i. Amend the FSR Map and Clause 4.4 to apply FSR controls to all development in the R2 Low Density Residential zone to replace the current floorplate controls in the Woollahra Development Control Plan 2015. These amendments will not apply to land in the Paddington, Watsons Bay and Woollahra Heritage Conservation Areas.
ii. Insert subclause to Clause 4.4 to ensure FSR provisions do not apply to certain residential development in the R3 Medium Density Residential zone within the three HCAs.
