Bulk and Scale
- The proposed height and removal of FSR demonstrate complete disregard for planning controls. There is already an approval on this site, it is unfair for the community to sacrifice their amenity for the developer to have a viable project. There is no shortage of residential projects being proposed via the SSD process in Chatswood, there is no justification for needing the extra height and uncapped FSR other than profiting the developer. The proposal has not outlined any clear benefit to the community by having a development of this scale.
Overshadowing of Chatswood Oval
- There is a server lack of public open space in Chatswood especially when high rise towers are being erected within close proximity to Chatswood Oval. The community can survive with one less hgihrise tower but it cannot survive if Chatswood oval cannot even have healthy grass and sun light for our children to enjoy. Not to mention the developer acknowledged the build form is in violation of ADG when it comes to overshadowing Chatswood Oval.
Overburden on local infrastructures
- Albert Ave is notoriously congested in peak-hour times, it could take more than half an hour just to travel from Mandarin Centre to the Pacific Highway. However, this was not mentioned at all in the traffic report. There will be a massive congestion on Albert Ave if cars are queuing up to turn into Victor St to enter the building. Given the large number of residential buildings been proposed/constructed in the near future, an assessment of cumulative impact on traffic needs to be studied as the current roads are barely coping.
- Given the proposal consists mostly two and three bedroom apartments, one would assume these apartments will have school age children. However, Chatswood High School and Willoughby Girls are fully at capacity. Chatswood High School had to endure overcrowding issue for years therefore before the Department approves more residential buildings, this issue needs to be addressed.
In short, this proposal does not generate any benefit as far as the community is concerned but takes away amenities which are currently enjoyed by the community. Therefore, I do not support the development.

hi, I am writing to express my objection to this project.
This part of Chatswood already has a high density due to the convenience and close proximity to shops and public transport. To add such a high rise is just crazy. What the developer is proposing is significantly higher than the existing maximum allowed, which in my mind is much more reasonable and sustainable. I am also confused that what the developer is proposing differs between what's stated in the Notice of Exhibition (of two storeys and building height of RL205) with what's written by URBIS on the document 'Mandarin Centre - Schoping Report' (a single residential tower, RL246.8). That's a big discrepancy. Perhaps I have missed something else. But if indeed the information are different in these two documents, I can only guess that in the best case scenario, it's a mistake (which makes me question their professionalism and competency). But in the worst case scenario, it is misleading and deceptive and there needs to be consequence for that.
I therefore object to this project in Mandarin Centre.

To whom it may concern,
Firstly let me begin by saying that I am not opposed to plans for increased housing in view of the current housing crisis in NSW.
But I am opposed to reckless and irresponsible plans by self-seeking developers on the pretext of providing more affordable housing. On this SSDA, I am disturbed by the developer's attempt to remove/override a number of existing local environmental plan controls. It is difficult to imagine any other reason for the removal of these constrains than to build as many apartments as possible on this one prime location for maximum profitability. This despite of the approval of a significant expansion of maximum building height and FSR approved in 2020 on this site. The developer is asking for a further increased of almost 28% in maximum height, which to me, seems greedy. Of course developers need to make profit, but they need to be reasonable as well.
It seems there is a total disregard by this developer about how dense this part of Chatswood already is. We don't live in Chatswood, but we go there at least once a week and sometimes we parked in the current Mandarin Centre carpark (on Victor Street). The traffic on this one little street and the crossroad (Albert Ave) are already terrible as it is, and I can't imagine having a high rise tower adding to the traffic density.
And as stated in the Council submission, Council and the State Government have "have already released significant additional capacity for residential development, commensurate with the available infrastructure" - this is how things SSD should be done: carefully and thoughtfully, including the consideration if the local infrastructure (e.g. transport, schooling, hospital, road etc) can handle the growth in population. It seems to me this developer does not concern itself with these things, but is concerned only with the bottom line. It really leaves a bitter taste in the mouth of individual like myself who supports (in general) the increased housing initiative by the State Government but resent the self-seeking and ignorant attitude of some developers.

I work in the neighbouring Sage Building (Level 10, 67 Albert Avenue Chatswood). Due to the minimal distance separating the Sage Building and the Mandarin Centre site, if this development would be to go ahead, my location in the office would be completely blocked from natural light. There has been substantial research conducted which shows that natural light is a defining feature of a good workplace, and leads to higher levels of energy, stronger focus, and improved morale. This potential development would impact my mental health and wellbeing, and I am worried for myself and my coworkers.
In addition, the development would mean three years of severe construction noise and vibration- this would severely impact our organisation and our ability to do good work.

I wish to lodge an objection to the proposed Mandarin Centre redevelopment.
The proposal would result in a near-total loss of existing views, including the removal of a broad panoramic outlook currently enjoyed from my residence. Applying the principles in Tenacity Consulting v Warringah, this level of impact is excessive and not justified by the design presented.
The developmentās scale will also lead to overshadowing, reducing natural light to neighbouring properties, along with increased overlooking and loss of privacy.
I am further concerned about traffic impacts, which appear underestimated given the size of the proposal.
Importantly, there are inconsistencies in the documentation, with differing design schemes presented (including a two-tower configuration that appears to cause greater impacts), making proper assessment difficult.
Potential wind impacts at ground level have also not been adequately addressed.
Overall, the proposal represents an overdevelopment of the site and should not proceed in its current form.

1. Look at how congested Victor Street and Albert Ave are at peak hour and on the weekend when everyone is coming to Chatswood to shop. Which rational person thought it was a good idea to add high-density housing along Victor Street? How will the ambulance and Fire truck arrive efficiently at Victor Street? With Novus' high-density building approved (who in the right mind approves such a project), do you want to add another high-density building along Victor Street? Do humans no longer have rational and logical thinking anymore?
2. With Novus approved and the Mandarin Centre both under construction. Do you want the residents at Sebel to die or suffer from years of non-stop construction noise? You may as well buy up all the apartments along Victor Street and turn them into super high-density housing all at once. Why not? It is heading towards Gotham City at this rate.
3. If you are going ahead with the project (because, let's face it, you are going ahead with Novus no matter how many objections we make), make it not high-density. Make sure the car park is at Albert Street, not Victor Street, or else it will be a total nightmare. With deliveries for the Novus building, the Sebel resident car park, train drop-off, and the pedestrian crossing along Victor Street, that is what I call a disaster zone. Please also consider adding more police to the area, as with Novus added to this street, Chatswood would turn into Gotham City and need more police. There is an elderly resident complex near Victor Street, turning Chatswood into chaos and Gotham City is not safe for those elderly residents. I was planning to retire in Chatswood, but who knows how dangerous it would become now. I can't believe all this chaos is happening in Chatswood. How did all these happen? Did I vote for the wrong government to cause this? I should be more careful about how I vote next time.
