What a joke stabilising the grid with batteries! So we pay the developer to game the electricity market and ensure the BESS owner's profits and electricity consumers pay huge prices for unreliable electricity.

I object to the above as renewable energy is hazardous and will contaminate regional environments and may catch fire and cause toxic smoke and asthma and asthma-like health hazards in that event.
It is a myth that “renewable” energy is better. It is NOT better or CHEAPER than coal-fired base-load power by any stretch. This is also a national security issue when our services and assets are owned offshore. In the USA, chips have been discovered in componentry that would allow the CCP to trun off their grid. Most of our solar panels, wind turbines and BESS componentry comes from China too. It’s a national security issue when our services and assets are owned offshore, or can be switched off from offshore.
It also is on prime agricultural land, very close to the Mulwala Canal and vital irrigation channelling, so will be close to solar or wind, both of which shed PFAS/PFOS or Bisphenol A toxins which will get into the water system. It is a total lie that it is better, healthier and CHEAPER than coal-fired base-load power. Our rising power bills tell us that, and that’s a tangible measure.

I object to this development including the necessity to follow a global agenda in order to achieve it. This will take out serious cropping land, it is NOT sustainable as you well know and is designed to transfer wealth from Australians to overseas entities. This will contaminate our regional environment building on the “renewa-bull” systems which are already in place.
The Denilquin BESS is near important irrigation water delivery systems, and since there will need to be solar and wind near the BESS, it’s a fire hazard, and solar and wind turbines will be shedding toxic chemicals such as Bisphenol A from turbine blades, which is the most toxic chemical the Swedish EPA know of. The PFAS and PFOS from solar panels will shed into the waterways, and into the underground artesian basin, and BESS fires, which are inevitable, will not be able to be contained properly, because aside from the fact bushfire brigades aren’t allowed to go to the source of the fire, the infrastructure is not there to contain it.
Renewabull power is exponentially expensive, and hazardous because of the inability of essential emergency services being allowed to attend fires, and that is a very high risk. The toxicity will contaminate the environment, and we live in a relatively toxic-free region and don’t need toxic fire risk, or toxic smoke travelling for miles and miles on a breath of wind to cause health problems in thousands of people for which these companies will NEVER be liable for this asbestos of the future. If they are taken to court on this, they’ll just collapse or sell to a friendly company and make themselves scarce and we’ll never be able to chase them for damages.
Why is this government persisting with the expense of these systems? Why is it OK to put people living here at risk of fire, smoke and HIGH PRICES, when for example wind turbines require coal-based power to start? The whole thing is total madness, pushed by government officialdom who are enticed, paid off, or just too stupid to understand that we are in for blackouts because these systems cannot, in a pink fit, cover for what we had.
How stupid will future generations think we were when they look at us having cut off our noses to spite our faces. This is the stupidity of this madness.
We were promised that our power bills would DECREASE not increase, when governments everywhere began dismantling our quite effective power structure, beginning from the old regional County Council system we once had.
That was “privatised” and we were told that power prices would be more competitive. They weren’t, and aren’t! Then, when it was further privatised, and unbundled as per the global agenda, POWER PRICES WENT UP EVEN FURTHER. Now, we are seeing the further extension of that agenda, because POWER PRICES HAVE GONE UP AGAIN, and will CONTINUE to do so.
We’re being asked to swallow the lie propagated by the UN and globalist corporations that “renewal” energy is more reliable than base-load clean burning coal. The World Bank and IMF, along with globalist corporate partners have promoted Deregulation, Privatization, Liberalization and Commodification of everything so that they could control it. Consequently, we’ve seen our utilities unbundled and bought up, and politicians have been stupid enough, or compromised with bribes etc, to accept this, when it quite clearly goes against simple common sense.

Unsightly wind towers manufactured in China mostly have been, and are being, put on productive land, or now, planned to be just offshore our beautiful coasts.
The stupidity of AGL last year offering a great deal to EV owners to charge AT NIGHT for as low as $5 AT NIGHT. How stupid is this? The sun don’t shine at night, but we should all charge our highly flammable “slow-to-go-anywhere” EV’s AT NIGHT, for a DISCOUNT!!!!!!!!!!!!! Have you ever seen anything so stupid?
Turbines and solar set-ups kill or disorient birds; turbines don’t work when it’s too windy, and solar systems don’t work when it’s too hot or not to capacity when cloudy anyhow. Electric vehicles are inefficient, and will take years to become efficient. People want to charge them at night, when solar does not generate. They have proven lethal to emergency services workers being electrocuted when helping at accident scenes. It takes days to go where normal cars take hours to go, and the disposal of the batteries and componentry will be a nightmare.
Nothing compares to coal, which is actually much cleaner that you would have us believe with the technology we now have. It is also affordable, and people need affordable power, RELIABLE base-load power. We don’t need you stealing assets of people, because this is a basic right we once enjoyed and contributed to. Now, it’s commoditised to the point of “structural adjustment” (another UN term), whereby small business are going out of business because their power bills are too high. This is THEFT, and no politician should be complicit in promoting it, and this project should not be allowed to go ahead because it will most certainly cost much more than is projected, and at the end of the day, the consumer will be required to pay for it.
Last Winter a hospital in WA was not running it’s heating because it was too expensive, and people were cold. That’s OK on the altar of stupidity, which apparently is renewable many times over.
Furthermore, what are these corporates being paid for the unreliable, “renewable” power, compared with those who have solar on their roofs feeding into the grid? Please answer me that?
They’ve been allowed to set up on productive land, or land close to towns where they’re close to existing power stations, instead of making them set up on vacant land well away from towns, and having to foot the bill for the lines to the feed-in points. But instead, it’s being subsidised to the extreme by those who can least afford it, while these huge corporates receive subsidies.
Worse than that is our reliance on slave labour for the componentry, and on Chinese manufacturing – at a time when top military people are cautioning us about the CCP. However, it’s OK to allow the CCP to own a good slab our our energy infrastructure? Again this is madness, and is a threat to our food and energy security in itself, therefore, as it follows, our national security. This is highlighted even more now that chips in componenty for solar, wind and BESS systems have been found in the USA, which have a “kill switch” that would allow the CCP to switch off their grids. We will be the same and it’s a national security issue which is a national disgrace.
With base-load coal, we pay Australians to work in coal-mines and power-plants, we do not need to rely on child/slave labour, which is apparently OK by the UN/global Gobbleopoly. With base-load coal, we do not threaten our small business / manufacturing / farming / entrepreneurial sectors, nor have to shut down heating or air-conditioning in hospitals.
Remember, Warren Buffet said that “renewables” were not worth investing in – UNLESS they were subsidised. So, who are we fooling?
Blind Freddy can see that it would be better, if we want to follow the solar route, to put solar panels on existing roofs, and just pay the people. However, the goal is more about control, and stealing from the Australian people. Also, we now know that coal is actually a RENEWABLE resource.

1. GenCost fails to demonstrate that it is ‘Australia’s most comprehensive’ report on NEM costs. It
fails to include major cost elements funded by government and consumers. Its levelised cost of
electricity (LCOE) method is aimed at providing investors with theoretical marginal investment
indicators limited to investor costs, not national electricity costs, yet undisputedly this document
is misused by government to justify its energy policies. GenCost should be much more forthright
upfront in the disclaimer and executive summary regarding its true purpose.
2. GenCost’s claim that wind and solar are the cheapest form of electricity generation are completely
contradicted by whole-of-system ISP capital cost cash flow estimation – by a large margin as
indicated in Appendix 2 to this submission and other reports. CSIRO needs to explain the reasons
for this stark difference or clearly state that it is geared to investor interests and is not fit for
purpose to underpin national energy policy. The warning on page 57 states that cash flow cost
models are more realistic but is not sufficiently prominent.
3. GenCost employs highly contestable assumptions and data concerning capacity factors, capital
cost factors, facility lifetimes and spillage costs. CSIRO should rebalance the assumptions and data
for consistency to ensure it does not unduly favour renewables.
4. GenCost fails to account for Consumer Energy Resources (CER), low voltage distribution network
upgrades and disposal/remediation costs, which form a very large part of whole-of-system costs.
CER by itself is 60% of all solar and battery capacities in AEMO’s ISP. GenCost must include these
costs – they are not free. A purposeful report should include all costs to the national economy,
regardless of who pays.
5. GenCost’s assumption that investors will have free access to previously built network resources is
completely unrealistic in normal markets and particularly considering that grid design must be
based on worst-case conditions, when all resources are at maximum utilisation. CSIRO must
reconsider the whole GenCost approach to renewable integration costs.
6. GenCost’s use of an unspecified electricity system model running 9 years of historical weatherrelated data to determine maximum integration costs based on the simple assumption that the
grid will be reliable is a major mistake for many reasons.
a. The 2011-2019 AEMO data does not encompass all worst-case conditions, which recent
freely available data from both Australia and overseas indicate. Wind droughts and solar
outages are a common-mode failure affecting the entire NEM.
b. AEMO’s use of a simulation model in the Integrated System Plan (ISP) illustrates the pitfalls,
which are detailed in Appendix 1. CSIRO must provide details of the model used and how the
criteria for reliability must include maintaining a viable dispatchable reserve margin under
all conditions to protect against facility outages. The failure of the ISP to define worst-case
conditions inherent to proper high reliability system engineering casts serious doubt on the
integrity of its modelling and grid design with direct implications for GenCost.
7. Both GenCost and the ISP are important documents having major influence on energy policy with
impacts on the entire economy and the security of all Australians. The criticality of the NEM to
the well-being of the entire nation deserves rigorous and independent accountability by the same
type of certification authority used in other fields such as aviation, transportation,
telecommunications, civil works and the financial industry. CSIRO should support the
establishment of a proper independent regulatory body to review, hold accountable and certify
plans and implementation of the NEM."
In addition, battery energy storage systems are made with potentially highly flammable lithium-ion batteries that are connected to equally potentially highly flammable high voltage transmission lines, that would be similar to the 6 out of 11 high voltage transmission lines that were responsible for the 2009 Black Saturday fires that killed 173 people, injured 414 people and did untold damage throughout Victoria, where 2 out of those electrical fires started by the high voltage transmission lines exploded like a Hiroshima bomb. This makes them in my opinion, very dangerous and inappropriate for putting them anywhere in Australia, along with the facts, as stated above, that AEMO has seemingly put out some dodgy calculations are just two of many reasons why this and other projects need to be permanently scrapped.

Submission objecting to the Deniliquin East Battery Energy Storage System (BESS) Project being granted a planning permit or in any way proceeding to construction.
1. The truth is that the Deniliquin East Battery Energy Storage System (DEBESS) is a completely worthless waste of time, money and resources. Because reducing Australia’s CO2 emissions to Net Zero, is a lost cause, a complete waste of time, effort and resources. Of Zero Benefit to Australia. Because, the majority of the rest of the Countries of the World have stopped playing the Net Zero game. 2024, saw China, India, Russia, Indonesia, USA and other Countries, operating 2,200 coal fired power stations, producing over 60% of the World’s CO2 emissions. And in 2025 they continue to increase their output, with zero consideration of reducing the World’s temperature.
As Australia produces only 1.2% of manmade CO2, any reduction, we make will not affect the World’s temperature, at all. As Australia’s reduction will be overwhelmed by these other Countries growing production, in a short period of time. Making Australia’s efforts worthless, a complete waste of time, money and resources.
2. This DEBESS will permanently pollute the farmland it is on. The DEBESS is a parasitic Battery complex that operates by taking in electricity at lower prices, hoping it will be able to resell it when a shortfall drives prices higher. It is explained as.
“The intermittent nature of wind and solar resources creates the need for ‘back-up’ capacity to support any supply gaps”.
This statement alone clearly sets out. That by their intermittent and unreliable nature of electricity production, (because of an unreliable supply of ‘weather’ fuel) solar catchers and wind catchers. Should never be considered as an economic or dependable electricity generator for supplying baseload electricity to a modern electricity grid. To add the DEBESS to the mix, does not produce one MWh of power and actually loses 16% of the power, having to convert it from AC to DC current going into the BESS. And again converting the current via Inverters from DC to AC current when transferring out of the BESS. This loss via conversion only increases the price to the end user. High prices do as much damage to economies as shortages of supply.
2. This DEBESS is completely unnecessary and worthless. This is because all the Federal and State Net Zero emission goals, Emission Reduction goals and Carbon emission limits on big polluters, are all a waste of money, effort, and will not reduce Global emissions by one iota. The reason is that while Australia’s emissions of Co2 are approximately 1.3% of the World’s emissions at the same time China emits 30% of the World’s emissions and is still growing. Any reduction in Australia’s emissions will be quickly replaced by China’s emissions.
3. The DEBESS is totally reliant on Climate Change subsidies and mandated energy retailer policies, without which it would never be built. Or if the subsidies, etc are removed the DEBESS will be abandoned. Further if the DEBESS cannot afford the cost of building the HV Transmission necessary to connect to the Grid. It is ridiculous for electricity consumers and taxpayers to have to pay for the connecting HV Transmission Lines.
4. Importantly the DEBESS has not made adequate provision for the outbreak of a wildfire. Firebreaks are grossly inadequate and fixed water tanks are next to useless, particularly in BESS fires. In Victoria CFA fire fighters are refusing to enter Renewable Factories. Water bombers would not water bomb the DEBESS because of the risk of explosions The risk to surrounding rural residents is frightening.
5. As well the DEBESS has made no financial provision for the dismantling and restoration of the site. Or the cost of the disposal of the toxic, batteries and associated toxic junk. This is why the DEBESS is not a net contributor to the electricity generation system or a viable economic proposition and should never be built.

And again converting the current via Inverters from DC to AC current when transferring out of the BESS. This loss via conversion only increases the price to the end user. High prices do as much damage to economies as shortages of supply.
2. This DEBESS is completely unnecessary and worthless. This is because all the Federal and State Net Zero emission goals, Emission Reduction goals and Carbon emission limits on big polluters, are all a waste of money, effort, and will not reduce Global emissions by one iota. The reason is that while Australia’s emissions of Co2 are approximately 1.3% of the World’s emissions at the same time China emits 30% of the World’s emissions and is still growing. Any reduction in Australia’s emissions will be quickly replaced by China’s emissions.
3. The DEBESS is totally reliant on Climate Change subsidies and mandated energy retailer policies, without which it would never be built. Or if the subsidies, etc are removed the DEBESS will be abandoned. Further if the DEBESS cannot afford the cost of building the HV Transmission necessary to connect to the Grid. It is ridiculous for electricity consumers and taxpayers to have to pay for the connecting HV Transmission Lines.
4. Importantly the DEBESS has not made adequate provision for the outbreak of a wildfire. Firebreaks are grossly inadequate and fixed water tanks are next to useless, particularly in BESS fires. In Victoria CFA fire fighters are refusing to enter Renewable Factories. Water bombers would not water bomb the DEBESS because of the risk of explosions The risk to surrounding rural residents is frightening.
5. As well the DEBESS has made no financial provision for the dismantling and restoration of the site. Or the cost of the disposal of the toxic, batteries and associated toxic junk. This is why the DEBESS is not a net contributor to the electricity generation system or a viable economic proposition and should never be built.
