IPG Badgerys Creek Road Master Plan


The IPG Badgerys Creek Road Master Plan (Master Plan), prepared by Ingham Property Group (IPG), has been approved by the Minister for Planning and Public Spaces on 11 July 2025.

The Master Plan supports the vision of the Western Sydney Aerotropolis Plan by contributing to a thriving, connected and innovative economic hub that supports the Western Sydney International Airport.

The Master Plan will guide the delivery of:

  • nearly 12,500 jobs
  • over 625,000 sqm of mixed-use gross floor area
  • a 184-hectare development hub of industry and innovation, attracting local and global companies to the Western Parkland City and the airport that serves it
  • more than 45 hectares of open space and landscaped areas
  • mixed-use development, road networks and open areas comprising 25 lots for enterprise, commercial and retail use.

The Master Plan includes an enterprise estate with warehouse and distribution centres, light industry, and a small-scale local centre with commercial uses, as well as open space.

The Master Plan also includes changes to planning controls in State Environmental Planning Policy (Precincts – Western Parkland City) 2021 and the Western Sydney Aerotropolis Precinct Plan.

Changes include adjustments recommended by Transport for NSW to the future intersection of Badgerys Creek Road and the planned Eastern Ring Road to ensure road safety standards are met. These may involve increased property acquisitions, pending detailed planning.

The Department of Planning, Housing and Infrastructure publicly exhibited the draft master plan for public comment between 15 November and 13 December 2024.

Thank you to everyone who provided feedback during public exhibition. Submissions informed final updates to the plan, including:

  • refinements to the planning controls and structure of the plan to enhance clarity and delivery outcomes
  • updates to road network design and integration with future transport infrastructure
  • revised open space configurations to better align with public access and environmental goals.
