Due to a recent amendment to State Environmental Planning Policy (State and Regional Development) 2011 the consent authority for this project is now the Minister for Planning and Public Spaces. The Minister has delegated determination of the project to the Department

Construction and operation of a waste transfer station with a capacity of up to 180,000 tonnes per annum (tpa) of general solid (non‐putrescible waste), including sorting, storage and dispatch of materials to other facilities.

EIS states a vehicle movement every 4 minutes. We would expect that there would often be queuing of vehicles in and around Peachtree road as is already the case for the local metal recycler. The EIS make no allowance for this.

A 5% increase in heavy vehicles in Castlereagh rd would be expected to add to the heavy traffic and extensive delays encountered in this area already. We do not agree with the EIS conclusion that extra traffic would not be noticeable to existing road users.

Firstly, this project does not fit the future urban plan for Penrith City as a whole. Since the city is rapidly transfering into a cosmopolitan city with large population and retail shopping place, having such project would affect the whole planning .
Secondly, having such project very close to the newly built residential area would affects the traffic badly. Thirdly, it will take off valuable land which can be developed into more appropriate planning for future Penrith city.

The waste recycling and transfer center which you plan to makewould create problems for the community and its inhabitants such as the following. Large amounts of pollution will be created in the area and damage the natural environment. It would also encourage traffic jams and transport issues in the area surrounding it. The noise created would also affect the inhabitants of the area. These will reduce the live ability and convenience and comfort of Penrith, a community with a large and still growing population and cannot be allowed.

I am a property owner in an adjacent street and find it difficult to understand that in 2017 there is an application to establish such a facility within an established business area. I operate my own business in Prince William Drive Seven Hills and from the moment I sit at my office desk in the morning I can hear the banging, grinding, machinery tracks noise, strong foul smell from the Waste Free Australia Pty Ltd Recycling Facility at 10 & 12 Artisan Road Seven Hills. The Artisan Rd facility does not handle many of the material products that are proposed to be processed by the Peachtree Road facility and this very fact makes the whole concept of having such a facility adjacent to the adjacent child care facility, Pub-Hotel and other business a real joke. This type of operation should be located elsewhere. It's establishment will greatly reduce the value of property in the immediate area as has happened in Artisan Road Seven Hill. It will also make the street dirty and cause loud noise, foul smells, concrete dust, other dusts, the bitumen road will be filthy black in two months, annoyance and many people could develop health issues.

I have an investment property in the Thornton Estate.
I would like to make an objection to the application that the proposed recycling center is very close to the new residential development of Thornton Estate.
With regards to the close proximity between Thornton Estate and the recycling center i feel that it will impact on future developments that will be planned in the area.
I had no knowledge of any plans to build a recycling facility when i purchased my property in 2015 and I feel this will impact on Property prices!

object to SSD7733 - remove working hours between 6.00 p.m. and 6.00 a.m.: noise nuisance likely( already subjected to noise from that area as it tends to echo across the Nepean River ) ;

I am the owner of Murrays Sandwich Shop located at unit 1 , 52 Peachtree Road Penrith. My business is a food business and is located only 50 metres from the proposed waste facility. My concerns with the application can be broken into 5 parts all of which I believe with have significant detrimental impact to my business. They are Traffic congestion, Dust, Odour, noise and Vermin. I have an outdoor eating area where my patrons can sit in the sun and enjoy their lunch. They will not do this if there is the slightest hint of odour, noise and dust from the waste facility. I have discussed the proposal with my clients many of whom say they will discontinue coming if they have to battle further traffic as it is already a congested area. The simple reality is that a waste facility should not be located 50 metres from an existing business that prepares and sells food. There is a Subway located directly across the road and a McDonalds within 100 metres of the site which would also be affected,
