I would like to request more information regarding:
1. Entry and egress of the temporary workforce accommodation off Federation Street. It is not clear from what we have been able to find within the EIS-there being very little actual detail, can you confirm if it is intended to be an extension of Stockings Crescent to join Federation Street?
2. If work hours for the rail line workers are intended to be 6am to 6pm x 7 days a week-will this mean the workers will commence leaving the site from approximately 5am?
3. How many buses do you expect will leave and enter the temporary accommodation each day?
4. Will the workers arrive at the accommodation site via private vehicle prior to their shift and use the same route?
5. Will the accommodation construction crew also access the site via Federation Street? What is the likely delivery route for materials?
6. I believe ~$1.9m has recently been spent upgrading Federation St, what likely damage can be expected from the vehicles delivering/removing the construction materials? And presuming the road would again need to be remediated-how long is this intended to take?
7. The average age of the residents along Federation St between Warren Road and Chelmsford Avenue I believe would be 70+, many of whom live alone. The access to Federation street from the residents homes is already very dangerous considering the existing B Double and road train usage-only exacerbated during harvest of wheat crops. I believe the excessive traffic, dust and noise will greatly diminish the amenity of the street, during construction of the accommodation and also for the duration of the train line building-with most residents retired and having to live with those effects 24 hours a day/7 days a week for ~5 years.
8. Federation street has recently been upgraded to a heavy vehicle bypass which has already had significant impact on the residents-combined with the RAAF usage of the nearby aerodrome, with planes landing and taking off up to 10pm, and the existing rail line barely 30mtres from the homes -I feel an alternative route might be explored for the workforce accommodation construction/removal period and also the entry and egress of the workers for the duration of the project. I believe there are currently 3 residents of Marshal Street-might it be possible for this street to be considered as the major access-with all site traffic proceeding to Warren road via Marshal St and accessing the worksites via the rail corridor being established in both north and south direction?
9. In speaking to the residents of Federation Street-only one family knew anything about the construction of the accommodation camp along their street. Neither advertisement in the Gilgandra Weekly 19/1/21 mentioned anything about the accommodation camp specifically. I believe most people in town don't understand this is being built within the town-with everyone along the route impacted. Can I suggest the residents of Federation Street impacted by the camp be directly contacted and advised what is planned in detail-I believe you may receive feedback if the residents actually knew about it. Not all people buy the newspaper or are on the internet-given the average age. It is my belief the residents of Gilgandra may support the project in principle-but the residents impacted by the construction and ongoing use of accommodation camp would appreciate consultation and appreciate the opportunity to raise any concerns.
10. I believe it would be beneficial to understand Council's plan for the land after removal of the camp.
11. If it is intended traffic to exit the site and head north along Federation St to the Coonamble Road-this will impact the level crossing at the intersection of Federation Street and Chelmsford Avenue-already a pinch point, a dangerous crossing and intersection impacted with heavy vehicles- and used to access the town's schools-by both private vehicle and school buses. It is also a direct route to the retirement home, Cooee Lodge, for any residents living north of the railway line. Are there any plans to alleviate the likely impact of the extra vehicle use?

Re: Inland Rail – Narromine to Narrabri Project – Environmental Impact Statement Submission

I write in response to notification received from Mr Duncan Mitchell, Project Director (Inland Rail) on 26 November 2020 under section 193 of the EP&A Regulation that Council as an impacted landowner of the proposal. Thank you for the opportunity to make a submission on the Inland Rail (IR) Narromine to Narrabri (N2N) Environmental Impact Statement (EIS).

Our review has taken into consideration all the information made available including any consultations that the proponent has undertaken with us to identify any potential issues with the proposal that may directly impact Council or Narrabri Shire or the surrounding community.

In concluding the review of the Environmental Impact Statement (EIS) for the Inland Rail – Narromine to Narrabri Project, Narrabri Shire Council it is noted that over thirty (30) key concerns among many other observations have been identified that need to be addressed to ensure the proposal is successful.

Of specific concern is that the proposed route does not provide an optimum outcome for Narrabri Shire. It is imperative that the serious omissions be adequately addressed, namely the erroneous flood modelling and subsequent conclusions. The resultant detrimental flood impact outlined on Narrabri properties is not acceptable to Council.

To realise a benefit to Narrabri Shire and is surrounds, Council respectfully requests that the proponent is required to demonstrate that:

]a) the rail operations will not negatively impact on the local community, by ensuring (1) all rail infrastructure is located outside the higher density commercial and residential areas; and (2) all construction impacts are mitigated and any residual damage to the road and service networks are repaired;
b) the rail infrastructure does not increase potential flooding;
c) the opportunity to interface efficiently and effectively with the Inland Rail, not only from the Narrabri Inland Port, is incorporated into the design at an early stage; and
d) all construction infrastructure and services setup are located so that should Narrabri Shire be able to benefit from their ongoing use, ownership is transferred to Council.

While a keen advocate of Inland Rail, Council is unable to fully support the proposal in its current form without these concerns being satisfied.

To assist in this regard, please find attached our report providing more information on each. Council is keen to work more closely with the proponent in an effort to have all of these concerns addressed before the project proceeds and respectfully requests that this opportunity is afforded.
