I object to the Crows Nest Metro Concept SSD for the following reasons:-
1. The proposed use of the site is inconsistent with the primary
objective of the Greater Sydney Commission's North District Plan to
increase employment in the area adjacent to the Metro Station. The
bulk of the development over the station is designated for residential
use.
Development over the station is the optimal location for commercial
office space, especially with the erosion of quality office space that
has characterised the development of St Leonards and Crows Nest in
recent years.
2. The Metro is a public authority. It has a responsibility to set
standards for development that are consistent with NSW government
planning policies and to develop the site for public benefit, not to
facilitate commercial objectives of developers.
3. The bulk and scale of the development is inconsistent with the
stated objective of NSW Planning to preserve the village atmosphere of
Crows Nest and Willoughby Road.
4. It seems that Sydney Metro has elected to pursue its commercial
objectives without regard to the extensive community consultation
process currently under way to develop a plan for the entire Crows
Nest and St Leonards area that meets the infrastructure and amenity
needs of current and future residents and visitors to the area.
5. The re-zoning of the OSD site and the subsequent SSD should not be
progressed until completion of the consultation period for the St
Leonards and Crows Nest 2036 Plan and full assessment by and feedback
from the NSW Department of Planning. To do otherwise calls into
question the commitment of the NSW Department of Planning to genuine
community consultation.

I am a resident of Crows Nest area for 20 years, and am appalled at the
plans the State Government have for the buildings over the new Metro
Station.

Crows Nest has a village atmosphere, and this will be obliterated if
the planned buildings are realised. To propose two 27 storey
residential towers, in addition to an 17 storey and 8 storey tower, is
not taking the current buildings into account. The new apartments that
are being built in the surrounding streets are up to 5 storeys high,
and these do not overpower the houses around them.

I would prefer the buildings above the Metro station to support our
designation as a Health and Education Precinct that will bring more
jobs to the area instead of residential high rise, so many of which
are being built in the surrounding area of St Leonards.

The buildings could contain a high tech technology park, TAFE
specialising in technology, hospitality, cooking and film; schools
such as a non-selective high school, a language school, music school,
drama and dance school - all important schools where the students that
graduate have marketable skills.

Services and activities to improve the local community's health - and
given the number of apartments that are already in place in the area,
an important factor to consider - covering medical services,
recreational space, movie theatres, childcare.

The buildings above the Metro would then bring people with a purpose
to the area, with ease of access a given, instead of even more
residences.

I do not object to the Metro, assuming robust and audited realistic usage
analysis has been completed validating the benefits to actual daily
commuters . I also do not object to and understand the economics of
selling the space above the Metro facility in order to substantially
fund the Metro . I however do object to substantially using that
community asset ie the space above and around the Metro simply for
more high rise residential capacity . Although usually a Liberal
voter, I have come to the inescapable conclusion that our current
"custodians" are too eager and are quickly "selling out their
constituents quality of life and that of their childrens' to
developers and most likely foreign financiers/investors . Our elected
"representatives" are simply not doing their most basic job of truly
planning 50 + years out re improved quality of life,
decentralization..less congestion . No great city the world that I
have at least travelled to has sold out its essence of being to
developers/foreign financiers anywhere near what Sydney has
experienced the last 5-8 years . Very simply , the question and
objective that should drive all subsequent questions and objectives is
...what is the optimum environment for our children and young families
to live in and develop as happy individuals for a large part of their
lives...Equally the elderly deserve better in their twighlight ..Is
the optimum quality of life to most Australians , high rise soul less
boxes ..or low rise /medium density ...or traditional housing with
healthy open and green spaces for leisure . High rise and high density
residential and schooling is a social and mental health disaster
waiting to happen in the 20 years a head . What ever is put on top of
the Metro and around the whole precinct should be balanced ...but
substantially business, not substantially residential , with the
primary view being the long term quality of life and health of the
areas residents and workers . It is disappointing that with all the
taxes we pay , our state and federal government and "planners" can
only work on a higher density model 20km radius from the CBD rather
than true quality decentralization of businesses , residences ,
hospitals, schools ...Irrespective of what goes above the Metro it
should be no greater than 15 floors ..and ideally should be mostly
business, commercial , medical , tertiary education .

There should no be any buildings above the Crows Nest Metro site. There
is not enough open space per person with the existing residents and
the apartments currently under construction will only exacerbate the
situation. The area between the station and ground level should be
used for parking and the ground level should be green space to provide
play areas for children of all ages, formal and informal exercise
venues, sport, seniors exercise areas and community activities.
The "planners" of the area seem to be paying lip service to the
commitment to increased employment in the area with increasing numbers
of areas being rezoned for residential and/or mixed use developments.

I object to the Crows Nest Metro Concept and consider the continued
display of the billboards around the Metro site are totally misleading
and in no way represent the proposed development of the site.

As the pictures display a development that is approximately 5 stories
high, why then is the proposal increased to 27 stories?

In addition I object to:-
1 The primary objection of the Greater Sydney Commission's plan for
North District is to increase employment in the area of Crows Nest/St
Leonards and yet this development over the station, is clearly for
mainly residential use.
It would appear that this proposal will only benefit the commercial
interests of developers.
2 The proposed development of 2 27 stories high rise towers, is
totally inconsistent with the stated objective of maintaining the
village atmosphere of Crows Nest and the fact that it will create
overshadowing issues.
3 This proposal for additional residential use will only exacerbate an
oversupply of residential accommodation with the substantial
development that is already taking place within the St Leonard's area.
This will only compound the lack of educational facilities, lack of
green space and impact on infrastructure, unable to cope with the
increase in residents coming into the area.
As has clearly been highlighted, there has been strong community
rejection of this proposal and I fully concur with the many points
that have previously been raised.

I have serious concerns on the Proposal to rezone and amend the LEP in
the area. The rezoning appears to be incongruent with both the LEP of
the North Sydney Council as well as that of the adjoining Lane Cove
Council.

The ad hoc rezoning of various locations - which is basically spot
rezoning - must stop. There is currently too much unplanned and
unregulated development taking place across the Sydney Metro and the
wider implications of this to the Local Community is not being taken
into account.

This particular development, though technically on the Pacific
Highway, is logically speaking is just past the end of River Road. In
recent times the entire Corridor of River Road commencing at one end
on Shirley Road and at the other end on Northwood Road (Lane Cove) has
seen a spate of development projects wherein rezoning has been sought
and, in some cases, approved. All this has been done in an ad hoc
manner with little consideration given to traffic, parking, schools
and of course the current residents.

This has been further compounded by developments taking place along
the length of Pacific Highway running parallel to River Road (which
includes this particular development)

The community have not had adequate opportunity to respond to the
strategic plans for the area. The concurrent release of the strategic
plan, Metro rezoning proposal and Metro SSD Application, whilst
technically permissible, does not reflect best planning practice that
State and Local government levels should seek to achieve. The approach
to allowing changes to LEPs defeats the very purpose of the LEPs.

Additionally, when planning and growth does merit changes to LEPs the
changes must protect Community interests as well as provide more
benefits to the resident Community. This should include inter alia
Community Centres, Educational Hubs preservation of local character
(for example Earnest Place); and adequate green space. There is
insufficient information that has been provided to the Community to
demonstrate that any of this is likely to happen. The current reading
of the plans suggests in fact that most of such aspects have been
ignored.

Rezoning must no longer be the prerogative of a developer who is
seeking financial benefits to themselves at the cost of Community
Benefits to the residents.

I would like to humbly request that there is a review of these matters
and adequate and proper Community Consultations take place, prior to
the approval of any rezoning request, more so this one.

I appreciate that the Metro will enhance the transport options in our
area.

However, the current Metro Plan includes a very negative side-effect
i.e. the construction of a corridor of tower blocks. This is
unacceptable to locals.

I would like the buildings over the Crows Nest Metro Station to
support Crows Nest as a `Place', in the recent terminology used by the
NSW government.

The buildings should support our designation as a Health and Education
Precinct and bring more jobs into the area, enabling us to meet the
jobs target set by the Greater Sydney Commission.

I am appalled at the seemingly duplicitous and manipulative process that
the Department of Planning has availed itself of with regards to
planning for the integrated Crows Nest station development in two
parts: the Site Rezoning and the Over Station Development Concept
Proposal with separate and quite different submission dates. This
separation should NEVER have happened. There should have been a
consolidated single proposal. (Please note that I have made a
submission on the OSD as request that my two submissions be referred
to in tandem)

I believe that community consultation has been totally inadequate in
terms of the point at which the community was first officially
consulted (July 2018) as this was well after the plans had been
developed making it difficult to respond to the requests for changes
that the community had made.

To the community it has become apparent that the government has
expediently supported Sydney Metro's desire to capture the value of
the air space above the station for private development. This has been
at the expense of creating employment opportunities with government
led investment and clever initiatives. In reality the Sydney Metro as
a public authority which has a responsibility to set standards for
development that are consistent with NSW government planning policies.
It therefore should be developing the site for public benefit, not to
facilitate the commercial objectives of developers.

It is clear that Sydney Metro has elected to pursue its commercial
objectives without regard to the extensive community consultation
process currently under way to develop a plan for the entire Crows
Nest and St Leonards area that meets the infrastructure and amenity
needs of current and future residents and visitors to the area. In
particular the reality is that the bulk of the proposed development
over the station is designated for residential use.

As a consequence the proposed use of the site is inconsistent with the
primary objective of the Greater Sydney Commission's North District
Plan to increase employment in the area adjacent to the Metro Station.

Further, the bulk and scale of the development is in conflict with the
stated objective of NSW Planning to preserve the village atmosphere of
Crows Nest and Willoughby Road.

Given the erosion of quality office space that has characterised the
development of St Leonards and Crows Nest in recent years, the
development over the station is the optimal location for commercial
office space. Why is this not being taken advantage of?

Finally the re-zoning of the OSD site and the subsequent SSD SHOULD
NOT be progressed until completion of the consultation period for the
St Leonards and Crows Nest 2036 Plan and full assessment by and
feedback from the NSW Department of Planning. To do otherwise just
reinforces the community's perception that consultation by the NSW
Department of Planning is no more than lip service.

My specific objections to this application are:
o The scale and height of the buildings A & B along the Pacific
Highway.
o The inclusion of building C on the site
o The inclusion of above ground parking anywhere on the site
o The high percentage of residential floor space compared to
commercial floor space
o Overshadowing of Hume Street Park & Ernest Place at any time from
the buildings on the Site
o Any further overshadowing of site C on Clarke and Hume Street
o Overshadowing of residential buildings in Nicholson Street
Wollstonecraft at any time
o Lack of emphasis and planning for job creation initiatives
o Apparent lack of concern for protection of the fine grain village of
Crows Nest
o Failure to recognise that Crows Nest Village is more than just
Willoughby Road and Ernest Place
o That Sydney Metro will be exempt from special infrastructure
contributions and section 94 contributions to Council.

Message
I am a resident of Cammeray and I am a frequent visitor to Crows Nest for
business and pleasure.

I want the buildings above the Crows Nest Metro station to support our
designation as a Health and Education Precinct and bring more jobs
into the area, enabling us to meet the jobs target set by the Greater
Sydney Commission.

I object to a change in planning controls for this site.

I object to building any high rise residential towers on this site.
Residential developments do next to nothing to bring jobs and business
to the area.

I object to any building on Block C in order to create an open public
space.

I object to any parking on this site. We want the area to be as CAR
FREE as possible.

Rather than residential buildings, this site must become a vital
employment and business generating retail/commercial/service district
without the encroachment of residential development which does nothing
for jobs or business.

I submit that the buildings above the Metro should be part of an
education hub. These buildings could contain things like: a high tech
technology park; TAFE that specialises in technology, hospitality,
cooking and the film industry; a comprehensive, non-selective high
school; a selective technology high school; a language school; a music
school; a drama school; a dance school, a barista school and a
culinary institute.

I submit that the buildings above the Metro should contain services
