I am 71 years of age and lived at 1-199 West St, Crows Nest (was Cammeray) for over 33 years. I wish to point out the following.
- I support affordable living and improvement and developments if the right fit for the area.
- The proposed plan in my opinion is NOT affordable Senior Living. There are NO Studio, 1 and 2 Bedroom apartments
- SP 23021 backs onto the current Rosalind St. The current proposal will impact our plans for Solar.
- the Height no more than 3-4 Levels, Consider a further set back from the boundary fence
- if replacing tress - plant suitable tress ( eg Poplar trees or Conifers
- concern of the 4000 trucks with the evacuation - traffic management and road damage - where is the Traffic and Roads NSW and Council report of the outcome
- concern of the excavation of two levels under ground. SP23021 have a basement garage - what are the impacts? - changing the landscape , flow of water (from rain through the soil. Today we have an ongoing issue from adjoining property development(s), with seepage into our basement garage and a continuous operation of the pumps to drain at the Owners Corporation expense! This never got resolved by Council, Water board, or Neighbor's
- Concern of the Sewer pipes - SP 23021 is the boundary border to Rosalind St and our Sewer pipes may be on the Rosalind property as I know they exit to Rosalind Street.. What are the impacts?
- Do not remove the mature trees - find a work around with the design. Specifically, in my opinion this is being ignored the birdlife and possums that live in the trees - We have two White Owls, Kookaburras, Magpies, Minor, Lorikeets to name a few.
Plus we need trees to minimise heat absorption, maintain good soil health
I love this area and the sound of nature around me. The sound of birdlife and seeing them flutter around is one of the many reasons I still reside here today. I also have stayed in the area, as I understood the maximum property height is 3 levels. Why destroy this look and feel of environment!

I am writing to formally object to the proposed seniors living development on Rosalind Street, Cammeray.
While I acknowledge the need for appropriately designed seniors housing within established suburbs, I have serious concerns that the proposed development is not suitable for this site and would result in unacceptable impacts on the local area.
1. Neighbourhood character and scale
The proposed development is inconsistent with the established low to medium-density residential character of Cammeray.
The bulk, height, and scale appear excessive in the context of surrounding dwellings and would result in a significant and permanent visual dominance over adjoining properties.
2. Traffic and parking impacts
Rosalind Street is a narrow local street with limited capacity to accommodate increased vehicle movements. The proposed development is likely to generate additional traffic from residents, visitors, service vehicles, and health care providers. Existing parking constraints are already evident in the area, and the development would exacerbate on-street parking pressure and congestion.
3. Amenity impacts (privacy, overshadowing, and noise)
The scale and orientation of the building raise concerns regarding overshadowing of neighbouring properties, loss of privacy due to overlooking, and increased noise impacts. These effects would significantly reduce the residential amenity currently enjoyed by adjoining residents.
4. Infrastructure capacity
Local infrastructure, including road networks, drainage, and community services, may not be adequately equipped to support intensified development of this scale. There has been insufficient evidence provided to demonstrate that these impacts have been fully assessed or mitigated.
5. Cumulative impacts
This proposal must also be considered in the context of broader infill development occurring across Cammeray. The cumulative impact of increased density risks eroding the established character and liveability of the neighbourhood.
Conclusion
For the reasons outlined above, I respectfully request that the proposed development in its current form be refused. At a minimum, a substantial redesign should be required to reduce scale, improve setbacks, and ensure compatibility with the surrounding area.

⚖️ We are asking for a more reasonable, compliant outcome for Cammeray, including:
🏢 Lower height and less bulk
↔️ Better setbacks and less overlooking
☀️ Better solar access and daylight
🧱 Safer excavation and retaining wall approach

To be approved as a State Significant Development, seniors housing must include a genuine residential care facility with 24‑hour care.
❌ This proposal includes just 2 short‑term care rooms
❌ No permanent residents
❌ No nurse’s station
❌ Care provided only “as needed”
That does not meet the rules.
If developments can bend the rules to avoid Council assessment, it sets a dangerous precedent for Cammeray and beyond.

I am the owner and resident of 27 Rosalind Street, Cammeray, which directly adjoins the site. This submission details significant concerns regarding impacts on my home. I request that these issues be fully considered in the assessment.

I do not support the propsal in its's current form for the following reasons:
- the affordable housing which currently comprises the whole site will be replaced with expensive luxury units, totally out of the reach of anyone other than wealthy over 55s.
. the proosal will result in a loss of DEMOGRAPHIC DIVERSITY with the concentration of residents in the over 55 bracket.
- the height of the proposal at 18m is significantly higher than the current height of 8m and exceeds NSC height guidlines
- the proposal is totally out of scale and out of chararacter with the predominantly one to two storey Federation period streetscape.
- the current park like setting including a significant fig tree will bereplaced with built area and hard surfaces.
- the side boundary setbacks do not comply with NSC guidleines and will result in loss of privacy and greater overshadowing of neighbouring properties.
