I am a resident of 160 Cavendish Street, Stanmore for last 20 years. Over time, I have seen th neighbourhood change for worse especially in the area of traffic management. I strongly oppose this project based on the significant increased in traffice it will in this area.
I'd like to highlight the following issues -
1. I am worried for my safety. Traffic is a BIG issue in this neighbourhood. Several times I have to call the council or police since someone is double parked in from of my home or parked in my driveway blocking my entry/exit to my property. Incidents like this could escalate and end up in assault. I have been threatened several times and even suffered damage to my car from rage. Being a senior citizen I am very afraid to confront someone who park in my driveway or block it. With the increased traffic congestion, there will be significant increase in incidents like this.
2. I am worried about the safety of students and residents of this neighbourhood. There are 5 school within close proximity to my home and the near the location of this Newington development project. Constant traffic pours in my street especially during drop-off and pick-up times. I see students are at high risk for accident. Safety of students is at high risk. Additional traffic in this street will cause havoc.
3. Traffic diversion - Any major building work on Stanmore Road would require lane closures for construction purposes for a period of time. This may involve traffic detours through Cavendish Street, Merchant Street and Holt Street.
4. The risk of heavy vehicles on local streets is an increased risk to the student population and our community.

Suggestion-

2. Do not allow heavy vihicles on Cavendish street and Holt street

I am concerned about the redevelopment of the Concordia building and strongly object to the entrance or exit from that car park being on Cavendish Street Stanmore. The entry and exit should be on Stanmore Rd as Cavendish Street is a residential street with s public school and child care centre and many young students from those and Newington College accessing Cavendish Street and the pedestrian crossings in Cavendish and Holt Streets. The part of Cavendish Street that backs on the Concordia building is a small street which is not suited to high levels of traffic particularly coming and goings from a car park. This is a safety issue for students and residents.

I strongly object to this project based on the following:
- Stanmore has a disproportionately large student population, with 5 schools in close proximity to one another (Stanmore Public, Wyvern House, Newington High School, Cavendish St Early Learning Centre, and Newington Early Learning Centre) between Stanmore station and Newington itself. The proposed increase to Newington will be burdensome on the residents and overload local infrastructure.
- Any increase in traffic on Cavendish St, Holt St, and Merchant Street due to construction work will have a significant effect on local residents who already struggle with congestion at school drop off and pick up times. Additionally, the Concordia building is metres away from two zebra crossings, leading to a significant risk of student injury with construction vehicles present. If the development were to go ahead, any construction works to the Concordia building must have vehicles entering and exiting from Stanmore road, not Cavendish Street.
- A proposed 25% increase in students to Newington is a gross overreach on strained local roads and infrastructure. Already there are hordes of teenage boys loitering and littering outside Stanmore IGA and at Stanmore station at the end of the school day. This causes significant distress to the parents of much younger Stanmore Public students.
- A new, private-use-only footbridge is unnecessary and a gross waste of resources when there is an existing footbridge over Stanmore Road 50m to the East.
- The vast majority of Newington students do not live in the local area, and increase of 25% additional students to an elite private school has no benefit to the local community. The school itself is already a burden on local infrastructure, whilst contributing nothing to the residents of Stanmore and surrounds. It is appalling to think this could ever be deemed a state significant development.

As a property owner in neighbouring Aubrey Street I am very conscious of the current traffic congestion in the area.
This congestion is due to the large number of student pedestrians that have to negotiate parents dropping off children by car at Wyvern Campus,Stanmore public school, Cavendish st Early Learning centre and Newington main campus. Between 8.15am and 9am ; and 2.30-3.30 the area can be gridlocked with parents attempting to park to pick up their children.
The proposed development of the Concordia Club building with access from Cavendish street will only add to this congestion and create further unsafe conditions for students and pedestrian. This could be eliminated by having entry and exit to Concordia building via Stanmore Rd. The redevelopment of the Concordia club building with an additional bridge over Stanmore Rd could add more traffic to this area if cars from Stanmore Rd are detoured along Merton, Aubrey, cavendish and Holt Streets during the construction phase. Please indicate how will this be managed to minimise pushing traffic into small, already congested local streets

1) Unclear and likely significant reduction in natural light for houses on Cavendish Street that back onto the new building replacing the current Concordia building. There is insufficient information to show the impact of increased over shadowing that will leave neighbouring residents in damp cold darkness
2) Unclear on potential breach of privacy of what windows will be placed on the new Concordia building facing into the backyard and homes backing to the building on Cavendish Street.
3) Significant increase in traffic on local streets that are already filled with commuters parking to catch the train at Stanmore station; and students and school staff members parking on the street. Even with residential permit zones, there are insufficient zones and council staff to patrol local streets to enforce parking limits. For many that choose to park, the "off chance" of getting fined for over parking in a residential permit zone is a "cheap / rounding-error parking cost" for wealth students and families attending Newington College
4) Access into and out of the expanding parking facilities in the new Concordia building should both be on Stanmore road, with no access via Cavendish street. Cavendish street is already struggling with local traffic, and with an expanded number of parking spots in the new building, this will only make it worse. Please put all parking entrances and exits on Stanmore road which is more suited to the traffic.
5) During construction, all heavy vehicles should use Stanmore road and not local roads that are already struggling to cope with local traffic, particularly around school drop off/pick up and Saturday sports by Newington College.
