Chapter 13 of State Environmental Planning Policy (Biodiversity and Conservation) 2021 (B&C SEPP) sets out the planning controls to achieve the development and biodiversity outcomes of the Cumberland Plain Conservation Plan (CPCP). We amended the B&C SEPP in June 2024, following public exhibition in 2023.

The department received 7 submissions on the proposed changes from stakeholders including affected landholders, councils, community members, and government agencies. Submissions generally noted support for the amendment with minor changes made in response to stakeholder feedback.
