Official Caution issued to Hansen Yuncken Pty Ltd (SSD-8667) Goulburn Mulwaree LGA
On 12 July 2022, the department issued an Official Caution to Hansen Yuncken Pty Ltd (Hansen Yuncken) for failing to undertake noise monitoring within two months of the commencement of operation of the Acute Services Building, at Goulburn Base Hospital, as required by the conditions of consent. Hansen Yuncken has subsequently undertaken the required noise monitoring which showed that noise levels comply with the relevant noise limits.

site. I note in the reports no mention is made regarding parking in
front of residential homes or noise from the building site. As this
project will be ongoing for many years I feel it could cause both
mental and physical issues of parking away from your own home and the
constant noise from trucks and other building noises. I feel these
parking issues will come from both building workers and hospital
employees who will have no designated parking areas during completion.
I also feel the parking issue will be ongoing after the completion of
the project as no employee designated parking area is disclosed on the
plans.

rather run down as other hospitals do that were extended 20 years ago.
If a brick facade can be used that will enhance the character of the
building.

Government willingness to invest in health in a growing community.
I recommend a brief review of the measures taken to support the
overall aims of this project and think bigger and better in every way
and produce a project that the whole community will be proud of for
the longer term, not just the immediate health needs of the
foreseeable future.
In any case, I approve so please proceed with greater dispatch and act
with greater haste.

ancillary health care workers. This is essential.
The surrounding areas of the current hospital are overcrowded with
cars being parked in residential streets, some great distance from the
hospital. This is not acceptable.
Health Infrastructure NSW should include adequate on site car parking
for this development (as any other commercial or industry applicant
would be made to do).
Residential street parking is just that .... it is for residents,
visitors and tradespeople. It is not free commercial car parking.
A multi story car park on the site of the hospital land would be an
acceptable addition to the proposed plans.
Also, further information needs to be provided regarding temporary car
parking during construction. Unless major arrangements are made, chaos
will result. Perhaps a temporary car park for tradespeople could be
made on part of Victoria Park, with the local council approval, such
space to later be repaired and returned to the Park.
The area is very overcrowded now with on street car parking with the
nearby High School, Victoria Park and Child Day Care Centre.
It is unacceptable to see elderly and physically injured or impaired
patients and visitors to the hospital having to park some distance
away from the hospital and walk, crossing very busy roads with no
pedestrian safe crossings, to visit or attend the hospital. This is
the current situation and it is not acceptable.

Airspace Procedures
With respect to procedures designed by Airservices in accordance with
ICAO PANS-OPS and Document 9905, at a maximum height of 675.5m
(2217ft) AHD the property development will not affect any sector or
circling altitude, nor any instrument approach or departure procedure
at Goulburn Airport.
Note that procedures not designed by Airservices at Goulburn Airport
were not considered in this assessment.
Communications/Navigation/Surveillance (CNS) Facilities
This development will not adversely impact the performance of
Precision/Non-Precision Nav Aids, HF/VHF Comms, A-SMGCS, Radar, PRM,
ADS-B, WAM or Satellite/Links.
