This is a misguided and dangerous project.
The hazard analysis ignores PFAS release, lithium-ion thermal runaway, and irreversible contamination, while the SIA dismisses community mental health impacts.
DPHI must conduct proper Exhibition.

The DPHI’s fast-tracking is grossly negligent. Lithium-ion batteries are toxic, short-lived, and fire-prone, release hydrogen fluoride, and threaten biodiversity and agriculture.
Exhibition is the minimum legally and ethically required step.

This modification attempt is completely deceptive. The SIA, Bushfire Assessment, and hazard reports are desktop fantasies.
The BESS presents life-threatening fire hazards, permanent land contamination, and grid instability, all requiring full Planning Portal Exhibition.

The BESS is economically and environmentally unsound.
Lithium-ion batteries fail after 10–15 years, leak toxic chemicals, inevitably burn and can’t be extinguished - emitting life threatening fumes.

There is no essential decommissioning bond, therefore, burdening landowners and council.
DPHI must require proper exhibition.

Manildra Solar has never included energy storage. DPHI’s modification route is a breach of procedural integrity.
Hazard analysis ignores fire plume toxicity, irreversible soil contamination, and lack of recycling plans, which must be publicly exhibited.

Lithium-ion BESS have a short operational life, present thermal runaway hazards, and exacerbate PFOS and heavy metal contamination already present at Manildra Solar.

The community deserves full exhibition and independent assessment.

This “modification” is an attempt to circumvent the IPCN process.
The BESS is CCP-dependent, creating national security vulnerabilities, releases carcinogenic chemicals during fires, and cannot contribute to reliable energy, demanding full public exhibition.
