My family has been in the Gloucester area for the past 30 years, in this time we have seen the down fall of industries such as Dairy Farming and The Timber Industry, Both of which the Gloucester area depended on greatly.
The mining industry brought much needed jobs to the area. I believe you can thank the mines for what Gloucester is today, they employ a lot of people both directly and indirectly.

My position regarding the project is :-
in support of the application due to other major industries i.e. the closure of the milk factory, engineering works. The area of Gloucester / Taree needs major industry other than Agricultural to maintain a viable growth and keep young locals employed.
My Reason:-
I would have the opportunity of living in my own home at OLD BAR and working locally, instead of living and working away in far north Queensland.

ROCKY HILL COAL PROJECT - DEVELOPMENT APPLICATION SSD-5156
I am writing to oppose the Gloucester Resources Ltd's development application for an open cut mine near
the Gloucester township. I am concerned that there seems to be no real regulation of this industry in that
it is permitted to explore in closely settled areas with the clear intent to mine if generally porous,
negotiable, `reasonable' consent conditions can be agreed.
In Rocky Hill's case there are real issues about GRL's conscience to curb its intrusion into this valley and
equally government's readiness to acknowledge that Gloucester is worth protection. Historically,
government has only recognised Gloucester's worth as a source of mineral and petroleum resources to
be `harvested' - regardless of community concerns. These concerns relate to personal health, childrens
health, environment, permanent damage to water and soil systems, and jeopardising the long term selfsustaining industries that have generated naturally in this community.
In many respects Gloucester is already a very Significant State Development project. Different from
GRL's short term damaging development with long term legacies, Gloucester is an ongoing project worth
billions. It relies on natural growth via internal wealth and wellbeing processes. If it were allowed to
decide for itself on a coal future, it would reject it because a damaging hungry industry is the antithesis of
the defining qualities of Gloucester.
Much is made of the economic value that GRL might bring to Gloucester. Expert review asserts that GRL
projections are wildly optimistic, do not accommodate the full costs to Gloucester the State and Federally,
have not taken into account full life cycle costs, nor the acknowledged industry and community
adjustment costs when mining finally and rapidly withdraws. GRL, quite inappropriately, has also applied
a multiplier which will miraculously deliver unheard of prosperity. They have not detailed the potential
impact and reach of a two-tiered economy on Gloucester. Neither have they costed it.
GRL makes much of the employment opportunities for Gloucester. Opportunities are not jobs. The
Gloucester experience is that mining jobs commonly are filled by drive-in-drive-out workers who spend
very little of their money in Gloucester. These workers are drawn from the ready supply of qualified staff
in the Hunter and from larger population centres along the coast.
On the matter of noise, GRL will not state definitively when coal trains will be loaded - a process they
project will take 90 minutes per train. Instead they argue that they cannot provide likely train loading

I understand from the application that the proponent has provided a detailed project design where the environmental impacts are managed and minimised and the benefits far outweigh any impacts. The Rocky Hill Coal Project is critical to the development and improved living standards for the local community and for the State of NSW.
State significant projects such as the Rocky Hill Coal Project contribute money into the local and State economy and this is seen in the number of other businesses where work will flow and this will have a multiplication effect on employment locally and regionally. The economy of NSW and, in particular the NSW Mining Industry, is currently desperate for investment, expansion and revenue and this opportunity should not be rejected.
A review of the project summary details the extent that the proponent is going to support the local residents and economy with local job support and a substantial injection of money ($7-8Million). The increase in council revenue, local infrastructure and local employment all add up to a wonderful opportunity for the Gloucester region while again providing benefits to all NSW residents.
The Rocky Hill Coal Project would signidficantly assist the local and State economy and I fully support the application.

With the approval of this mine it will create employment opportunities for the local community and hopefully myself. Being a local myself I have expressed my interest in obtaining a job with the Rocky Hill Mine when it is approved. I think it will give the local economy a much needed boost and keep the locals living local. Without this mine people like myself will have to re evaluate life within this community as jobs in my particular line of work are now in short supply ( with all HWY upgrades completed in this area and all the quarries running at full capacity ) Job opportunities are in short supply throughout this community and the current mines in this area are not employing new staff either. I only hope that when the Rocky Hill Mine is approved they employee staff from the local area first and train them up where needed before they source employees from outside the local area.

I feel that another mine will not only boost the local economy, but the national economy. While there will be jobs in the mine itself, there will be a lot of trickle-down work, like we've seen with Stratford Coal.
I grew up on a farm right next to the Stratford Coal mine, and I have seen firsthand how far Environmental Impact reduction has come.

Our company supports the owners of the Rocky Hill project for having the tenacity and entrepreneurial spirit to invest and take the risks of developing a brand new coal mine. We wish them success in meeting all of the governmental requirements and eventually creating a first class coal mining operation at Gloucester, which will become a major source of employment and income for the district for many years to come.

I cannot see why the government would not approve the project. The EPA I believe will ensure that the environmental guidelines are met and if the air quality standards are met, then the project would be positive for all involved.
To ensure hope for the young and growth for the community I do hope the project is approved.
