Eastern SSDA 8517: Bay 1.Davy Press, The Oil furnace used to heat our blooms, where to or stay? should be left as is.2:No worries move O/H crane towards Centre Road.3.the 5 ton steel billet,and Porter bars, perfect location, and small forged slabs, leave as is, The essential Porter bars Tool Racks, are in the original location, we don't want destroy the Fabric, these are World Rated Railway Industrial Workshops, I know an ex. member Smithsonian Inst. world recognised shops, significant to the period/era, could match the world in locomotive manufacture.Bay 1: The Presses Expensive Die Blocks, require area near the Press. This 1925 Monolith a key item, overpowering to a visitor. thus Bay 1: Granted some seating area, BUT: Dirt floor zone essential, Mezzanine floor I'm okay with. BUT don't destroy the Antiquity, This was. heavy industrial forge shop circa 1887! Having traveled overseas these shops are World Class, The Industrial fabric essential, we are on the World Stage.Agree Bay 2 Dirt floors, as it always was, had no major fires as Bitumen, Wood catch fire, Cement explode.The significant importance of these World Rated shops essential to the character, the heritage, Victorian era. The existanece of the Blacksmiths highly essential after all opened in 1887, and celebrated 2017 :130 years, creates a true world patina, respect this salient view. Proud Australians! Cultural tourism a key item, Conferences, Talks, Visitors, Eveleigh not reall a Museum, in the true sense BUT under that old Wrought Iron roof, her stories inspire, educate, and she served in Peace time and The Great ,War 1 WW 2: Built Tanks, built 25 lb. Shells, Bren Gun, 25 lb. guns.The originator of Australia's greatest Strike of 1917! Trained 300 Apprentices p.a. employed her peak 7,000; Constructed 185 Brand new steam locos, maintained 1,200 steam locomotives, helped repair Sydney Trams, Manufactured 33,000 Coil springs, 24,000. Leaf springs p.a. As serving Tour Guide now 15 years, so many great comments from the public re Eveleighs role comes through. To Bay2: agree many old machines the top end of the bay were never located there, However careful consideration to their new location I suggest Bay 9-10, along with other units spread all around various bays. locate within Bays 9 & 10! good Signage essential, six years ago I told the Management I would get misplaced going from bay to bay, Thankfully Large Yellow Cubes stated Bay numbers. Richard produced a number of Forging Large format signs, Simply view and understand, That's how we forged an item, or Fire welded a component, Thus Readable, Educational, Understandable to the visitor, a,h that's how it was made/Forged. they should be incorporated in special proposed rooms as read. Then spot lighted, as an ex. educator ATP should respect such basic rules.Bay 2: my period had three times the number of Steam Hammers, only 4, exist. The relevant racks of hand and steam hammer tools/stages Hammers, should be better organised, in fact it's very disorganised. Finally it's essential to get things correctly organised, Eveleigh a key Visitor centre, numerous Conferences, Displays, University graduates should view this "Icon" so much already has been destroyed, my first visit at 16 yr.old seen "Rows and rows of line shafting leather belts whizzing around, powering over 5,000 Lathes/Milling machines, Jig Borers, Wheel Lathes, etc. Devastating it's all gone, I thought we were proud Australians?

Dear Sir/ Madam,

Re: Mirvac DAs Locomotive Workshops: SSDA 8517 and SSDA8449
Attention: Annie Leung

In my submission I would ask the Department when determining these applications to take into account in its assessment and formulation of Development Consent Conditions the following conclusions I have drawn from my examination of the DAs.

I advise that this is a personal submission and I have read and agree to the terms of the privacy statement as required.

Issues which should be included in Conditions of Development Consent
* The Development Consent not be granted until an independent audit commissioned by the Department of Planning and Environment examines and reports on how the Mirvac DAs conform to all the heritage plans and covenants applying to Eveleigh Railway Workshops.
* The Development Consent includes conditions to ensure Bays 1 and 2 are exclusively devoted to heritage interpretation.
* The concepts for a Workers Wall and Foundry Interpretation are included in the Heritage Interpretation Strategy.
* Any Development Consent include a condition requiring the moveable heritage collection be kept intact within the Workshop and that the issues surrounding the collection be the subject of investigation by an independent expert familiar with the collection.
* The DAs not be allowed to proceed with plans for a travelator, loading bay and multiple commercial/retail signages as they will severely impact on the industrial character of the Workshop buildings.
* The Heritage Interpretation Strategy be updated to:
o a) reinsert many of those interpretation strategies removed from the 2012 interpretation plan;
o b)include a section on the 1917 Great Strike which originated at Eveleigh Locomotive Workshops and the Centenary of which has been widely celebrated this year; and
o c) change in custodianship of the "Eveleigh Stories" Collection directly to the Workshops

Yours Sincerely,

Re: Mirvac DAs Locomotive Workshops: SSDA 8517 and SSDA8449

I ask that, when considering these applications for development consent, the Department take into account in its assessment and formulation of Development Consent Conditions the following matters drawn from my consultation with other concerned citizens and our examination of the DAs.

I advise that this is a personal submission and I have read and agree to the terms of the privacy statement as required.

I submit that:
* Development Consent not be granted until an independent audit commissioned by the Department of Planning and Environment examines and reports on how the proposed development conforms with all the heritage plans and covenants applying to Eveleigh Railway Workshops;
* The Development Consent should include conditions to ensure that Bays 1 and 2 are exclusively devoted to heritage interpretation;
* The concepts for a Workers Wall and Foundry Interpretation are included in the Heritage Interpretation Strategy;
* Any Development Consent include a condition requiring the moveable heritage collection be kept intact within the Workshop and that the issues surrounding the collection be the subject of investigation and formal report by an independent expert familiar with the collection;
* The proposed development should not be allowed to proceed with plans for a travelator, loading bay and multiple commercial and retail signs, as, in my opinion, they will severely impact on the industrial heritage character of the Workshop buildings; and,
* The Heritage Interpretation Strategy for the site be updated to:
+ a) reinsert many of those interpretation strategies removed from the 2012 interpretation plan;
+ b) include a section on the 1917 Great Strike which originated at Eveleigh Locomotive Workshops, the Centenary of which has been widely celebrated this year; and
+ c) change custody of the "Eveleigh Stories" Collection directly to the Workshops.

The Development Consent not be granted until an independent audit commissioned by the Department of Planning and Environment examines and reports on how the Mirvac DAs conform to all the heritage plans and covenants applying to Eveleigh Railway Workshops.

The Development Consent includes conditions to ensure Bays 1 and 2 are exclusively devoted to heritage interpretation.
The concepts for a Workers Wall and Foundry Interpretation are included in the Heritage Interpretation Strategy.

Any Development Consent include a condition requiring the moveable heritage collection be kept intact within the Workshop and that the issues surrounding the collection be the subject of investigation by an independent expert familiar with the collection.
The DAs not be allowed to proceed with plans for a travelator, loading bay and multiple commercial/retail signages as they will severely impact on the industrial character of the Workshop buildings.
The Heritage Interpretation Strategy be updated to:
a) reinsert many of those interpretation strategies removed from the 2012 interpretation plan;
b)include a section on the 1917 Great Strike which originated at Eveleigh Locomotive Workshops and the Centenary of which has been widely celebrated this year; and
c) change in custodianship of the "Eveleigh Stories" Collection directly to the Workshops
Yours Sincerely,
Jo McKinnon

Dear Madam/Sir,
In my submission I request that the Department, when determining these applications, takes into account the following requests in its assessment and formulation of Development Consent Conditions

Items which should be included in Conditions of Development Consent
* The Development Consents to be granted only if an independent audit shows that the Mirvac DAs conform to the heritage plans and covenants already applying to Eveleigh Railway Workshops.
* The Development Consent includes conditions to ensure Bays 1 and 2 are exclusively devoted to heritage interpretation.
* The Development Consents include conditions that require the moveable heritage collection be kept intact within the Workshop.
* The Development Consents explicitly include a condition that all developments are consistent with and conform to the existing Heritage Interpretation Strategy and subsequent updates.
If possible, that the concepts for a Workers Wall and Foundry Interpretation should be included in the Heritage Interpretation Strategy.

I am a local resident who is greatly concerned with the potential for overdevelopment of the both this site and the Eveleigh site. I also have a keen interest in retaining the historical and heritage value of the site. My mother's family is from Redfern and my great-grandfather worked in the workshops as a locksmith in the first half of last century. It is important that the history of the site as a workplace is retained for future generations.

In my submission I would ask the Department when determining these applications to take into account in its assessment and formulation of Development Consent Conditions the following conclusions.
I am a heritage architect and have had a long association with Eveleigh - Both the Locomotive and Carriage Workshops. I worked on the initial ATP conversion while at the Public Works Department in the 1980s and 1990s. I have written conservation management plans for the Locomotive Workshops and the Carriage Workshops including revisions in the early 2000s when with Otto Cserhalmi Partners. I worked for several years on the adaptive reuse of the Carriage Workshops building. The Eveleigh Railway Yards as a whole are a remarkable and highly significant assemblage of buildings and industrial heritage. Their conservation and interpretation for future generations is crucial to our cultural identity. I am concerned that the proposal puts at risk the heritage values of the place.

I advise that this is a personal submission and I have read and agree to the terms of the privacy statement as required.

Issues which should be included in Conditions of Development Consent
The Development Consent not be granted until an independent audit commissioned by the Department of Planning and Environment examines and reports on how the Mirvac DAs conform to all the heritage plans and covenants applying to Eveleigh Railway Workshops.
The Development Consent includes conditions to ensure Bays 1 and 2 are exclusively devoted to heritage interpretation. The initial proposal in the 1990s was for four bays to be retained as Blacksmiths workshops. The current situation os already a compromise and should not be diminished.
The concepts for a Workers Wall and Foundry Interpretation are included in the Heritage Interpretation Strategy. The workers wall concept was base on a set of rail recovered from the Carriageworks redevelopment and a series of rails with names welded on them was retrieved from the footprint of the Large Performance space (it is not known where these are not but I have the names transcribed)
Any Development Consent include a condition requiring the moveable heritage collection be kept intact within the Workshop and that the issues surrounding the collection be the subject of investigation by an independent expert familiar with the collection. Mr David Macbeath has intimate knowledge of this collection.
The DAs not be allowed to proceed with plans for a travellator, loading bay and multiple commercial/retail signage as they will severely impact on the industrial character of the Workshop buildings.
The Heritage Interpretation Strategy be updated to:
a) reinsert many of those interpretation strategies removed from the 2012 interpretation plan;
b)include a section on the 1917 Great Strike which originated at Eveleigh Locomotive Workshops and the Centenary of which has been widely celebrated this year; and
c) change in custodianship of the "Eveleigh Stories" Collection directly to the Workshops
d0 incorporate the wealth of historical information available about Eveleigh.
