Staged development application pursuant to Section 83B of the Environmental Planning & Assessment Act for the Liverpool Civic Place Development consisting of a new four storey library building, eleven storey commercial office building containing Council administration offices, teaching and learning space for the University of Wollongong, two x thirty one (31) storey mixed use towers, basement and above ground parking, site links and public open space.

This application is for Stage 1 and seeks approval for site layout, location of future buildings, creation of a new Civic Square and public domain, vehicular access from Terminus Street, maximum building envelopes including setbacks and height, maximum gross floor area (GFA) across the site, landscape concept, and location and maximum number of car spaces.

Liverpool City Council is the consent authority and the Sydney South West Planning Panel has the function of determining the application.
