Our property is located between 1 and 2 km to the East of the project location. Our property is located at 410 Silverton Road: approximately 530 acres. The project will be highly visible from many western facing aspects of our property. We believe the value of our property as well as it’s potential development options will be materially constrained if the project proceeds. For this reason, we are formally registering our objection.

I am writing to OBJECT to the proposed Oxley Solar Farm SSD 10346. I strongly disagree to the proposed solar farm and I wish to lodge my concerns about this development with you.

Crown Lands has the following comments, largely concerning clarification of what infrastructure is proposed outside of vehicle access (if any) on Travelling Stock Reserve land along Waterfall Way:

Page IX and page 4 it is stated under the proposal description for Lot 7003 and Lot 7004 DP 1060201 that ‘OSD would lease or purchase this land’. Lot 7003 and Lot 7004 DP 1060201 are Crown Reserves (number 566 gazetted 22 February 1878) for the purpose of Travelling Stock. As Crown Reserves administered by Crown Lands, being Travelling Stock Reserves (TSR), day to day management is under Northern Tablelands Local Lands Service (LLS) through the Local Lands Services Act 2013. Neither Crown Lands or LLS are in a position to ‘lease or sell’ Crown land gazetted as TSR.

The Local Lands Services Act 2013 enable land owners/managers to cross TSR to access properties and as such Oxley Solar Farm will retain the right to cross TSR for vehicle access under conditions from LLS. If powerlines (over or under) are proposed to cross the TSR, arrangements will need to be made with Crown Lands for an easement and/or licence.

No infrastructure outside of vehicle access and powerlines can be permitted at this stage on the TSR due to Native Title and Aboriginal Land Claims over this TSR. If any further infrastructure is proposed on the TSR, the proponent should discuss this with DPIE Crown Lands. It is noted in the EIS page 200 under ‘Crown land and paper roads’ that ‘Development would not occur within these areas of Crown land with the exception of intersection works along Waterfall Way’. This needs to be confirmed against page IX where Lot 7003 and Lot 7004 DP 1060201 is listed against ‘proposed solar farm infrastructure’.

The EIS correctly states that development on Crown roads (infrastructure or access roads) should not occur until Crown roads are closed and purchased by landholders or under licence (stated as lease in EIS) from Crown Lands. The Crown roads within the project area appear to be proposed for the solar farm access road, and infrastructure is proposed on Crown roads within Lot 6 DP 625427 and Lot 5 DP 253346. Crown Lands would prefer the remaining landholders to apply to close and purchase the Crown roads and the solar farm proponent to contact Crown Lands to arrange licences as required.

I Bev Waters OBJECT to the proposed Oxley Solar Farm. I am disgusted with the lack of communication from the developers and the information we have been provided. What kind of business runs a company like this. From what I can see that this is a major flaw in the process and that my lifestyle will change dramatically. We moved onto the land for the lifestyle, views, and the natural landscapes. This will all become worthless by the proposed farm.

I strongly object to this proposed Solar farm for many many reasons. I have made mention of 3 main reasons and I wish to invite you to look carefully at my reasons. I am unsure how such a project can be in this phase of the process without the land being looked at by the department.
