I object to this project firstly on the basis that it is being proposed on prime irrigated agricultural farmland.
My family purchased our adjoining property in 1908 and have farmed this land continuously ever since and directly rely on its income.
The 5th generation now live on the property; we have 3 homes within 500m of the southern boundary of the solar farm housing 12 people. When working on the farm we will be within meters of the solar panels, the glint and glare from this project will be unbearable.
There are easements from the 500KV transmission line from Bayswater Power Station and from two 66KV transmission lines taking power from Muswellbrook to Denman, as well as local power supply running across the river to Mangoola to supply household and irrigation needs. There is also easement form the fibre optic communications cable running through the project area, which is not shown on any submission plans. Local authorities have stressed the critical nature of this line to landholders with direction not to encroach the easement to protect the line.
Denman Road runs through the property which has proven to be particularly dangerous with multiple traffic incidents and a recent death of a young mother adjacent to the project boundary, the additional risk posed to road users by this project will be significant.
Our property value will be reduced significantly directly due to this project; the Bells Island Property has access right of way via Bells Lane and I am concerned about the access right of way due to this project. This properly will be directly in line of sight of the solar farm from its western side.
Cultural heritage of the site will be lost, Bells Lane used to be the main vehicle access to Denman before Denman Bridge was built. There used to be a pub on the river at Bells Lane of which the foundations are still there, there was an Aboriginal settlement around the pub and there would be Aboriginal artefacts still there. I got my first Boomerang there, from Gilbert Wilson over 75 years ago, he made it and taught me to throw it on this site.
This is the most unsuitable site for a solar farm with a gully running through the property which is continually overwhelmed during rain events causing local flooding and road closure. Increased run-off due to solar panels will be unmanageable. Vegetation along the gully system will also create shade on the solar farm unless vegetation is removed posing erosion risk.
Consultation with landowners affected by the project has not been adequate, the company refused to meet with us as a group and have only offered to meet one on one so that proper consultation has not occurred.

I object to the proposed Upper Hunter South Solar Farm & Denman BESS projects for varying reasons, all on the basis that the negative impacts of a solar farm and battery storage on this site far outweigh the benefits.
Located within the Hunter-Central Coast Renewable Energy Zone (REZ), the objective is to utilize rehabilitated mining land as per NSW Regulatory Information supporting the REZ Document. The Upper Hunter South Solar Farm & Denman Battery Energy Storage System is located on prime riverside irrigated agricultural land, is not a sparsely populated area and is not in line with the objectives of the REZ. The Upper Hunter South Solar Farm Scoping Report references the 2021 AEMO Electricity Statement document rather than up to date information such as recent AEMO communication indicating an abundance of solar generation in the system requiring grid stability technology rather than generation, this project will not deliver.
The project specific benefits listed in the scoping document will not be met or be very limited, e.g. opportunities for local businesses and contractors – these are already in high demand forcing trades from outside the region to be utilized and disadvantaging the local community. Construction jobs – these will be of short duration and likely staffed from outside the region. Diversified income stream for rural landholders – appears to be false with quiet an opposite effect for landholders with reduced property value, negative impacts/costs directly due to solar farm activity such as traffic, water and visual impact with limited mitigation measures severely impacting rural landholders. Development of new skilled labour in the region is also incorrect as the Upper Hunter already houses highly skilled labour in this field and this project will not assist in this aspect.
The Upper Hunter South Solar Farm Scoping Report lists ‘direct benefits including direct forms of payment and compensation – neighbour payments’. This is a direct indication from a very early stage that there will be dire consequences for neighbours of this project that will only be mitigated through direct payment of compensation to neighbours (see page 7-8), this is a totally unacceptable way to deal with impacted stakeholders.
The negative visual impact of this project appears grossly underestimated with severe impact on neighbours and significant impact on a wider scale. Due to the topography of the site, mitigation is ineffective as screening options are limited due to elevation change. The proposed location of solar panels is concentrated to the west of the project area which also concentrates the visual impact towards a larger number of people more severely, causing risk and potential harm to the community. Setback of solar panels and infrastructure from major roads and property boundaries is small and not aligned with community expectation, other projects and industry standard. There is no allocation for onsite planting of screens or other visual impact mitigation. The project documentation states that visual impact requires offsite planting of screens adjacent to the effected party, this is not agreed and is an unacceptable form of mitigation. With a project life of 35years and no screening planted to date, there will be a considerable portion of the life of the project where local people will be subjected to the visual impact without the required screening being effective.
Impact on traffic safety is a major concern of this project with no significant risk/hazard mitigation planned. This section of roadway has proven to be hazardous with many near misses and minor accidents at the project location and one major fatal accident involving locals. Increased construction traffic and operational visual impact/glint and glare will significantly increase the risk to all road users. There are no adequate mitigation options due to road layout, site elevation and orientation/road direction. On approach from the south, line of sight is directly into the planned solar panel location because of the cornering of the road. Approach from the north is also directly affected by solar panels due to the approach from an elevated position. Mitigation of this hazard and glint and glare from solar panels will be impossible to a satisfactory level due to approach angle and made worse by the daily rotation of the panels. This is an unacceptable risk increase for local people on a problematic stretch of roadway.
All water runoff from the project area takes a path to the Hunter River across Denman Road. The gully system to the north is often overwhelmed during rain events. This water flows under the road via a box drain which is only just adequate, then into neighbouring properties before entering the river. Water runoff to the south of the project area is via drainage and culverts under Denman Road which is also overwhelmed during rain events causing danger to road users, localized flooding and continual road closures. Increased velocity and volume of runoff due to the solar farm will be an unmanaged off-site water hazard with road closures and increased flow and erosion damage to neighbouring properties which is unacceptable.
Land use in this way is not aligned with local use and affects the reputation of the region which is already under threat due to mining and other industries. This project is in a primary production area with horse studs and intensive farming in close proximity. The cumulative effect appears to assess the effect of solar farms only but must consider all landuses that effect people living in this region. Mining areas, industry, rail, solar and the battery system need to be assessed together for their cumulative detrimental effect.
Cultural/historic heritage of Bells Lane is significant and not well considered by the Solar/BESS proposal. Bells Lane is used as property access by neighbours and this project will be a safety risk for accessing Bells Lane.
The project states that grazing opportunity will be maintained in and around the solar farm. This seems impossible or unlikely at best, however, the solar farm is located on prime irrigated land used for cropping so that continued primary production is impossible.
Environmental impact of the solar project will also be severe and irreversible. During operation the local environment will be significantly impacted with effect to flora and fauna. Upon decommissioning, underground services are planned to remain leaving an environmental legacy which is irresponsible and not to community expectations.

Located within the Hunter-Central Coast Renewable Energy Zone (REZ), the objective is to utilize rehabilitated mining land as per NSW Regulatory Information supporting the REZ Document. The Upper Hunter South Solar Farm & Denman Battery Energy Storage System is located on prime riverside irrigated agricultural land, is not a sparsely populated area and is not in line with the objectives of the REZ. The Upper Hunter South Solar Farm Scoping Report references the 2021 AEMO Electricity Statement document rather than up to date information such as recent AEMO communication indicating an abundance of solar generation in the system requiring grid stability technology rather than generation, this project will not deliver.
The project specific benefits listed in the scoping document will not be met or be very limited, e.g. opportunities for local businesses and contractors – these are already in high demand forcing trades from outside the region to be utilized and disadvantaging the local community. Construction jobs – these will be of short duration and likely staffed from outside the region. Diversified income stream for rural landholders – appears to be false with quiet an opposite effect for landholders with reduced property value, negative impacts/costs directly due to solar farm activity such as traffic, water and visual impact with limited mitigation measures severely impacting rural landholders. Development of new skilled labour in the region is also incorrect as the Upper Hunter already houses highly skilled labour in this field and this project will not assist in this aspect.
The Upper Hunter South Solar Farm Scoping Report lists ‘direct benefits including direct forms of payment and compensation – neighbour payments’. This is a direct indication from a very early stage that there will be dire consequences for neighbours of this project that will only be mitigated through direct payment of compensation to neighbours (see page 7-8), this is a totally unacceptable way to deal with impacted stakeholders.
The negative visual impact of this project appears grossly underestimated with severe impact on neighbours and significant impact on a wider scale. Due to the topography of the site, mitigation is ineffective as screening options are limited due to elevation change. The proposed location of solar panels is concentrated to the west of the project area which also concentrates the visual impact towards a larger number of people more severely, causing risk and potential harm to the community. Setback of solar panels and infrastructure from major roads and property boundaries is small and not aligned with community expectation, other projects and industry standard. There is no allocation for onsite planting of screens or other visual impact mitigation. The project documentation states that visual impact requires offsite planting of screens adjacent to the effected party, this is not agreed and is an unacceptable form of mitigation. With a project life of 35years and no screening planted to date, there will be a considerable portion of the life of the project where local people will be subjected to the visual impact without the required screening being effective.
Impact on traffic safety is a major concern of this project with no significant risk/hazard mitigation planned. This section of roadway has proven to be hazardous with many near misses and minor accidents at the project location and one major fatal accident involving locals. Increased construction traffic and operational visual impact/glint and glare will significantly increase the risk to all road users. There are no adequate mitigation options due to road layout, site elevation and orientation/road direction. On approach from the south, line of sight is directly into the planned solar panel location because of the cornering of the road. Approach from the north is also directly affected by solar panels due to the approach from an elevated position. Mitigation of this hazard and glint and glare from solar panels will be impossible to a satisfactory level due to approach angle and made worse by the daily rotation of the panels. This is an unacceptable risk increase for local people on a problematic stretch of roadway.
All water runoff from the project area takes a path to the Hunter River across Denman Road. The gully system to the north is often overwhelmed during rain events. This water flows under the road via a box drain which is only just adequate, then into neighbouring properties before entering the river. Water runoff to the south of the project area is via drainage and culverts under Denman Road which is also overwhelmed during rain events causing danger to road users, localized flooding and continual road closures. Increased velocity and volume of runoff due to the solar farm will be an unmanaged off-site water hazard with road closures and increased flow and erosion damage to neighbouring properties which is unacceptable.
Land use in this way is not aligned with local use and affects the reputation of the region which is already under threat due to mining and other industries. This project is in a primary production area with horse studs and intensive farming in close proximity. The cumulative effect appears to assess the effect of solar farms only but must consider all landuses that effect people living in this region. Mining areas, industry, rail, solar and the battery system need to be assessed together for their cumulative detrimental effect.
Cultural/historic heritage of Bells Lane is significant and not well considered by the Solar/BESS proposal. Bells Lane is used as property access by neighbours and this project will be a safety risk for accessing Bells Lane.
The project states that grazing opportunity will be maintained in and around the solar farm. This seems impossible or unlikely at best, however, the solar farm is located on prime irrigated land used for cropping so that continued primary production is impossible.
Environmental impact of the solar project will also be severe and irreversible. During operation the local environment will be significantly impacted with effect to flora and fauna. Upon decommissioning, underground services are planned to remain leaving an environmental legacy which is irresponsible and not to community expectations.

Evidence clearly shows that battery systems carry substantial environmental and operational risks, while intermittent solar generation drives up electricity costs and destroys industrial competitiveness. Australia already possesses reliable, sovereign baseload resources that offer stable, affordable, 24/7 power without sacrificing agricultural land or exposing communities to toxic materials. This BESS undermines everything a functioning nation requires.

I completely reject this dangerous and illogical proposal because it compromises public health and safety, food production and water supplies through the introduction of unethically sourced, banned PFOS - coated, toxic classed Solar panels that leach heavy metals and highly reactive lithium-based battery systems that carry highly toxic, substantial fire and explosion potential.
Incapable, intermittent ‘renewables’ that depend on the weather and Communist China’s production and control are inherently unreliable, insecure and extensively weaken Australia’s energy independence and security.
Our own plentiful and efficient Coal and Nuclear power is essential to provide national - energy security and far safer, more stable, and more economical energy outcomes.

I completely reject Lightsource bp’s poisonous ‘ASBESTOS OF THE FUTURE’ PFOS SOLAR and Bis-FASI BESS plan because the RenewaBULL Rort is a ‘Law Unto Itself’ - reliant on unethically produced infrastructure that includes leaching toxic heavy metals, PFAS forever chemicals that are banned in Australia as well as dangerous hydrofluoric acid when burnt - which destroys agricultural production and safe water quality.
Independent research consistently shows that battery energy storage sites create significant environmental and chemical liabilities while delivering unstable, intermittent output.
Australia already has the means to be a world leader in secure, efficient, well-proven coal power right here in the Hunter — whilst this stupid, China reliant plan defies all these essential qualities.
