Planning Proposal Port Stephens Council Development near Defence and Air Transport facilities

The planning proposal aims to protect the role and function of the RAAF Base Williamtown/Newcastle Airport from inappropriate development and ensure aircraft noise impacts on the community are within acceptable limits. The proposal brings together a range of considerations relevant to development in the vicinity of defence and air transport facilities, such as public safety areas, obstacle height limits and aircraft noise.Council has recently publicly exhibited the draft Port Stephens Aircraft Noise Policy 2010 and draft amendments to the Port Stephens Development Control Plan 2007.Specifically the planning proposal aims to:- Insert a new clause into the Port Stephens LEP 2000 [clause 38A] containing specific provisions relating to public safety areas, obstacle height limits and aircraft noise. Amend the existing clause 26A under PS LEP 2000 relating to land within ZoneSP1 Defence and Airport Related Employment Development Zone. Thisamendment is necessary to maintain consistency with the proposed clause 38A. Amend clause 49A and Schedule 4 relating to 'complying development' standards for housing development. This amendment will be consistent with the proposed clause 38A.The planning proposal explains the intentions of the proposed amendments so that PC can draft the instrument.The regional team has not been contacted by a lobbyist about this planning proposal. The lobbyist code of conduct has been complied with.
