**NATIONAL ELECTRICITY LAW OBJECTIVE
‘The objective of the National Electricity Law is to promote efficient investment in, & efficient operation and use of, electricity services for the long term interests of consumers with respect to:-
(a) price, quality, safety, reliability and security of supply of electricity;
and
(b) the reliability, safety and security of the national electricity system;
and
(c) the achievement of targets set by a participating jurisdiction
(i) for reducing Australia’s greenhouse gas emissions; or
(ii)that are likely to contribute to reducing Australia’s greenhouse gas emissions.’

AEMO, AER, AEMC, Energy Ministers, Networks, Generators & everyone in 'authority', place primacy on emissions target rather than the other requirements of the NEL.
The emissions requirement was only added to the NEL in Sep 2023, and the NSW Emissions Reduction Act 2023 was only passed in Nov 23 (other states were similarly tardy to legislate any targets), - so on what basis did any Gov act prior to that to impose all this on us? Yet they all did, and still emphasise emissions over other objectives.
NEL is made in the SA Parliament, and in the 2nd reading, the Minister there also reiterated that ALL OBJECTIVES ARE EQUAL.

The Four Principles of Ecologically Sustainable Development (ESD) are:
• The Precautionary Principle: When there is a threat of serious environmental damage, action should be taken to prevent it, even if there is not full scientific certainty.
• Intergenerational Equity: The current generation should take care of the environment so that future generations can benefit from it.
• Conservation of Biological Diversity: The diversity of plants and animals should be preserved.
• Improved Valuation, Pricing, and Incentive Mechanisms: The costs of pollution and waste should be paid by those who cause them.

**Australian Drinking Water Guidelines
The National Health and Medical Research Council (NHMRC) has drafted an update of the PFAS Fact Sheet within the Guidelines that includes revised and newly established health-based guideline values. The draft PFAS fact sheet is supported by a NHMRC Statement on PFAS in drinking water, which provides a summary of the findings that informed the update.
The PFAS reviewed as part of the recent update include perfluorooctanoic acid (PFOA); perfluorooctane sulfonic acid (PFOS); perfluorohexane sulfonic acid (PFHxS); perfluorobutane sulfonic acid (PFBS) and hexafluoropropylene oxide dimer acid and its ammonium salt (GenX chemicals).

**A range of PFAS is also subject to the Stockholm Convention for the protection of human health and the environment from persistent organic pollutants (POPs) (ie, PFOS, PFHxS, PFOA and potentially all long chain perfluoroalkyl carboxylic acids).
"We have a human right to clean drinking water and an environment free of toxic load,” Dr Stops said. “Dr Orellana reminded us that Australia has ratified the Stockholm Convention on Persistent Organic Pollutants (POPs) in 2004. Waste-to-energy incinerators were identified by the Convention as a major source of unintentional POPs pollutants such as dioxins.
As a signatory, the Government is required to take measures to address those emissions.
Waste-to-energy incinerators are incompatible with that requirement.”

**World Health Organization now lists two PFAS as carcinogens or possible carcinogens: perfluorooctanoic acid (PFOA) as a Group 1 carcinogen and perfluorooctanesulfonic acid (PFOS) as a Group 2B carcinogen.

**COMMONWEALTH PFAS BAN
Some types have been found to be toxic to human health and the environment. In its most definitive regulatory action taken to date, the Commonwealth has effectively banned the import, use and manufacture of some of the more prominent types of PFAS (PFOS, PFOA and PFHxS) from 1 July 2025.

Lithium-ion battery fires are a growing national hazard . Australia sees many battery fires annually, including serious incidents in trucks, recycling centres, and large-scale energy sites.
The Wattle Creek BESS proposes a 350 MW / 1,400 MWh facility in a bushfire-prone, agricultural , this industrial installation fails to present detailed, independently verified fire prevention or emergency response plans. This puts rural communities, farmland, and lives at risk. This is an extremely Risky place for tis , it should be abandon.
The extensive wildlife have not been considered.

There will be significant negative biodiversity impacts as a result of this project in order to construct solar panels and associated infrastructure. What happens when this project catches fire? What happens to the nearby farming land when the toxic run-off spreads? What happens to the waterways and catchments after rain events when there is toxic run-off from the panels? This alone will have devastating and lasting impacts on nearby farming businesses.

Why are renewable energy projects being dumped on rural landscapes? Why are rural communities left to fend for themselves as a result of bad governance and poor decision making? I object to this project because I do not believe that rural communities should house solar farms and renewable energy projects. Not only is this a ghastly and permanent sight on the landscapes, but this would be a disaster when it catches alight due to fire. The toxic implications as a result of this would be of such a significant level and not only the community, but the wildlife will suffer as a result.

This toxic solar panel factory is of a major fire risk and will put significant strain on local and rural firefighting services. These local firefighting services are not equipped with the resources or man-power to manage emergency fires for when they do break out at this site. Why should the community risk their lives and step up to fight fires for infrastructure that they never wanted there in the first place?

I object to Solar panels covering farmland.
I am concerned about the runoff from the dust repellants containing PFAS forever chemicals that remain in the environment contaminating soil, surface and groundwater sources.
The environmental damage in the countries from rare earth mineral mining in order to make the panels is a huge concern and the use of slave labour is against our own Governments policy.
Solar has a limited relatively short life span, and the waste created at the end of it's usable life will be problematic.
Without subsidies this type of energy generation would not stand up. The people should not have to pay for the swindle that is Renewable energy. It's not cheap, it's not reliable and it's not environmentally friendly.

I Object to Wattle Creek Solar Electricity Generating Works & BESS for the following reasons:-
• It is destructive to native flora and fauna;
• Construction will leave a legacy of land destruction that is unlikely to be rectified by the builder;
• It is an abomination on the natural landscape.
• It is part of a system that costs billions, does not work reliably and attempts to solve a problem that does not exist, in other words useless and irresponsible use of public funds;
• All such infrastructures should be built at developer’s expense, NOT on public funds.
As we are constantly told wind and solar are the cheapest, well prove it, remove all subsidises - DO NOT build this system on public funds;
• The TOTAL cost has not been verified by independent experts;
• There is NO verified scientific basis for reduction of CO2 in the atmosphere so this project is a total waste of public money, along with all other such projects. 
There is in fact reliable verifiable scientific proof that CO2 is beneficial to plant life and by extension to human life on earth.
