I strongly object to the State Significant Development (SSD). The proposed development is fundamentally out of keeping with the character of our local area and represents an overdevelopment of the site.
The sheer volume, complexity, and technical nature of the documentation accompanying this SSD application make it entirely unrealistic for the average community member to meaningfully review, comprehend, and draft a tailored response within the exhibition timeframe.
Developments of this scale and impact should not bypass community-voted representatives. Assessment and determination of this proposal should be managed by the local council. Council planners possess the essential on-the-ground understanding of the community and are best equipped to ensure developments align directly with established local environmental plans (LEPs) and long-term strategic planning policies.
If approved in its current form, this proposal will have unacceptable adverse impacts on our neighborhood, including but not limited to:
- Built Form and Character: The scale, height, and bulk are inconsistent with the existing streetscape and local character
- Traffic and Infrastructure: The proposal fails to adequately address the compounding strain on local roads, public transport, and existing community infrastructure.
- Amenity Impacts: The development will result in unreasonable loss of privacy, overshadowing, and increased noise and traffic congestion for nearby residents.
Given the significant concerns regarding inappropriate scale, adverse local impacts, and the failure of the process to allow the community to effectively scrutinize the proposal, this SSD application should be refused or redirected to the local council for proper, locally aligned planning assessment.

My wife and I are owner/residents at 41-49 Darley Street East, which is the property adjacent to number 35-39 on the western side, and therefore directly affected by the development.
We have strong concerns about the proposal in its current form, and in particular the height and overall scale of the development which is out of proportion to any other building in the street, and which will appear to overarch the street and neighbouring properties, reducing both their appeal and value. In this regard we are already aware of unit owners on both sides of the development site who have failed to sell their previously “in demand” properties because interested buyers have withdrawn, purportedly on learning of the development proposal.
We are are also very concerned about the impact of the development on existing infrastructure, and especially on traffic and parking (which are already problematic in this street) and the related safety issues for residents and visitors.
In contrast to the photographs of the site which the developers have included from various locations around Mona Vale, by our best estimation the proposed building will be high enough to cut out all of the sky that can be seen looking to the east from our unit.
Even with the inclusion of a limited number of affordable housing units in the proposal, it is hard to see how this large influx of expensive luxury units will provide a meaningful addition to the accessible housing stock and amenity of Mona Vale.
We respectfully request that the proposal be reconsidered and reduced in scale to better align with the surrounding context.

Although recent rezoning allows increased height, the proposal fails to demonstrate that such a dramatic scale shift can be absorbed without unacceptable impacts on amenity, overshadowing, traffic, infrastructure, and the human-scale streetscape. The development represents an over‑intensification that undermines the planning intent for a gradual, context‑sensitive transition, and should therefore be refused or significantly reduced in height.

I would like to set clear my objection to the proposed development at 35-39 Darley Street East, Mona Vale NSW 2103.
Firstly the proposed development would immediately impact the privacy within the area. In a typically low-rise characterised street, the proposal stands out of place and impacts not one neighbouring property at the proposed height, but multiple. In addition to the loss of privacy, the loss of light to surrounding properties would be significant. It has been scientifically proven the impact that low light areas have on mental health compared to those of full natural light.
Furthermore, the density of the property will impact an already highly populated street with higher road traffic and foot traffic. With parking an ongoing issue, the main intersection to access the street one that regularly has traffic incidents and public transport lines around Mona Vale making headlines, the proposal would only further contribute to these issues. Additionally the high foot traffic is already at risk with the footpath only connecting to the beach on one side of the road, whilst the other side of the road has a footpath that ends at the local cafes before it becomes unsafe for pedestrians crossing driveways, families pushing prams up and down curbs and not to mention non wheelchair friendly.
Mona Vale is a community based area known for the local camaraderie. As we look to add value to our community, we need to prioritise upholding the character. This proposal does not uphold the character of Mona Vale due to its size, bulk and scale. It sets a dangerous precedent and I strongly urge you to reconsider something more in line with the current low-rise scape of our beautiful street.

I strongly object to SSD-113872990 in its current form. While I support genuinely affordable housing, I do not support affordable housing provisions being used to justify an eight-storey, maximum-density development that is overwhelmingly out of scale with this part of Mona Vale. The proposal extracts virtually every available height and floor-space bonus, yet provides only nine affordable apartments out of 53, secured for a minimum period of 15 years. The affordable housing benefit is limited and temporary, while the excessive building bulk, overshadowing, loss of trees, visual dominance, traffic pressures and impact on neighbouring properties would be permanent.
The development is not in keeping with the established two- and three-storey character of the surrounding neighbourhood and would impose an unfair burden on nearby residents. The application also contains unresolved inconsistencies relating to traffic generation, driveway access, solar access and other technical matters, while failing to adequately demonstrate that local roads, services and infrastructure can accommodate this scale of development.
New housing should be appropriately designed for its location and should not come at the expense of existing residents or the character and liveability of Mona Vale. I therefore request that the proposal be refused or substantially reduced and redesigned, with the upper four storeys removed and the amended application independently reviewed and publicly re-exhibited.

I am an owner occupier of a property adjacent to the proposed development, the proposed Residential Flat Building with in-fill affordable housing at 35-39 Darley Street East, Mona Vale (SSD-113872990) being an 8 storey building will lead to a significant increase in vehicle traffic in a street which is already overly congested and provided insufficient parking for the additional demand caused by this project. Furthermore, the 8 storey building will cast shadow over the neighbouring properties and obstruct the entitlement of a view to the ocean and surrounding natural beauty for the existing neighbouring residents. Additionally, there will be a protracted disruption caused by the associated works including the demolition of existing buildings earthworks, excavation, site preparation, tree removal construction and landscaping. This is an unnecessary development in a beautiful street in Mona Vale and will only lead to a significant increase in congestion, damage to local environments and disruption to a peaceful environment.
