As the world is waking up to the false narrative that Renewables or rather this alternative energy source is NOT clean, NOT cheap and NOT RELIABLE, the NSW government as well as Edward River Council should review and STOP this project. If TRUE critical analysis of WIND FARMs and BESS, especially in the SW REZ in particular would occur with NO subsidies, then this project would not progress.
Independent consultation/studies are not happening, since it is the company hiring another company to ultimately work the system to get the TICK of the box to progress. Again no critical analysis for economic, environment, social rationale.
I know that area very well and it would be a TRUE loss to COUNTRY.

The wind farm will harm local wildlife, particularly birds and bats through collisions, and noise pollution that can disrupt habitats and potentially affect human health.
Additionally, the construction and operation of wind farms will disrupt landscapes and habitats, and there are environmental impacts associated with the manufacturing and disposal of turbine components.
The impact on property values and the disastrous effects on our community will be significant if this project is allowed to be approved.

The DA Objective: The objective of the Tchelery Wind Farm is to augment the energy supply in either the PEC (NSW – Eastern Section (500kV) or the existing (to be upgraded to 330kV) existing grid powered 220 kV. Either connection will involve a fully imported substantial synchronised condenser (SC) and or transformers and switching yard.

This is a large investment by the Australian consumers of electricity. New KPI’s (reliability and dispatchable consistency) and the’ non-controversial’ ability of the Transmission company (Transgrid) ability to recover the cost of transmission from the generation source add another layer to the objective not addressed in the DA. Unfortunately, the planning process – life cycle shows the Grid connection agreement is made after much of the scoping issues and environmental work is carried out thereby increasing the chances of wasted effort if say the discovery work related to the connection agreement means the project endangers grid reliability and the sustainable production of dispatchable energy in the High voltage transmission, (330 and 500kV) .There is no indication in the DA that Energy Co or the Ministers office through the SEARS has addressed the net effect on the grids reliability of an in line (Tchelery Wind Farm) argumentation through a BESS or grid powered SC or a HUB (Dinawan)(Balranald) augmentation by SC using grid or BESS energy source. Either way could lead to a duplication of assets and or expense to the consumer.
Recommendation 1: That all subsidies, rebates and other forms of taxation benefits be MER (Measuring /monitoring, evaluating and reporting). (ii) That the role, power source and location of the (SC) be explained in the DA, and further that this preliminary work be discovered and revealed earlier in the planning process

More detail is required to determine the developments effectiveness and efficiency. Measuring /monitoring, evaluating and reporting (MER) on the performance of the development should be set out in the DA.
Recommendation2: That the Tchelery wind Farm Hub be isolated and all energy going into and emanating from be Measured, Evaluated and Reported on.

Australian content in the assets (SC) other than during the construction phase (concrete base pads) should be a goal – Recommendation 3: That Australian content in major components be at say 50%.

In addition, the compounded / cumulative effect of other projects proposed in the South West REZ may complicate the Tchelery windfarm objectives.
Recommendation 4: That Energy Co verify the compounded effect of all in -line augmentation proposals and other HUB located augmentation proposals on the grid and other transmission lines capacity and efficiency will not impact the grids net overall delivery capacity (reliability).

Recommendation 5: That the compounded effect of other projects within the south West REZ on the sustainable life cycles and breeding habitat (Rare and endangered Flora and Fauna) and the propagation of plant communities (Chenopodiacae) be analysed in the context of the impact Tchelery wind farm will contribute a better or worse outcome for these plant or bird species.

Vortex generation by the turbines and the harmonic amplification of these vortexes may endanger other assets withing the planning perimeter.
Recommendation 6: That the Minister consider the requirement that alternating towers be constructed with clockwise and counterclockwise rotations.

In relation to Social and heritage matters. The layout as proposed in the DA is extensive rather than intensive and therefore the footprint of the project is too large and impactful from both a contemporary and heritage cultural aspect.
Recommendation 7: That the layout be concentrated within the boundaries of the Abercrombie creek system in the North and the Forest Creek system in the south.

The area in question is home to critically endangered species. The bird churning turbine monstrosities would be better served spreading their bisphenol A into to the soy lattes of Sydney’s northern beaches rather then our backyard.
If the teal lot want to continue to funnel tax payer funds to foreign entities while wiping out our stable energy grid, at least have the decency to land these in the Sydney harbour. Close to the energy demands, and impacts on the landscape would be clearly obvious.
Surely they wouldn’t be a blight on the pristine harbour views while enjoying an egg white on sour dough, with a side of smashed avo? One could almost sit there sipping said soy latte, and think smugly of how they are truly saving the planet through the great industrial renewable con.

After only 2 years, the Yass Valley’s Banjo Wind Electricity Generating Works is already an imploding pile of contaminating junk - violating the Commonwealth PFAS Ban, LPA standards, and Drinking Water Guidelines.

Objecting to the submission on two major grounds, with additional comments

1. Complete lack of consultation as a neighbouring landowner
We are direct neighbouring landowners, who live within 8km of the project boundary. There has been no consultation with us regarding this project, including via email, phone or in person.
Based on the published impact statements, it appears that all neighbour consultation has occurred with those properties within 8kms of the initial project design. Additionally, although these properties have dwellings, several do not have permanent residents, or are absentee-owned.
Given updates to the project design and layout, and the criteria that were used for previous consultation, there are additional direct neighbours that should have been consulted with regarding this project.
The complete lack of communication throughout the planning process is disappointing, and fosters distrust and poor sentiments towards the project and proponent, particularly as a neighbouring landholder but also as a member of the local community.

2. Impact on aviation activities
The proposed project layout directly impacts our ability to conduct business in its current form, and the safety of these operations.
There is an uncertified aerodrome which has not been noted in the Aviation Impact Statement. This aerodrome is within 1nm of the project boundary, and 1.5nm from the nearest proposed WTG. Unlike other aerodromes that have been identified in the report, this is regularly used for agricultural purposes.
Additionally, the airspace directly adjacent to the project is regularly used for agricultural purposes associated with the business, including aerial stock and water inspections and mustering. Based on the published wake turbulence maps and adjustments to Lowest Safe Altitude limits, there will be a severe impact on the ability to continue to conduct these activities safely.
One of the “uncertified aerodromes” identified in the Aviation Impact Statement is a verified and published Aircraft Landing Area (ALA), registered as North Bundy Station with the aviation designator of YNBS. This ALA is used frequently (several times per week), regularly by members of the public and often by groups of up to ten aircraft.
There are concerns that the frequency of use of this aerodrome has not been adequately considered in the impact assessments. For example, there are concerns that wake turbulence mapping does not consider the strong westerly aspect of the prevailing winds in the area which would create greater impacts on this aerodrome as it is only 3.5nm to the east of the project.

Additional comments

Wind monitoring towers
There is concern regarding the installation of wind monitoring towers, that are unlit and more than 500ft above ground level (AGL). These pose a significant safety risk to local and visiting pilots operating in the area, who may be routinely operating at 500ft AGL.

Further restrictions to aviation operation
Often pilots are operating out of both the North Bundy Station aerodrome and the additional uncertified aerodrome discussed above under Instrument Meteorological Conditions (IMC), which require a minimum cloud base of 300ft and 2km visibility.
The published reports state that an outcome of the project is an increase in the Lowest Safe Altitude limitations on flying activities in the area.
Therefore, there is an extra level of concern regarding the proximity of WTGs to the aerodromes, and increased restriction to flying activities, given the operation under IMC.

The negative impacts on the local community, environment, landowners and tourism will be a disaster if this project is approved.
A Victorian commercial wind farm is set to be decommissioned by 2027 due to its age and the high cost of repowering. The wind farm, commissioned in 2001, is nearing the end of its operational lifespan, and the company, Pacific Blue, has deemed it financially unviable to replace the aging turbines. The decommissioning process will involve dismantling the 14 turbines and removing them from the site. There is an issue regarding if hey can be recycled in any way, which is yet to be resolved.
The impacts on us and our environment has NOT been accurately assessed and until the truth about these impacts are assessed adequately, the short lifespan of such an impactful wind farm should never be approved.

This project is both damaging and unnecessary. There is no economic or social benefit to the community and its damage to the environment and agriculture is tremendous. It has an impact on the biodiversity of the area and the visual soiling of the Hay Plains will offend everyone who passes this project.
The Aboriginal heritage will be compromised and the area will be in further danger to bushfires. The water resources of the area will be affected as well as the soils.
There is hardly any reliable winds in this area and when the gales blow the towers would be turned down. This whole area is unsuitable for these wind towers.
When the life of these towers are over, the metal graveyard that will result is horrifying and the government should be ashamed to consider this environment disaster that will unfold

The size of the wind farm and the extra BESS weren’t the only changes Neoen had to request of the EPBC.

"The size of the turbines – which will be among the largest installed in Australia – need significant upgrades along the roads from port to site as well, which also require the EPBC to tick off.

The turbine blades will come from the Port of Newcastle, which has more room for the up to 100m long blades than the Port of Adelaide, according to a review by engineering firm WSP.

The other downside of shifting blades out of Newcastle is that WSP identified 15 “pinch points” where the road will need to be upgraded to allow the heavy, oversized transporters to move through, trees to be cut down, and other fencing and signage to be temporarily taken down. 

in the event of future blade size increases.

The biggest downside with using Port of Newcastle is the volume of projects slated to be based out of the port in the next five years. The New England, HunterCentral Coast and Central-West Orang REZs are all closer to Newcastle than Adelaide and the only other suitable port might be Brisbane.

As a neighbour to the Valley of the Winds project in the CWO REZ, I am aware first hand of the lack of consultation involved in these current projects. Cumulative effects are not assessed nor managed and beautiful rural land and communities are being changed in a rapidly akin to Stalin's Industrialisation. I have friends who farm, and friends who work, in the area of Tchelery Wind project (not a 'farm') and they have been either not aware of the project ,or are being mislead by those 'on the ground' sprouting incorrect information to them to blindside them. There needs to be a pause, consideration of the many impacts including the cumulative effects.

These projects are not only detrimental to our health, but also the health of livestock and wildlife. The plastics that come off the blades will slowly destroy the health and lives of all surrounding living things. The toxic run-off from the blades will impact our crops and livestock. As soon as word gets out that our food and fibre has been contaminated within a radius of these structures, that will be the end of the Australian ag industry as nobody will want to purchase from these properties. Why is it acceptable that rural Australia be lumped with these burdens?

These are toxic structures that will destroy not only our land, but the health of our livestock and communities.

These projects will make aerial firefighting impossible in the case of paddock / bush fires, thus endangering lives.

There is too much research coming out now outlining the dangers this infrastructure has on the health and safety of not only humans, but our animals and environment.

Remove ALL subsidies and let the 'sUcCeSs' of these projects speak for themselves. Domestic billionaires and international corporations will hardly dip their hands into their own pockets to fund these, so why should us Australians go broke in doing so!?!?!

i object to this Wind Farm project.
the community and wildlife seem to have no say in this and i am acting as a voice in support of them. this project will destroy the landscape and health of nearby residents and wildlife/livestock. They did not ask for this, so they should not have this project forced upon them.

I object to this project. The proposed industrial wind turbines will ruin the beautiful views the local residents and communities have loved for their entire lives. These structures will destroy the landscapes in such a way that they will have negative impacts on tourism and therefore impact local economies. There are also the negative health impacts these industrial wind turbines will have on the nearby residents. Living so close to these is not safe.
