There are many aspects of the original submission that were not adequately addressed.

As the legislation which the original application was made has been repealed due to corruption, and AGL has been found guilty of undisclosed donations in direct relation to this project, I feel a new comprehensive application under the current legislation is warranted.

One of the major concerns not addressed adequately in the original application was traffic control and the effects of the transportation of the equipment required for the project on regional roads which act as important wildlife corridors and shelter for stock. To my knowledge no full survey has been conducted on the transport route, despite the equipment being substantially larger in size and weight than state oversize limits. A TMP provided to the Upper Lachlan Council has only provided brief description of changes to be made, and the environmental assessment does not extend beyond the site boundaries.

Please find attached a document which further details the detrimental effect of this development on the wildlife corridors, as well as links to further information and photographs of Dalton Road.

We, Theresa & Craig Robinson CEO's of Bum Nuts Australia Pty Ltd; from `Mt Dixon' 6061 Gundaroo Rd Gunning NSW 2581 am writing this submission opposing AGL's proposed extension of time for the commencement of work on the Dalton Power Plant.
We oppose this proposal for number of reasons that should be taken very seriously as outlined below.

Having moved to Gunning NSW 4 years ago, our family were not aware of an approved Development Application (DA) for a AGL Gas Power plant in Dalton. In fact, this was not disclosed to us by the agent and had we have known this it would very well have changed our minds on purchasing our farm. No one wants to live near a dirty power plant that has the potential to devalue your property, affect your water supply and of which is a serious health hazard to everyone in the vicinity. And make no doubt this IS a health hazard to anyone in the area.

Socioeconomics
Currently our community has grown substantially in the past 4 years the economy has flourished with young families moving and building homes here due to the peace, tranquility and lack of modern day intrusions. There has also been an increased number of sub-divisions bringing more jobs to the area. This power plant activity has the potential to regress our local economy by a corrupt, money hungry company, which will devalue the land, reducing jobs in the area, decline in any future real estate or land sales. This very request for an extension of time is having detrimental impacts on the psychological, health, education of all families by causing uncertainty/fear for their future, financial security and well being.

Changes in the market
In the past 4 ½ years the Renewable Energy Target (RET) has changed. In fact, so much that AGL is having to phase out and close their coal-fired powered stations to decarbonize and meet RET targets. In response to these targets the Department of Environment and Energy established a suite of programs including Solar Towns in 2014. This program was established as part of the Australian Government's commitment to reduce greenhouse gas emissions as renewable energy is now cheaper than coal and gas in Australia. Clearly the Australian Government believes renewables are the cheapest cleanest solution to help rural communities by planning and introducing greener energy solutions. FACT: AGL is Australia's single largest polluter, it's carbon emissions increased by 92% from 2014-2015. Given the current market and guidelines for RET's and the push to move to renewable energy AGL should not be granted an extension on a DA that is superseded in today's technological advances with solar power leading the way here and around the world.

AGL
Our community has not heard from AGL for almost 5 years! Nothing, not an email, letter or phone call. They simply vanished off the radar. Our community only found out when one of the neighbors were contacted by a local newspaper! AGL planned to sneak an approval through for an extension of time to the said DA. Absolutely no consultation with the general public. Very cunning indeed. You only have to do a few google searches on AGL to find out that this is the way they like to operate. They even have dedicated pages such as www.dirtyagl.com. They have many criminal convictions including failure to disclose political donations. Let me say that again, CONVICTIONS. CRIMINALS. These have been not just around Australia, but in relation to the Dalton plant. At the recent community meeting in Dalton Hall, Tony Chappel spokesperson for AGL even acknowledges that they have failed to contact anyone in the community and are sorry. AGL states on their website they intend to be a trusted member of the community through social engagement. These recent actions speak louder than words and signifies to me that AGL has no intention to engage meaningful communication with the community. I wonder if they are also sorry for what they have done to the families in Camden NSW? The community of Camden NSW were promised that there would be no health hazards. AGL doesn't investigate or acknowledge that their Gas Power Plant in Camden produces up to 120 times more CO2 and methane than previously estimated. AGL doesn't investigate or acknowledge that their plant has caused families to lose hair, have migraines, nosebleeds and even brain tumors. I don't believe AGL, I don't trust them and I don't want to risk our community's health and livelihood on promises made by a company that has ongoing criminal convictions, law suits and complete disregard for public amenity to line their pockets with profit.

Lastly AGL should not be allowed an extension of time attempting to use the discredited and repealed Part 3A re `transition' to sneak in with a 2 staged Modification process. This is patently obvious to the general public that this is an attempt to change the proposal though old and discredited parts of the NSW planning process.

Given AGL's underhanded past, recent failures to contact locals or even acknowledge community concerns we wholeheartedly oppose the applicaton and urge the Minister to exercise his consent of authority to refuse it.
