the changes.

1. I strongly object to the use of the existing M4East Construction
site at Northcote Street, Haberfield. As a tunnelling and civil
construction site for the M4-M5 link tunnels project. Commencing early
2019 and completion early 2023.
As the direct neighbour we do not want to be disturbed by the
continuos 24/7 noise/impact/ vibrations culminating into sleep
deprivations from these daily construction activities.


2. Once again a breach of trust. The M4 east was to be completed by
early 2019 and Northcote street reopened.
Now this new project will continue until 2023 operating 24/7.
The acoustic shed is now not a temporary structure as it would have
been standing for 8 years.
