To Whom It May Concern,

I am writing to object to the proposed construction of a new hospital directly opposite my residence on Chapel Road, Bankstown.

Before outlining my reasons for objection, I would like to provide some background about my situation. I am one of the residents who will be directly impacted by both the construction process and the ongoing operation of this proposed hospital. My family and I currently live at Chapel Road, directly across from the planned site. We are a family of four, with two adults and two children under the age of three. Our second child was born at Bankstown-Lidcombe Hospital, the existing hospital in this area.

We represent a typical family within this community. The surrounding neighbourhood has a high proportion of young families with small children. This is already a densely populated area with extensive infrastructure, including shopping centres, restaurants, schools, and childcare facilities. Traffic density is already extremely high, and the area is heavily utilised on a daily basis.

My first and most serious concern is the safety of children in the area. Having personally experienced the environment around Bankstown Hospital, I have observed that it is often complex and, at times, confronting. The hospital entrance frequently attracts a wide range of individuals, including people who smoke, individuals struggling with substance abuse, and those experiencing homelessness. I am also aware that services are provided to individuals dealing with drug dependency, which further contributes to the complexity of the surrounding environment. These realities make me deeply concerned as a parent. The presence of such an environment directly opposite a residential area with a very high number of young children raises serious safety concerns. It is entirely reasonable for families like mine to feel uneasy about exposing our children to these conditions on a daily basis.

Secondly, I question the suitability of this location from an urban planning perspective. Hospitals in Sydney are typically built on large sites and are not commonly placed in areas of such extremely high residential density. Placing a major medical facility in an already congested area will place significant strain on existing infrastructure and local services.

Finally, and critically, there is the issue of traffic and parking. Chapel Road is already extremely busy. During peak hours and school zones, traffic congestion is severe, and even short trips within Bankstown and surrounding areas can be very difficult. Parking is already highly limited, with local residents frequently struggling to find available spaces near their homes.

A hospital is a major traffic generator, with constant movement of staff, patients, visitors, and emergency vehicles. The addition of such a facility in this location will inevitably worsen congestion and create further pressure on an already overburdened road network and parking system. This will not only impact residents directly but also affect the broader Bankstown area and surrounding streets.

Furthermore, I am deeply concerned about the apparent lack of meaningful community consultation in relation to this proposal. A development of this scale, with such significant impacts on local residents, must involve transparent, thorough, and genuine engagement with the community. To date, it does not appear that affected residents have been adequately consulted or that our concerns have been properly considered.

I therefore formally request that the relevant authorities undertake a comprehensive and genuine community consultation process before any decision is finalised. This process should include clear communication, opportunities for public feedback, and proper consideration of the concerns raised by local residents.

In light of these issues, I strongly hope the relevant authorities to reconsider the proposed location of this hospital. The current plan does not adequately account for the safety, wellbeing, and quality of life of the existing community.

Proposed New Bankstown Hospital – Traffic, Safety and Local Road Impacts
I am a local resident living near the proposed new Bankstown Hospital site and wish to raise concerns regarding traffic safety, intersection operation, and impacts on surrounding residential streets associated with the development.
1. French Street / Chapel Road Intersection
I am concerned about the existing traffic signal arrangement at the intersection of French Street and Chapel Road. French Street operates as a staggered intersection, and there are ongoing safety issues for vehicles attempting to turn right from French Street into Chapel Road in both directions. The current geometry and signal phasing make it difficult for drivers to safely assess conflicting traffic movements, increasing the risk of vehicle conflicts and near‑misses.
Given the significant increase in traffic expected from the hospital development, including staff, visitors, service vehicles and emergency vehicles, I am concerned that these existing safety issues will be exacerbated. I strongly recommend that this intersection be reviewed as part of the proposal, with consideration given to:

Dedicated right‑turn lanes, and
Dedicated right‑turn signal phases for vehicles turning from French Street into Chapel Road in both directions.

2. Scope of the Traffic and Accessibility Assessment
I am concerned that the Traffic and Accessibility Assessment prepared for the proposal focuses primarily on immediate local traffic impacts and does not adequately consider the secondary and cumulative impacts on adjacent local roads and surrounding residential streets.
A hospital development of this scale is likely to result in traffic redistribution, including altered traffic patterns, route diversion, informal rat‑running and changes in driver behaviour beyond the immediate site frontage. The assessment does not appear to sufficiently consider the impacts of traffic control changes or congestion on surrounding roads, or how these impacts may affect residential streets such as Conway Road.
I request that Council, in consultation with Transport for NSW, ensure the assessment adopts a holistic, network‑wide approach, rather than being limited to frontage roads and key intersections only, and that appropriate mitigation measures be identified where impacts are likely.
3. Conway Road – Speeding and Traffic Calming
I reside on Conway Road, a residential street where vehicles consistently travel at excessive speeds. This behaviour presents an ongoing safety concern for residents, pedestrians and parked vehicles. I request that Council consider the installation of a speed hump island or similar traffic‑calming measure to reduce vehicle speeds and improve safety along Conway Road, particularly in light of potential traffic redistribution associated with the hospital development.
4. Conway Road / French Avenue – Unsafe Parking and Sight Distance
I am also concerned about on‑street parking at the corner of Conway Road and French Avenue, where vehicles frequently park too close to the intersection. This parking blocks sight distance for drivers turning from Conway Road, making it difficult to safely observe oncoming traffic and pedestrians.
Restricted sight lines at this location create a clear road safety risk and are likely to worsen if traffic volumes increase. I request that this intersection be reviewed, with consideration given to:

island restricting ability for people to park near the corner, and
Any additional measures required to restore adequate sight distance and improve safety.

I respectfully request that the issues outlined above be addressed through the traffic and transport assessment process and incorporated into any approval conditions or associated road upgrades to ensure the proposal can operate safely while maintaining local amenity and residential safety.

I would just like the town planers to consider the aging population around the area and to take into account traffic conditions. Please provide safe road crossing/roundabout and traffic lights at the corner of Chapel Road and Heath Street. Also, a lot of traffic will divert through Conway Road when the hospital is being built, so please add speed bumps on this road to ensure drivers do not speed through a heavy residential area and to reduce their speed limit. We have had a lot of dangerous driving through Conway Road starting from the sharp turn at the bottom of Corbett Street. A request for speed bumps some years back was refused by RMT.
Would the state govt also provide dental and geriatric services for the aged in the new hospital. There is a great demand for these services due to high costs so a consideration for the elderly will be appreciated.

I fully support the proposed New Bankstown Hospital development and believe it will provide major long term benefits to the local community and surrounding areas.

Bankstown and the wider South West Sydney region continue to experience rapid population growth, placing increasing pressure on existing healthcare services and infrastructure. The development of a modern, expanded hospital is critically important to ensure residents have access to high quality healthcare closer to home.

The new hospital will help:
• Improve access to emergency and specialist healthcare services
• Reduce pressure on surrounding hospitals and existing health facilities
• Support faster treatment times and improved patient outcomes
• Create local employment opportunities during both construction and ongoing operation
• Strengthen healthcare infrastructure for future generations
• Support the growing needs of families, elderly residents, and the wider multicultural community in the area

This project represents a significant investment into the future of Bankstown and will contribute positively to healthcare accessibility, economic activity, and community wellbeing across South West Sydney.

I strongly support the approval and progression of the New Bankstown Hospital project.
