Based on the location of the unit block , this is an unlikely position to have affordable housing. Each unit would equate to more than $7.1 million even before allowing for land, financing and selling costs. This is clearly a luxury apartment project. There are only 3 units offering affordable housing which will not replace the existing 6 units already occupied by renters who are certainly within need for affordable housing. My mother lives in this block and has long cherished friendships with her neighbours, so a whole community disappears. The proposal is not offering genuinely affordable housing , but tapping into the luxury market for views.
Other objections I have are the lack of traffic planning, Muston St is a known difficult street to get out from , creating extra queues. The building project is an overdevelopment of the site, the sheer size of the building does not fit into the local environment, the excavation impact on neighbouring homes. Finally , the community surrounding this site are devastated, the impact is massive on their homes and on their mental health.

I do not agree with the proposed development in Muston Street. As a resident of Mosman/Balmoral for over 25 years I have significant concerns.
1/ Huge height ot 31.7m - not in keeping with the area (and around the key spit junction hub) dwarfing and being an eye sore across the landscape
2/ Affordable housing of 3 units only is limited to 15 years and is being used to push through a luxury development
3/ Major traffic impact and delay to a further busy Military Rd / ability for locals to get around mosman and out of their houses
4/ site development is over developed and larger than surrounding building and not appropriate in scale
5/ Failure to comply in regards to costings, 400m walking distance not met, traffic delays and concerns about setting a precendenr for further non compliant development in the area

1 - I was always of the opinion rightly or wrongly that there is a caveat that Balmoral Slopes does not allow any sort of high-rise buildings to be constructed, particularly 10 stories high.
2 - In my opinion this 10 storey high building that with 13 apartments, which three will be affordable housing, is just ridiculous, it will not allow anyone to buy in that part of Mosman unless they are put in the basement. I think that it is just a greedy developers grab on expensive land, using affordable housing as an excuse to make a lot of money.
The people who will be affected by this have lived there a long time and worked hard to buy that particular position and it is not fair for a greedy developer to give three apartments to affordable housing. These three affordable apartments will be so expensive that no one will be able to afford to buy them. It is just a ridiculous oxymoron to be able to build the block and label three of them as affordable when you cannot purchase anything in Mosman at an affordable price point.
3 - I also object to the fact that it will cause more cars on the road and more traffic congestion in the local area which is already heavily occupied.
4 - It also important that the people who have worked hard to afford a property with the views they have and they then lose their view without any compensation.
It is also not keeping with the local environment of surrounding homes and units at their current height.

Please find attached a letter of objection drafted on my behalf by State Planning Services Pty Ltd dated 17th April 2026. Including in Appendix 1 an Estimated Development Cost (EDC) Peer Review conducted by MBM Quantity Surveyors.
For the reasons noted in the attached document, I respectfully request that:
1) NSW Department of Planning, Housing and Infrastructure (DPHI) not support any recommendation of approval for SSD-98068713; and
2) SSD-98068713 be REFUSED by the Minister.
