Proposed provisions for the interim use of corridors
Proposed provisions to Chapter 4 of the Transport and Infrastructure State Environmental Planning Policy, relating to the interim use of corridors, were exhibited from 22 August to 19 September 2022.
In December 2025, amendments were made to enable the temporary use of corridor land, supporting economic, urban design, and placemaking outcomes ahead of infrastructure delivery.
The amendments aim to:
- Protect future infrastructure corridors by ensuring temporary development does not compromise future delivery or increase costs to government.
- Enable temporary development on land that is transitioning prior to the delivery of future infrastructure.
Key changes include:
- A merit-based assessment approach has been introduced to evaluate appropriate temporary land uses.
- The Environmental Planning and Assessment Regulation 2021 now requires development applications for proposed temporary uses to include a plan of management prepared by the proponent.
- Chapter 4 of the Transport and Infrastructure SEPP clarifies its relationship with the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 (the Codes SEPP), confirming which complying development codes apply to land identified as a future infrastructure corridor.
