I support the project, I believe it will significantly improve housing affordability and availability in the area.

I would however like to see the number of units and storeys significantly increased as well as units set aside for essential workers.

We write as long-term residents of Cowan Road and as directly affected neighbours to lodge our
objection to the amended application for the proposed residential flat building with in-fill
affordable housing at 5–9 Cowan Road, St Ives.
We previously lodged an objection to the original proposal. Having now reviewed the amended
application, we remain strongly opposed to the development.
In our opinion, this is not an amendment that reduces impact. It is an intensification dressed up as
refinement.

Iris has reviewed the amended application per the Re-Exhibition - 5-9 Cowan Road, St Ives (SSD-88948458).

Keylan Planners (amended application) write:
The interface along the south-western boundary of the site has been revised to increase setbacks for Levels 4–6 to ensure an average 6m setback is provided. Although the proposed setbacks at the north-eastern boundary remain non-compliant, no tangible amenity impacts are anticipated due to the site’s orientation and location adjacent to the St Ives Shopping Village car park. This statement is limited to the carpark. What about the St Ives Shopping Village Roof Plant and operational western loading dock ? Keylan are silent in that regard ?
St Ives Shopping Village
Further assessments addressing potential acoustic, light and odour impacts arising from the adjoining St Ives Shopping Village have been undertaken, including assessments of loading dock operations, commercial vehicle movements, plant and substation equipment, light spill from the neighbouring car park and loading dock and potential odour impacts from exhaust vents. These confirm the proposed development is not expected to result in unacceptable amenity impacts for future residents. Light and Odour aside, we cannot find in the amended application suite of documents any document assessing and concluding that there will be no non compliant acoustic and vibration impacts arising from our existing and ongoing loading dock operations, commercial vehicle movements, plant and substation equipment.

Acoustic Logic NVMP (Appendix 8).
While the Acoustic Logic N&VMP has been amended, it doesn’t appear to adequately assess the potential SISV noise impacts to future residential receptors as raised in our original submission.
In fact, St Ives Shopping Village is only mentioned once (in a very cursory manner) in Section 3. No further acoustic assessment of St Ives Shopping Village loading dock operations, commercial vehicle movements, plant and substation equipment seems to be provided. Therefore our original submission remains

Acoustic Logic RFI letter (Appendix 19).
Acoustic Logic write:
A noise monitor was placed to the east boundary of the project site facing the Shopping Village which
records noise generated from the operation of the Shopping Village as well as traffic noise from Mona Vale
Road. The acoustic design of the building façade, presented in Section 8.2 of the Nosie and Acoustic Impact
Assessment, has already taken the above noise sources into consideration. With complying constructions
presented in Section 8.2 adopted, the internal noise levels will be able to comply with project criteria.

HOWEVER
The Acoustic Logic noise logger at the eastern side of the applican’s site was positioned at level of around RL 169 m (according to the application survey).
The St Ives Shopping Village Coles Supermarket existing Roof Parapet Level is at RL 175.1 m, some 6.1m above the location of the Acoustic Logic noise logger (according to the application survey)
The noise from the St Ives Shopping Village including Coles Supermarket roof mounted plant, is therefore likely being effectively screened from the Acoustic Logic eastern most noise logger by the existing roof parapet line of the St Ives Shipping Village and therefore the Acoustic Logic eastern logger is likely NOT a reliable data set for the purpose of the assessment.
Likewise,
The noise from the St Ives Shopping Village operational loading dock, is therefore likely being effectively screened from the Acoustic Logic eastern most noise logger by both the existing sunken nature of the St Ives Shopping western loading dock and the existing perimeter fence lines surrounding the applicants property. Once again, the Acoustic Logic eastern logger is likely NOT a reliable data set and is likely under reading the existing noise emissions.

The applicants apartments proposed dwellings will rise to a level to be both at and well above:
• The existing St Ives Shipping Village roof parapet line at RL 175.1 m
• The existing sunken St Ives Shopping western loading dock
• the existing perimeter fence lines surrounding the applicant’s property
and will likely receive a much higher level of noise intrusion impacts from the St Ives Shopping Village roof plant and loading dock operations than Acoustic Logic are predicting based on the data from Acoustic Logic’s eastern noise logger.
