Shore School Graythwaite Project

To whom it may concern...

Having been a resident of the McMahon's Point Region for some years, I was disturbed to hear that the proposed development of Graythwaite and The Shore Expansion Programme would add - 450 students and 50 staff.

This will undoubtedly result in considerable congestion in the streets of McMahons Point, Lavender Bay and North Sydney.

These streets barely cope now with the traffic, especially during school arrival and departure times.

This addition will bring an increased, unwanted and unsafe burden.

It won't be long before this will result in serious injury to person or property damage in the area.

I urge you to reconsider this unnecessary over development.

We are writing to object to Shore School's proposals for traffic management and pick-up/drop-offs of school students in Union and William Street.

The traffic associated with this application and an extra 450 students and 45 teachers would create huge issues for the local community.

These issues have not been adequately assessed in this proposal. The traffic options are unworkable.

Union St is already near to capacity and could not seriously be considered as an entry or exit for a pickup/drop off facility for the school. Union St has only one safe pedestrian crossing - the Blues Pt Rd lights. As a collector road, the current average hourly movements of over 450 cars per hour puts it near maximum capacity and any further traffic impacts from the school could create gridlock in the surrounding streets.

Waiting times to access the junction at Union St/Blues Point Road are currently excessive and cars back up on Union, Lavender and Blues Point Road during school peak pick-up /drop off times.

William St is the route for the "walking bus" - a "green" initiative implemented by the local public primary school which has been in place for many years. The option to use William St for parking for Shore School buses would again cause congestion and it potentially dangerous for the large number of pedestrians (including school children) using this street as a short cut from McMahons Point up to the Pacific Highway.

The Shore School must be able to deal with its impacts on its own site and not export them to the local community. This application does not achieve that.

COMMENTS. As a former McMahons Point resident and a resident of North Sydney I object to Shore School's proposal to over-develop the Graythwaite site which will result in:



the loss of nearly 100 trees and encroachment on the landscaped areas of Graythwaite by large buildings
traffic chaos which will result from an extras 450 students and 45 staff
gridlock and/or accidents on the steep, narrow Union Street when children are dropped off and collected.


Graythwaite was donated to the people in perpetuity - please ensure that the community is not left with only old photos of a magnificent heritage which is now a gated enclave for the few.

COMMENTS:

My concerns with the proposed new developments at Shore are in three general areas: Building regulations; natural environment and ecosystem; traffic.

New school buildings with a capacity for 350+ students. These buildings are above the regulatory height, size and bulk as they are proposed to date. There has been little consideration for visual or noise impacts on local residents.
Trees to be removed will greatly affect the flora and fauna of the area (the micro ecosystem) and they will impinge on the current views from many residents in Bank St.

The traffic impact of so many new students will be enormous in Union St, already difficult for traffic flow in peak times. The drop off and pick up points within the interior of the school needs to be further assessed and alternative routes through Hunter Cres and William St thoroughly investigated. Union St is definitely not the best option. What's more there are residents on this street who live directly opposite the school entrance. The traffic and noise directly and severely impacts on their residential lifestyle. As community members they have a right to privacy and quiet.

In relation to the above, if Union St is made a major thoroughfare for Shore traffic, the surrounding streets to the south and west, Chuter, Thomas, Mitchell, Victoria, Dumbarton and Blues Point Road will be subject to heavier traffic flows.


These issues are not frivolous ones, they are creating unnecessary aggravations that can be resolved. There needs to be further consultation, real consultation with residents and the community regarding these matters.

I object to this application. The provisions made for traffic management in Shore School's application are inadequate and will result in significant congestion throughout Union St and the roads leading to and from it. The provision for vehicles dropping off and picking up students to enter Shore via Union St is utterly untenable.

Union St is already the primary thoroughfare for residents travelling throughout the McMahons Point, Waverton and Wollstonecraft areas. Importantly, it provides the primary alternative to the Pacific Highway for vehicles exiting the Harbour Bridge travelling throughout the North Sydney and Lane Cove Municipalities. Crucially, this includes commercial and heavy vehicles. Blues Point Rd is also a major thoroughfare for several Sydney Bus routes.

The proposed driveway is 100m away from the traffic lights of Union St and Blues Point Rd. Drop off must occur during morning peak hour, and pick-up will occur at the beginning of peak hour, and crucially when commercial and heavy vehicle traffic is at its height. Where vehicles enter from the East, traffic in Blues Point Rd and Lavender St will be clogged and brought to a standstill. When exiting the Harbour Bridge at the Lavender St exit and travelling through to North Sydney it is necessary to travel through the aforementioned intersection. Where vehicles enter from the West, traffic congestion will block Dumbarton St and Bank St. Bank St is a dead end and Union St is its only exit. Shore's plan has traffic entering from both the East and West of Union St. Union St only has two lanes, one for each direction of traffic. At the proposed point of entry Union St is 7m wide and footpaths on both sides of the street are narrow. There is not enough room on either side of the street for an extra lane to be added to either side of Union St. Were this traffic plan to be approved the entire street would be blocked resulting in mass congestion likely effecting traffic on the Harbour Bridge. Surely this can't be approved.

Surely a thorough traffic management analysis would reveal the untenable nature of this proposal particularly regarding the wider impact on North Sydney, the third largest CBD in Australia.

We are residents adjoining the site. We have viewed the plans formally on exhibition. We strongly object to this application as there has been no traffic study to even consider the major impacts to traffic that this development will have on the local streets. Shore is a large school with large grounds. The traffic needs to be internalized not externalized onto the local streets. In peak hours the streets already carry a large proportion of traffic that makes it very difficult for local residents to leave their streets. The increase to traffic will make it near impossible. There has been no consideration given to the impact at all. There has been no consideration to the topography and size of roads to be used. There has been no consideration to the impact of p[pedestrians.

This application lacks an extensive and formal traffic study.

We urge the Planning Department to refuse the application on these grounds or at least until a comprehensive Traffic Study is conducted.

I am a resident at 43 Thomas Street, McMahons Point and after perusing the plans for the above Development I wish to register the following concerns:

1. The future increase in the number of students and teachers, roughly 400 students and 28 teachers.
2. Main entrance to school to be off Union Street
3. All buses/cars to enter school from Union Street entrance
4. It has been suggested a roundabout be made at the Union Street entrance for the buses.

Regarding the above: -

1. The number of students/teachers is a huge increase and the community is entitled to know what the long term projection is for the school.
2. The increase in the school population WILL IMPACT traffic wise on the McMahons Point population as regards the number of cars entering and
exiting from the Union Street entrance. The school has two other entrances that could be utilized.

a) Cars coming off the harbour bridge along Lavender Street intending to go to Waverton/Wollstonecraft via Union Street will be held up at the
lights at Blues Point Road because Union Street will be blocked with cars turning right into Shore.
b) Likewise cars wishing to turn right to North Sydney CBD will also be blocked.
c) Cars wishing to turn left at Blues Point Road will also be blocked.
d) Traffic congestion on Union Street will be made worse once once the 20 odd townhouses are completed in Union Street opposite the shops.

3. NO DROPPING OFF AT THE UNION STREET GATES. All vehicles be required to drive right into the school and drop and collect the children well
within the school grounds. The bus roundabout to be well away from the Union Street entrance too as parents have a habit of standing around buses
collecting luggage etc. The buses should be parked in the school as there is more than enough space and would thus have less visual impact on the
premises opposite the Union Street entrance; especially when not in use.

I am most concerned about the impact the increased traffic will have on my ingress and egress. I feel INADEQUATE ATTENTION has been given to this
problem and not much consultation with the residents of McMahons Point by school..

I urge you to consider this development proposal in light of the history of the site and its surrounds, the process by which it has become private property and the interests of the community and the wellbeing of the residents close to the site.



The area surrounding Graythwaite is home to many hundreds of people many of whom reside in terrace houses in narrow one-way streets. Already, existing businesses put pressure on our streets with the influx of traffic at either end of the business day. An additional development the size of the Shore proposal is going to have a massive impact on these streets and bring extended peak hour traffic periods in streets that cannot cope with increased traffic flow. Streets which are predominantly residential.



The streets of McMahons Point and North Sydney surrounding Graythwaite have immense heritage value and there's much affection in the Sydney community (not just the local community) for the traditional feel and village like atmosphere of the area. Surely, the onus is on you not to allow large entities to disrupt their surrounds in pursuit of their own interests. There must be some consideration for all of us. Sydney needs to be preserved and some equilibrium needs to be maintained. You can't possibly allow a suburb or two to change irrevocably by allowing this development to proceed.



Shore needs to be able to co-exist with its physical community. No other entity would be allowed to overdevelop it for economic gain. Shore is a business, a great business and a worthy business but nevertheless, the development is for economic gain.

Traffic will be horrendous - there is no room on the roads for these extra vehicles
and impossible for them to enter and leave the school's premises without causing
major traffic problems.

8.5m Height regulation???

Please reject this submission until it is workable and not such a huge problem for Shore School's neighbours

I STRONGLY OBJECT to this Revised EA and Concept Plan.
As far as I can see, the proposed alterations have done nothing to meet the objections that I lodged in my previous submission in any substantial way.
As with the previous plan, this revised plan, if implemented, would be sure to generate extreme traffic congestion, causing great difficulties and frustrations for the local community. Indeed, I am sure that users of the school would also encounter great difficulties - the staff, parents dropping pupils off, and so on. Along with increased congestion comes more noise and more pollution from car exhausts. And more stress for all concerned. This is no environment to educate the young!
I am also concerned about the degree of community consultation that has been undertaken. I find it hard to believe that any real attempt has been made to come to terms with the objections that have been raised by people in the local community. This development has been foisted on them in a way that will compromise their quality of life, and possibly also compromise the value of their property. Their views deserve to be taken into account with a more reasonable and serious attitude. Indeed, the cavalier attitude that the revision of this plan shows seems to me to bring into question the cultural and community values of Shore School.
As far as I can see, the height limit of 8.5 metres for the site has not been complied with. This is a serious matter, and should of its own invalidate the proposal. The creeping increases in the heights of buildings across Sydney is of widespread concern.
I therefore request that the Department of Planning rejects this development application until the above issues have been resolved, and any other issues that have been raised or which will be raised by members of the local community and other concerned people.

The Shore school site is totally without the boundaries of Lavender Bay Precinct, North Sydney Local Government Area, This submission concerns only the traffic management plans. This precinct abuts Union Precinct, and residents of this precinct use the local roads. We therefore express very serious concerns over some of the traffic management plans.
