Objection comes from strong community support for this project to NOT go ahead. Proceeding with this project will harm the unique community spirit of Annandale and significantly reduce the green spaces at Buruwan park. The community believes in public transport and not the absurd amount of investment on WestConnex. Construction of this overpass promotes pollution at the pre-construction, construction and operational phase. Pollution which community as a whole are not prepared to support and does not fit in with the community thoughts on promotion of public transport services, green spaces and a healthy, safe environment for families.

This link was originally planned as an underground 'underpass' at the intersection of the City West Link and The Crescent. But the RMS and their contractor are now proposing to build a two-lane overpass up to eight metres above the City West Link.
This plan completely ignores the conditions of consent given for this project and threatens to impose even more on the landscape and liveability of our local area.
I’m concerned that this Los Angeles style overpass will:
• Have an unacceptable and unnecessary visual impact, and obstruct a significant local mural;
• Make it more difficult for pedestrians to access Jubilee Park from Johnston St Annandale and the Rozelle Goods Yards in Lilyfield;
• Destroy over 70 trees including the large, mature fig trees at Buruwan Park; and
Fail to solve Sydney's traffic congestion problem.

Global experience of major toll road construction has demonstrated conclusively that projects like this increase air pollution, encourage more car use, fleece road users with exorbitant tolls and eventually fill the increased road capacity they create.
This modification completely ignores the conditions of consent given for this project and threatens to impose unacceptable negative consequences on the landscape and liveability of our local area.
The proposed overpass is totally out of step with local development in Annandale and will obstruct a local heritage mural and destroy Buruwan Park. Sufficient consideration hasn’t been given to obvious alternatives such as an underground tunnel running under Whites Creek.
Visual impact and obstruction of ‘people’s mural’
This modification will impose hugely on the local landscape in the inner west. A new elevated overpass is completely at odds with local development standards and will have a significant negative visual impact on Annandale and its surrounds.
light rail viaduct along The Crescent. That mural was commissioned by the Leichhardt Council in 1980 and inspired by political and social movements in the inner west. It is a dearly loved and historically important local artefact that should be protected.

This proposal could be replaced with a slot cut and cover trench running under Whites Creek to push traffic underground instead of overground and avoid the massive imposition of an overpass and destruction of the ‘people’s mural’.

Pedestrian access to Bicentennial Park and Jubilee Park
This modification prioritises the needs of motorists, trashing the experience of local pedestrian traffic and making harder for residents to access the public waterfront.
Pedestrians walking from the Western side of Johnston Street will have to use an astonishing four pedestrian crossings in order to reach Bicentennial Park (see diagram below).
This pedestrian arrangement should be modified to allow pedestrians to cross direct from Johnston Street to the Park via The Crescent.

Destruction of mature fig trees at Buruwan Park
This design proposes to rip up Buruwan Park and all the vegetation at that site including over 70 trees and several beautiful mature fig trees.
Removing this vegetation will impact on the liveability of our suburb by removing shade, making our local area warmer and destroying the green barrier it provides between the City West Link and residences. Even if these trees are replaced with saplings, it could take up to a decade for tree cover to return to this site.
Any modification to this proposal should make every possible effort to save these trees and vegetation. At a bare minimum, these trees should not be removed until a full Urban Design and Landscape Plan has been completed.
Relocation of the green link
This modification would abandon one of the centrepieces of the original design: a pedestrian and cycling green link to connect the Rozelle Goods Yard to Bicentennial Park.
Relocating that green link to the west of the intersection of The Crescent and City West Link ignores the original conditions of consent given for this project and puts the needs of motorists ahead of pedestrians and cyclists.
The proposed pedestrian bridge further north up the City West Link creates an unnecessarily long walk for pedestrians and an unnecessarily high climb of 5+ metres.
RMS and the contractors should reconsider other design options for a continuous green link from Rozelle Goods Yard, across the City West Link into Jubilee Park, including a link to Annandale and the Rozelle Bay light rail stop.
Increased local traffic in Annandale
This modification would remove the option to turn right out of Johnston Street into the Crescent which will increase traffic through local streets including Piper Street and Booth Street.
These changed conditions will mean increased noise and emissions for residents in Annandale.

I strongly object to this project on The Crescent in Annandale. The government has already started a project up at the corner Pyrmont Bridge Road and Paramatta Road which is impacting our small green community.
The inner suburbs of Sydney city need their greenspace to remain accessible.

RE: Proposed Modification to M4-M5 Mod 2: Rozelle Bay

I have recently become aware of the proposed changes to the interchange at Rozelle Bay and want to express my deep concerns about the new plans for overpass at The Crescent and the changes to pedestrian infrastructure in North Annandale, Rozelle and Rozelle Bay Foreshore area.

My concern relate to the plan’s:

• removal of direct access to the foreshore – and important and hugely appreciated amenity for locals and visitors alike;

• negative impact on pedestrian safety as well as that of cyclists,

• removal of the ability to turn right form Johnstone Street into The Crescent, thus cutting off a route I regularly travel;

• creation of a ‘concrete jungle’ in an area currently hugely valued by residents for its vistas and trees.

I urge the Department to reinstate the GreenLink connecting communities and green open space from Rozelle to Bicentennial Park and to modify the design to ensure safe access for pedestrians and cyclists to the foreshore and continuation of important local traffic routes.

I oppose the proposed modifications, as I believe they will negatively affect our neighbourhood (Forest Lodge) in the following ways:
1. The proposed modifications remove the ability to turn right from Johnston St, Annandale onto The Crescent. For local people, this means, for example, that anyone who wishes to go to The Tramsheds will need to go via Booth St, through Forest Lodge (Wigram Rd and/or Minogue Crescent for heavy vehicles), increasing traffic through our local streets.
2. There is an increase in the number of lanes coming from the Rozelle Interchange onto The Crescent towards Forest Lodge. The lanes all merge around the intersection of Johnston Street and The Crescent increasing congestion on The Crescent/Ross St, which at times is already extremely congested.
3. The pedestrian pathway and cycleway, which were supposed to connect to the foreshore pathways, appear to have been removed from the plans. The pathway and cycleways are now combined, more convoluted and beside a motorway overpass, which was supposed to be underground but is now aboveground.
The aforementioned points do not take into consideration the other myriad of reasons why I oppose Westconnex, and am extremely disappointed in this governments handling of the project.

I regularly travel by foot and bicycle through the area affected by this proposal. The proposed modification will be detrimental to pedestrians and cyclists. Specifically, direct cycling & pedestrian access from Annandale to the foreshore should be maintained. Direct access from Rozelle and Lilyfield to the forehore, via the Greenlink should be maintained.
The proposed increase in road crossings for pedestrians at The Crescent and Johnston Street is unacceptable.
The people-oriented designed principles from the approved Urban Design and Landscape Plan should be maintained.

Regarding Application Number: SSI-7485-Mod-2

I want stated on the record that I object to the modification proposed in Application Number SSI-7485-Mod-2.
The objection is that the modification to create a 2 lane 'overpass' is a grand change in design as compared to the original 'underpass' design which i supported.
Unfortunately the overpass design ignores the previous conditions of consent given for this project.
Additionally this overpass heavily imposes on the local landscape, reducing the liveability of our local area by obstructing the local Annandale Mural, increasing difficulty in pedetrian access to Jubilee Park from Johnston St and destroying large green space and local Fig Trees in Buruwan Park.
Westconnex is a grand plan to solve Sydney's traffic congestion problem, which I have previously supported.
However Application Number SSI-7485-Mod-2 is short-sighted and I request the Crescent Overpass design to revert to the original design proposed.

I write regarding the proposed modification to M4-M5 Link, Mod 2 The Crescent overpass and changes to pedestrian infrastructure in North Annandale, Rozelle and Rozelle Bay Foreshore area.

I request RMS work with the community to explore alternate design options to the proposed new car overpass design and the changed pedestrian and cyclist links due to the significant impacts on health (including mental health) safety, amenity, mobility, social cohesion, and environmental values.

On these grounds I insist on the reinstatement of the safe, direct access from the approved EIS GreenLink to create a continuous green open space connection from the Rozelle Rail yards and Annandale to the foreshore. The GreenLink was more than just a walk way - it put people central to the design, maximising safety, and providing much needed accessible open space for the community now and into the future Bays Precinct design.

On these grounds I insist RMS put people back into the plan – we want you to reinstate your own vision as laid out in Transport for NSW Future Strategy 2056. Work with us to design a feasible option that brings the best elements from the approved EIS design into the modification.

My key concerns with the M4-M5 Modification are:
● The significantly reduced safety and increased risk for pedestrians and cyclists with removed access over The Crescent to Bicentennial Park and the increased traffic along Johnson Street.
● Being required to cross five sets of pedestrian lights at The Crescent as my option to reach the foreshore from Annandale or from Rozelle Bay light rail stop.
● Removal of direct active links to the foreshore, cutting the community off from the area and the proposed revitalisation of the entire Bays Precinct, including linking the Light Rail and Bus stops to a Ferry wharf and Metro station.
● Urban and landscape design that is being built before a finalised Masterplan for the area.
● Traffic changes that limit movements around the suburb and create further congestion in the local streets of Annandale, Forest Lodge, Glebe, Lilyfield and Rozelle with no planning to deal with these.

Alongside these issues my other concerns are personal and include:

1. The safety of myself, my parents, my nephews 12 and 10, my sister and brother in law, my extended family and all their friends who regularly access the foreshore on their bikes, scooters or walking
2. The impaired access we will have as a family to use the recreational facilities so vital to children and families living in cramped inner city living conditions.
3. Safety, security and loss of mobility issues from congestion due to the above changes
4. Loss of amenity and value of property to Annandale and surrounding suburbs.
5. Significant impacts on my elderly parents who drive weekly to Annandale to visit their grandchildren, take them on outings which regularly include the foreshore.
6. The safety of my family when cycling, walking or driving around Annandale and surrounding suburbs due to the removal of direct active links, the overpass and associated traffic changes.
7. The ongoing and significant health and wellbeing aspects of this proposal on all residents, their extended families and visitors to the area.
8. Pollution from the stacks causing a significant and ongoing health impact to myself being asthmatic and my mother with cancer who because of her complications from cancer has a significant sensitivity to fumes/diesel and this limits her mobility. My nieces who also visit regularly also have asthma.

I respectfully request the RMS and the Project Team to:
● Reinstate the GreenLink connecting communities and green open space from Rozelle to Bicentennial Park.
● Relocate and design pedestrian and cyclist connections that are continuous, safe and direct.
● Design the modification infrastructure and active links in response to the character of the suburbs, the location of the foreshore and it’s potential future development.
● Provide pedestrian and cyclist paths that maximise people safety and do not force them onto busier streets, unsafe concrete plazas and caged walkways.
● Integrate active and direct connections to all active transport – including the future Metro West and Foreshore Ferry Wharf.

I wish to formally object to the proposal replacing a tunnel with an overpass contained in The Crescent Overpass and Active Transport Links Modification Report, August 2019, “the proposal”, on the following grounds:

1. VISUAL IMPACT
1.1. The original proposal that was agreed was a tunnel, which, apart from its construction phase would have had little impact on the area.
1.2. The proposed “modifications” are so significant that the proposed overpass will dominate and destroy the local landscape.
1.3. This is in an area that has over two hundred years of history. It is listed as a heritage conservation area. The Inner West Council states on its website, “Little change can be expected other than modest additions and discrete alterations”. (https://www.innerwest.nsw.gov.au/develop/planning-controls/heritage-andconservation/heritage-conservation-areas. Accessed 11/9/19). In view of these guidelines to residents, how can a massive overpass be justified?
1.4. The modifications are so different from the original proposals that they fly in the face of conditions of the original consent.
1.5. There will be a massive, and purely negative, visual impact on a large number of residents in Annandale.

2. NOISE POLLUTION
2.1. The prevailing winds in Sydney are Westerly;
2.2. There will be significant noise pollution to persons and property in a large area, predominantly but not limited to, the west of the proposed overpass. This will adversely affect Annandale.

3. RELOCATION OF THE GREEN LINK
3.1. Consent for the original proposal (by way of a tunnel) was conditional upon the “Green Link” connecting the Rozelle Goods Yard to Bicentennial Park.
3.2. The proposal seeks to “re-locate” this link, thereby removing the direct connection.
3.3. Anyone wishing to walk or cycle from the Rozelle Goods Yard to Bicentennial Park will now need to walk for an estimated minimum of 20 minutes, alongside a raised motorway overpass, beside the traffic on the crescent, eventually crossing four pedestrian crossings. This is dangerous and shows no consideration of residents, pedestrians and cyclists.

4. DESTRUCTION OF BURUWAN PARK
4.1. As Annandale residents, one of the things that makes our suburb so desirable is its parks and established trees. They are used by families throughout the year, they link us to the two hundred year history of the suburb and they provide us with a green barrier between the City West Link and residences.
4.2. Our Council and State governments normally support measures to combat global warming: it seems extraordinary that at a time when the whole world is decrying the destruction of trees in the Amazon, a serious proposal is made that would cause the loss of well over 70 trees, some of which are beautiful, mature fig trees, and which cannot be compensated for with new planting.
4.3. The creeping destruction of Sydney’s green spaces, little by little, risks the loss of amenities that are essential for a city’s health.

5. REMOVAL OF RIGHT TURN OUT OF JOHNSTON ST INTO THE CRESCENT
5.1. This is crucial for local residents and removing this right turn will mean increased traffic through local streets.
5.2. Currently, children play on local streets. The removal of the right turn into the Crescent will cause an increase in traffic in local streets. The proposals, should they proceed, will either force them inside or endanger them. In addition, there will be an increase in noise and emissions in local streets.

6. DESTRUCTION OF COMMUNITY
6.1. Annandale and its environs has a strong sense of community, it is in many respects like a village. This is due in part to its quiet atmosphere. The construction of an inherently noisy overpass will have a significant adverse effect on the area.
6.2. One of the reasons people love living in Annandale is this sense of community and the easy access to parks and water.
6.3. People greet each other in the street, businesses know the local residents, it is safe for children to play outside and everyday residents throng to Jubilee and Bicentennial Parks.
6.4. It is a healthy, friendly and supportive community with values the government should be fostering. We believe the proposed modifications will change this detrimentally in every way.
6.5. We understand that the reason the modification is sought is a financial one. However, a proper cost/benefit analysis that fails to take into account the above listed objections will give a flawed result. It is only by taking into account the intangible benefits that will be destroyed by an overpass, that a proper accounting can be done. The loss of property values and lifestyle of thousands of people in Annandale and its environs seems to have been omitted from the calculations.

This plan in no way reflects the original intention to connect Annandale and Lilyfield to green space on the foreshore. The intersection at Johnston Street and The Crescent will necessitate multiple traffic light crossings (4) where currently there is one. This is a popular and well trodden access point for pedestrians, cyclists, dog walkers and others to access the beautiful foreshore parkland will be ruined. We currently have one child at Annandale North PS and another at daycare at The Crescent Early learning and frequently cross this intersection. The overpass starting on the Crescent and leading to the Anzac bridge flies against all the approved plans of underground roads and will create terrible noise and visual pollution to nearby residents of Railway Parade, Bayview, Breillat, Annandale and Pritchard Streets. It will be an eyesore on what is a beautiful foreshore so close to the city. I beg you to change these plans. The impact on the community will be devastating. I sold and moved out of Railway Parade Annandale on 4 September because of the project. This is now worse than I could have even imagined.

My major concerns relate to the pedestrian/cyclist safety posed by the modification and the road bottlenecks. My key comments are as follows:

Some further detailed observations are:

1. There is no access to James Craig Road for Annandale residents which will cause a build up around Balmain Rd to get onto the City West link .
2. The 15m wide green path stops abruptly at the Rozelle Bay light rail stop with a small footpath ramp. Where does this ramp go to, as the light rail track and station is blocking access. Where do people and bikes go?
3. The single lane car overpass after two lanes of traffic from Johnston st and Chapman Rd will cause chaos with cars merging into one lane. Proposed bus stop will see buses having to also merge to a single lane overpass. Looks like City West link east bound also merges into one lane at Victoria Rd underpass. This is going to cause bottlenecks everywhere.
4. Overpass splits into two lanes with single east bound access to Anzac Bridge merging into two City West link lanes heading east. Not very clear what happens with the lanes just before the tunnel under Victoria Rd.
5. Having to walk down Johnston street on the eastern side to access Bicentennial Park via 4-5 sets of lights instead of one set currently. This is going to take up to 20 minutes to get through all these lights alone.

I would like to see:
● Reinstated GreenLink connecting communities and green open space from Rozelle to Bicentennial Park.
● Relocate and design pedestrian and cyclist connections that are continuous, safe and direct.
● Review of several potential bottlenecks in current road design around the M4-M5 Rozelle Interchange

SUBMISSION ON PROPOSED MODIFICATIONS TO M4-M5 LINK (ROZELLE INTERCHANGE)

I wish to object to the proposed modifications contained in Application Number SSI 2485
These modifications should not be approved.
My grounds of objection are as follows:
1.The modifications totally disregard the needs of the local community by giving precedence to the motor vehicle over the lives of residents. Any benefits to car users from an overpass at the Crescent are very limited and are far outweighed by the disadvantages to the local community resulting from the many consequential changes that the overpass would necessitate.
2.The elevation of the proposed Crescent overpass to eight metres above the intersection of City West Link and the Crescent will create a further eyesore on a landscape which is fast turning into a relentless, unforgiving concrete jungle as a result of WestConnex.
3.The modifications fail to take into account the massive cumulative effect of the WestConnex project on the area and the additional layers of pollution, noise, disruption and loss of amenity to the local communities which would result from the modifications.
4.Decimation of the areas affected by the Rozelle Interchange is already visible from the work that has been done to date. The modifications continue this unacceptable decimation and should therefore not be approved.
5.The destruction of trees, green vegetation and parkland to accommodate the proposed modifications in favour of the motor vehicle runs counter to best practice on ways to reduce the impact of climate change. This loss of trees and their function in absorbing carbon dioxide adds to the pollution problem which will be exacerbated by the four unfiltered emission stacks to be constructed in the area as part of the Rozelle Interchange project.
6.An unacceptable loss of amenity to the community would result should the modifications be approved, including the following:(i) abandonment of the pedestrian and cycling link to connect the Rozelle Goods Yard to Bicentennial Park;(ii) loss of easy, sensible and safe pedestrian access to Bicentennial Park and Jubilee park; and (iii) no direct route for pedestrians or cyclists travelling between the Annandale and Glebe foreshores.
The proposed modifications to the Rozelle Interchange should not approved. The need for the modifications over the needs of the community has not been established. No compelling reasons to depart from the original conditions of consent to the project have been put forward to justify the approval of the modifications.

Following a review of the initial designs for the Rozelle Interchange (AKA WestConnex Stage 3b), RMS and the contractor John Holland have proposed a new elevated overpass to allow motorists to bypass traffic lights at the intersection of The Crescent and City West Link.

I oppose the Annandale overpass.

This link was originally planned as an underground 'underpass' at the intersection of the City West Link and The Crescent. But the RMS and their contractor are now proposing to build a two-lane overpass up to eight metres above the City West Link.

This plan completely ignores the conditions of consent given for this project and threatens to impose even more on the landscape and liveability of our local area.

I’m concerned that this Los Angeles style overpass will:

Have an unacceptable and unnecessary visual impact, and obstruct a significant local mural;
Make it more difficult for pedestrians to access Jubilee Park from Johnston St Annandale and the Rozelle Goods Yards in Lilyfield;
Destroy over 70 trees including the large, mature fig trees at Buruwan Park; and
Fail to solve Sydney's traffic congestion problem.

I am not a supporter of the WestConnex project, however it has gone ahead anyway despite the protests of local people. I have therefore tried to focus my attention on the positives in terms of the new green open space areas to be developed in the old Rozelle railway yards. I cannot believe that the plans that were approved for the Rozelle Interchange are now under threat of being changed after the fact, to include a monsterous overpass! This will completely destroy the whole visual and environmental impact of that rather pleasant green space. Do not create a Cahill expressway in Annandale. Who wants to stroll or play under an enormous concrete flyover -and then there is the added noise pollution of the cars and trucks overhead. Please keep to the original planning and put the route underground and at least give the local community back some of the green space and special little parks you have destroyed creating the Rozelle Interchange. I also believe that the overpass will:-
• Obstruct a significant local mural;
• Make it more difficult for pedestrians to access Jubilee Park from Johnston St Annandale and the Rozelle Goods Yards in Lilyfield;

As a resident of Pritchard St living less than 100m from the Light rail I am disappointed by this modification. Mainly, I think because it has been snuck into plans by the government with no consultation with the community. As a consequence, there is now public outcry about this modification. Moreover, there have been suggested designs from members of the community that are far superior to the designs suggested in the modification. I have 4 reasons why I don't agree with the proposed modifications:
1. They do not support the Conditions of Consent: Maintaining a GreenLink and Active Transport Links
2. The approved Greenlink is being relocated to the west side of the Crescent and will become a ‘Concrete Link’ severely limiting access for all residents to the Glebe Foreshore.
3. There was a distinct lack of community consultation
4. Residents now have to cross 4 roads to get to the foreshore, whereas now it is 1.

I trust the government will take community concerns seriously, and work with the public to achieve an optimal outcome.

I live on Pritchard Street, less than 100m from the Light rail and have recently been made aware of the proposed modifications of the M4-M5 Interchange in this area - raising a number of concerns.
These proposed modifications for example do not support the Conditions of Consent: Maintaining a GreenLink and Active Transport Links. Additionally, the approved Greenlink is an effective link between bicentennial park and the Rail Yards, providing ready access to the Glebe Foreshore together with a SAFE overpass from the nearby Light Rail. However, this is being relocated to the west side of the Crescent and will become a ‘Concrete Link’ severely limiting access for all residents to the Glebe Foreshore. As an avid park user, this is particularly troubling for me as I take multiple trips to this area each week.
Consultation on these modifications was limited to a very small number of Annandale residents, ignoring all other Annandale, Rozelle and Glebe residents directly impacted. I think it is only fair to ask for more time to consult with all those impacted due to the large scale proposed changes.
Changes will see the traffic intersection between Johnston St and Annandale increase from a 15m single intersection to multiple intersections over 100m. I believe both school children and residents will be at an elevated and unacceptable risk as a result of this change.
While I understand and support good traffic flow in these areas due to congestion problems I don't believe that residents and pedestrians should have to pay the price for this to work.
