This project is within the heritage conversation area, and outside the original TOD. It exceeds 32m - the maximum permitted building height, and it is incompatible with the neighbourhood streetscape. The impact of high-density apartments, increased traffic flow, and parking requirements would severely affect the living standards of existing residents. Most importantly, we cannot risk damaging the existing tree canopy and mature trees in the area, as they are vital to our efforts for a greener and more sustainable environment.

Where do you start. Firstly what do you call is affordable housing. What is median of a two bedroom unit sold in the surrounding streets. Are the developers going to lock in a selling price of $800,000 for a two bedroom unit. No they will not!!!!. All the streets around the station are congested with park cars and traffic. These State proposals will has killed the family homes. Cars are parked on both sides of the road. it is already difficult to get around with oncoming traffics. School kids have to battle the traffic during peak hour. Has the state government research the area before going ahead. What has happen to the preservation of the environment. I can understand the proposal for low density housing like townhouses not 9 storeys . Does Mr Minns live in Lindfield ? . The junction of Nelson and Tryon Road is a nightmare to drive through . Services are not upgraded . I have not seen any funding for parks, schools, roads etc... Nursing homes are sold to make way for developers. The one on Tryon Road was sold. Most employees were ask to look for another job.

The project aims to build a ridiculously oversized residential apartment at the heart of a traditionally silent and peaceful conservation area. As a neighbour living on Nelson Road, I strongly object this project for the following reasons:
1. The designated location of this project occupies 3 land lots with only 1 lot (1 Nelson Road) is included in the state government's TOD area. None of the 3 is in the council's preferred TOD area. This location is not appropriate for such development in either view.
2. Local infrastructure will not be able to accommodate 200 more families. Nelson road is already suffering congestion during peak hours and school zone. Many local residents choose to park their cars on Nelson road for public transport. Without sufficient upgrades to Nelson road and commuter parking, this project will ruin the local transport.
3. The project aims to build a 9 storey apartment with a height of near 30m. This will be the tallest building in a low density residential area. The neighbouring houses will suffer serious overshadowing and privacy issues due to this apartments. There is no solution to resolve these issues.
4. All three land lots of the project are in the conservation area, the construction of such oversized building will ruin local environment and biodiversity.
5. There are several heritage items near this designated location. There is no transition between the concrete monster and these heritage items.
6. The construction of this building will make serious noise and traffic issue on Nelson Road for a long time. This will adversely affect both local neighbours and the Cromehurst school nearby.

Please seriously consider the above points. It is a shame for such disastrous project lodged as a "State Significant Development".

This development is in an already very busy traffic area, with narrow passing and speed reduction humps outside the public school. Parking is busy all week due to commuters to the railway station.
The development directly borders beautiful old homes on three sides.

I strongly object to this proposed development.
Firstly, the majority of the proposed site is OUTSIDE the area of the Transport Oriented Development plan zoning. It is therefore in SIGNIFICANT BREACH of relevant planning regulations and controls. By spilling outside the area of the TOD plan, this places additional pressure on the community and sets a dangerous precedent for further over-development.
Secondly, the Lindfield area cannot accommodate development on this scale. There is not the infrastructure to support this and other developments in planning - the roads around Lindfield over/under rail lines are already constantly jammed with traffic, local schools (particularly high schools) are over-subscribed, and there are no nearby parks.
Thirdly, a development this height will overwhelm the surrounding streetscape, destroying the heritage conservation area, damaging property values and overlooking neighbours.

I am writing to object to the proposed development at 1–5 Nelson Road, Lindfield (SSD-82899468).

Having lived in Lindfield for 45 years, I’ve witnessed the area evolve, but never at the cost of its core identity. This proposal would dramatically alter the local streetscape, set a poor precedent, and diminish the carefully planned character of our suburb.

My objections are as follows:
• Not Within the TOD: The site sits outside the designated Town Centre TOD zone. Allowing this kind of development here undermines the NSW Government’s own strategic planning framework.
• Inappropriate Bulk and Scale: The proposed 9-storey structure is completely incompatible with adjacent single-storey and double-storey homes. It will tower over them, causing unacceptable overshadowing and loss of privacy.
• Lack of Environmental and Heritage Assessments: No major development should be approved without first undertaking full environmental and heritage impact studies - not afterward, as proposed here.
• Flooding Risk: This area includes a flood and riparian zone. That makes it even more critical to conduct proper assessments before approving any form of construction.
• Infrastructure Concerns: There is no plan to deal with the increased pressure this project will place on local roads, schools, stormwater infrastructure, or parking.

I ask that this application be refused until a fully detailed and transparent DA is submitted, assessed, and subject to community input.

Two third of this particular project were out side of TOD zone (or none within the council's alternative TOD zone). The proposed 9 storey apartment will be surrounded by 3 sided of single dwelling homes. It is also located in the flood zone and riparian zone. That particular intersection (corner of Nelson Rd and Tryon Rd) will not be able to cope with extra traffic.

It is too many apartments/people for the size of the block and for Lindfield and the infrastructure within the suburb. There is nothing included in how Lindfield will be supported by the developers (or government) for new infrastructure to support the extra 400+ residents in the suburb as a result of the sale of apartments in this development. There is also no consideration/planning for the infrastructure needs resulting in their part in building 9000 homes being imposed on the suburb. Nothing that was said at the webinar on 20 May 2025, organised by the developer, indicated that the developer was interested in doing anything but the absolute minimum required to satisfy the SSD/TOD criteria. It was made clear that the developers don't care about the impact on the local community or its character and are just after a maximum profit.
Parking will be an issue even if underground parking is provided as many apartments will have more than 1 car. Access onto arterial roads from Lindfield is already a major problem especially at peak times and there are no plans or money being put forward by the Government or the developers to improve this.
On ABC radio the Minister said that no houses would end up with buildings next to them that are significantly taller than houses in the area (it would only be allowed to be slightly higher than surrounding private dwellings) as a result of the SSD/TOD policy. However, the plan shows 12 houses bordering the block and others that will also be overlooked. They will have at least 200 (and more likely 400+) permanent neighbours looking into their property and garden, an increase in noise in the area, an increase in the traffic on the street with an increase in the number of parked cars and a potential (probable) drop in the value of their homes. There will also be overshadowing and a significant reduction in natural light in their homes.
It is opposite a School for children with special needs who will be severely affected by the construction noise, traffic, dust etc.
It is being built within a Heritage Conservation area and nothing seems to be being done to preserve the look of the area. The state government website states Any new development needs to improve and enhance the heritage values of those locations’. (Planning.nsw.gov.au). These apartments blocks will not be in keeping with other apartment blocks or homes in the area as they are being put up as cheaply as possible.
It isn't within the alternative TOD planning put forward by Kuringai Council which should be considered first before granting this concept proposal.
There will be a reduction in local flora and fauna.
Only 1 corner of 1 of the blocks is within 400m of the station which may be technically within the rules as they state it will be looked at as 1 large block. However the other blocks are outside the 400m so shouldn't be allowed to be included.
Planning decision making should be with the local communities and not a centralised government. This shouldn't be considered/approved until the Kuringai proposal has been reviewed and approved by the Government.
I am not a direct neighbour but do live in Lindfield.

I am submitting my formal objection to SSD-82899468 for the proposed development at 1–5 Nelson Road, Lindfield.

The community deserves better than a concept-based approval for a major development outside the town centre zone. This proposal, if approved, would become the first high-density building approved outside the designated TOD boundary - setting an alarming precedent.

I object on the following grounds:
• Bulk and Visual Impact: A 9-storey apartment block of this size will overwhelm the surrounding area, clashing harshly with the existing streetscape of low-scale heritage homes.
• Heritage Area: The proposal falls within a Heritage Conservation Area. It disregards the planning principles that protect and value these precincts.
• Premature Approval: No development of this magnitude should be granted approval before environmental, traffic, and flooding risks are properly evaluated.
• Environmental Impact: The loss of mature trees and biodiversity has not been addressed adequately, especially given the known biodiversity corridor in this part of Lindfield.
• Zoning Conflict: Two-thirds of the land parcels involved are zoned R2 Low Density. This development clearly breaches both the intent and letter of the planning controls.

I strongly urge the Department to uphold proper process and reject this concept application.
