Hi my name is Anthony and i'm a landowner/occupier of the nearby project.
I just built my a new house 750m away from the proposed project. I can honestly say i strongly object to the project.
My concerns are presented below:
1) Increase traffic and trucks/semi trailers that will flow through Victoria street. At this current period due to the pandemic there's a drop in the levels of trucks however come peak period when the economy is back to its norm, i can assure you that this is will pick up and the nearby roads applicable are not sustainable for these semi/trucks.
2) Noise levels. There's already significant amount of truck noise levels and with this distribution centre it will only get worst. The left hand side and right side of victoria street is residential. I understand the land is deemed a mix between industrial and residential however this distribution centre that will support 250 local Woolworths will harvest a ridiculous amount of trucks, traffic, noise and pollution.
3) The earth around my land and the neighbouring will also be effected if this was to go ahead and major movement of earthing will need to be compensated. I believe there will be mass amount of reporting to the current affair from many residents if this was to go ahead.

I hope my objection has been taken seriously into account.

i live right opposite this proposed site. i have asked alot of questions about the noise this is going to create in our area.
i am concerned about the trucks coming in and out at what times at the moment we dont have trucks at night but am very concerned i have been advised this will be a 24 hour warehouse. so am very concerned about the noise level in the night and the fumes from the trucks and excess traffic this is going to create in my backyard.
also we have not been advised of how much noise the warehouse itself is going to produce. i feel we haven't been advised about anything please take this into consideration.

Woolworths Development Site
As the Property manager of 38 – 48 Redfern street Wetherill Park (property directly opposite the development site) I have the following issues of concern. These are not in any particular order

1. Fire tanks and pump house on Redfern Street should be contained within the building as we were made to do on our site. This then allows full width landscaping of the boundary to Redfern St,

2. Parking of waiting trucks and trailers on our side of the street. The street is already heavily parked of an afternoon and evening creating serious traffic problems for employees leaving work in the afternoon time slot. This concern is even more relevant during the construction programme,

3. Inbound deliveries to the distribution centre will be made by b-doubles up to 26 metres long. Outbound deliveries will be made by semi-trailers up to 20 metres long. All vehicles will enter and exit the site in a forward direction into Redfern Street. Based on the damage to footpaths, delay to traffic as the double B’s for ABC tissues swing to take the whole road to make a turn and damage to parked cars, a lot of work of ‘real world’ evaluation should be undertaken with regards to vehicle movement clearances not just meet the basic standard. As shown in vehicle swept paths are shown in Appendix B.


4. The intersection of Redfern Street with Hassall Street is traffic signal controlled and for anyone who has had to reverse away from the lights to allow a semi trailer let alone a B Double turn from Hassell St into Redfern St know the intersection is way to tight. Just looking at the footpath damage and the number of times the traffic lights have been damaged will show this to be the case.

5. Daily traffic generation of the warehouse and distribution centre would be some 3,400 vehicles per day two-way (including some 2,000 cars and 1,400 trucks). I would suggest that 1400 vehicles per day on Redfern St is way too high when it is on top of the very heavy ABC Tissue truck movements. I would suggest that truck movements be shared with the larger and more arterial Victoria St rathe than all via Redfern St. In one out the other.

6. The signalized intersection of Victoria Street with Hassall Street would operate with average delays of some 45 seconds per vehicle or less during peak periods. This represents level of service D, a satisfactory level of service for a busy intersection during peak periods. I would disagree that after the additional truck movements this would not be satisfactory

7. The signalized intersections of Victoria Street with Walter Street, and of Hassall Street with Redfern Street, would operate with average delays of less than 40 seconds per vehicle during peak periods. This represents level of service C, a satisfactory level of service. Again, for anyone who has sat behind a number of semi trailers at his intersection during numerous light changes due to the slow take off of the heavy vehicles I disagree that after the additional truck movements this would not be satisfactory. The intersection needs to be upgraded to a double right turn and a third dedicated left turn lane out of Walter St into Victoria Rd.

8. The intersection of Walter Street/Redfern Street with Frank St needs investigation and possible upgrade. Particularly the south bound which requires and up high start. Trucks are very very slow to move at this intersection.

9. Trucks will enter and exit the site in a forward direction. They will not enter the public road reserve or attempt to stop vehicles within Redfern Street or Victoria Street. Trucks exiting the site will give way to traffic and pedestrians and will wait for appropriate gaps in the traffic in order to enter the surrounding road network. This will be good but must be a condition of any DA approval,

10. Construction worker numbers will vary over the construction period, but would be generally be some 50 to 150 workers. Construction workers will be able to park on the site, as parking areas become available. Parking must be made available onsite for construction workers.
11. Dust is already a major issue from this site. The owners have had a bad record of not caring about the amount of dust generated and inficted on surrounding business’s. Dust limitation system should be put in place around the perimeter during construction.
12. The road is never cleaned by Fairfield Council even though they often claim they do. Construction workers would generate some 90 to 280 vehicles per day two-way. Construction of the proposed development would therefore have a total daily traffic generation up to some 340 vehicles per day two-way (including some 280 cars and 60 construction vehicles per day). Daily cleaning of the road from construction debris should be a requirement of any DA. This would be a road safety matter.
13. The current triangular interesection of Redfern St and WidemereSt/Hassall St should be enlarged into a large roundabout capable of taking double B trailers. The roundabout at Hassall St and Gipps St is an example of how well such a roundabout can work in an industrial area. Traffic flows through the roundabout freely every day. With the excess land adjoining Widemere St (currently being used at a 'truck park') there is even room to have a dedicted lane/road from Widemere Rd onto Hassall St thereby avoiding the proposed roundabout. Good for the environment with less start/stop and good for traffic flow all hours of the day and night. Please please DO NOT put a light controlled intersection here.

I am writing this letter regarding the proposed demolition of 250 Victoria Street Wetherill Park for the purpose of building a Woolworths WDC.
It has been noted in the Statement of Environmental Effects which was published on the Fairfield Council website and prepared by Willowtree Planning Pty Ltd on behalf of Fabcot Pty Limited as a wholly owned subsidiary of Woolworths Group Limited-February 2021

That the site and I quote
“A site inspection was undertaken on the 22 October 2018 and during the site inspection the following hazardous materials were identified:
▪ Bonded asbestos containing materials were identified in both the interior and exterior of the existing building and structures.”
And the actual APPENDIX 10 - Hazardous Building Materials Assessment is missing the details of the Asbestos.
There is also no details of how this Asbestos is going to be handled, and no mention of any air quality testing for asbestos fibres in the surrounding residential areas.
This demolition and construction should be stopped until such measures as community information is done and a plan is put forward of regular air quality testing for asbestos fibres.

I am concerned with the current traffic on wetherill st and victoria rd. The traffic impact assessment already shows that it is near capacity. I live in Helen st, Smithfield and it is difficult to get onto wetherill st during peak periods. It’s hard to leave and come home. I want to see improvements in traffic control to handle the increased load. I don’t want Wetherill street to end up like Fairfield rd/ Polding St intersection with Horsley drive next to the other Woolworths facility in yennora.
I also want to see a plan on how noise pollution will be managed especially outside of business hours. I can already hear the noise from the industrial area with loudspeakers and constant beeping from 6am or as late as midnight.
Once I see improvements to the current proposal I would reconsider my stance on this project.

The development of the Woolworths Warehouse and Distribution Centre at 250 Victoria Street Wetherill Park raises numerous significant concerns that will have an ongoing affect to the neighbouring businesses, residential properties, existing infrastructure and local community. These are as follows:

1. The existing infrastructure surrounding the proposed development does not have the capacity to support the influx of additional construction traffic and truck transportation as a result of the new distribution facilities. There is already significant traffic coming in and out of the Wetherill Park area, of which the current infrastructure does not support.

2. The current state of the roads surrounding the proposed development are in an extremely poor condition, making vehicle noise even more excessive, which is sure to only worsen with the increased traffic as a result of this development.

3. The surrounding streets on the proposed development do not have the ability to withstand large trucks, which is clearly identified by the number of vehicle traffic signs on Victoria Street and Redfern Street that have been destroyed over the last years as a result of large trucks not being able to take the tight corners.

4. The main entry and exit roads for the proposed development are located adjacent to residential properties. These current roads already exceed the recommended sound decibels as listed under the EPA, with this expected to worsen as a result of the proposed development.

5. There is insufficient parking infrastructure to support the large amount of additional people that will be working here. The roads are already full of parked cars and trucks.

6. There is insufficient food and beverage infrastructure to support the large amount of additional people that will be working here.

7. The detrimental environmental impacts on the nearby community from the noise pollution and air pollution as a result of the development will be largely increased. Woolworths need to disclose the operating/delivery hours of the proposed distribution facility.

8. The lack of need for a development of this scale in an area which is largely surrounded by residential properties and community areas having a negative effect on the character and appearance of the area.

9. The detrimental impact of surrounding residential property value.

This development is strongly apposed of in this area for the above mentioned reasons. NSW Department of Planning, Industry & Environment need to take the steps to protect the local environment and community against this development.

I support the submission, however the traffic management report does not consider the Prospect Hwy route to the M4. I work on Redfern St Wetherill Park and this is the most direct route to the M4 in my commute. The distance to M4 from Redfern St is 7km. For half of this road, it is one lane. The 7km commute out of Wetherill Park to the M4, in peak, can take 21 minutes. This road has a bus route and is utilised by heavy vehicles, up to B-Double size. There are warehouses and DCs in the Quarry. It is the main route to the M4 to the north. The addition of 400+ employees and heavy vehicles, will put further strain on this already adequate main road. Alternate, less direct routes are also very time consuming. This roadway needs upgrade, the traffic management report should consider this important route.

1. What is the expected number of trucks that are going to be actively leaving and entering the premise?
2. What are the operating hours of the facility?
3. Where is the truck movement for accessing and exiting the facility from all directions?
4. The vehicle movement as a result of this facility should not be on Redfern St and Hassall St. These streets are not wide enough to accommodate this additional vehicle movement, which is clearly identified in the amount of times the traffic lights have had to be replaced on Redfern St / Hassall St intersection and Victoria St / Hassall St intersection. As per the letter dated 15 March 2021 from TfNSW, they agree with the concerns and inability of these roads to support this facility.
5. The condition of the roads surrounding the facility and Wetherill Park area are in poor condition with undulations and holes in the roads which further heighten the noise and vibration caused by the trucks, especially on Hassall St.
6. Majority of truck drivers on Hassall St do not follow the 60km speed limit and do not restrict their exhaust braking which extremely disturbs the nearby residents both day and night.
7. The heavily loaded (and potentially overloaded) trucks travelling down Hassall St, combined with the quality of the road and frequency of truck movement, causes unbearable noise and vibration to the residents. The local Council, EPA and TfNSW need to seriously look into the vibration levels and noise decibels occurring as a result of this and act on it on behalf of the residents, as it would far exceed what is allowed.

We object to Woolworth distribution centre being built as it is very close to our residential place. As it is a distribution centre, there will be an increase in trucks, resulting in noise pollution, air pollution and in general it will create more people movement in the area.
