The proposed development is way to big for the area it will look ridiculous , the whole community and local council are totally against it , there is no parking as it is in ocean st and lagoon st , the public transport is already overflowing in the area , the only people to benefit would be the company and investors, they don’t care about the impact to the local area

This proposal is far too large for the site. Six stories is way over the top. Parking is already a huge issue for local residents and there are not nearly enough visitor parking for the proposed number of residents. I am strenuously opposed to the size of this development.

I was previously an owner of 8 Octavia Street Narrabeen which is to be acquired as part of this development and would like to bring to your attention that there are two significant black bean trees side-by-side on the property which are of considerable value to the ecology and history of this site. The project is way too high and way too bulky.
I believe it fails the councils landscape area requirement for permeable landscaping. Any landscaping is enclosed between buildings and fails to add to open look of the site .
The addition of close to 200 cars in a very small space seriously affects traffic.
The 150 residents with only 7 visitors spots is ridiculous in an already extremely crowded street where street parking is already at a premium let along boats that park almost permanently on the street and then add visitors to the beach which is adjacent.
The local Council has criteria to maintain the area including open space , nature, trees and views.
I am aware due to the vigorous assessment myself and my neighbour was put they for 2 storey residential.
The 6 stories will dominate not only the local area but also vies and the coastline appearance from the surrounding areas.
This level of density and mammoth size , its traffic and parking impact and its failure to address any of this is completely inappropriate.
The fact the Council is being bypassed entirely so that a developer can get maximum numbers of very high price appartments with insufficient parking should be seen for the scam it is.
This is not about affordable housing. The developer has chosen premium land which will never be priced in the affordable category even if it had a mandate to be capped at 80% of valuation. It is clearly just a profit grab entirely for the developer with zero consideration of the local area as demonstrated by bypassing Council

I wish to object to the proposed “Indigo by Moran” development at 156-164 Ocean Street Narrabeen for the following reasons:
INSUFFICIENT COMMUNITY CONSULTATION:
- Very limited time frame (14 days) for the community to comment on the plans of the project. I attended all the Indigo “Community Consultation” meetings and we were never shown any plans or drawings of the complex until the meeting on 22Oct25.
EXCESSIVE HEIGHT:
- The Indigo proposal (a Residential Flat Building of 5 storeys plus rooftop pavilion) does not comply with the NSW State Government planning reforms as the site is more than 400m from Narrabeen Town Centre and hence should be contained at 4 storeys at most. Further Narrabeen is NOT one of the 9 Northern Beaches Town Centres identified for development under these latest reforms and hence should not be considered for this large development.
LOSS OF COMMUNITY CHARACTER:
- The proposed height of the development (22m) greatly exceeds the current height limit for the LEP zone (R3 medium-density residential, max HOB 8.5m). Hence the proposed height and size of the Indigo development is not in keeping with the current character of the area.
- The loss of sunlight hours and loss of view created by the size of this proposal is enormous for all surrounding residents and especially those in Loftus Street.
INCREASE TO TRAFFIC AND PARKING ISSUES:
- The local Northern Beaches Council has recently completed investigations under its “Safer Neighbourhoods” program and identified Ocean Street as an area of high traffic and in need of traffic calming initiatives. A large 5-6 storey development containing over 150 units in the one block will worsen existing congestion and increase demand for already limited street parking, especially at peak times. The same applies for the surrounding streets (Lagoon, Octavia and Loftus). According to Council there is no current plan for additional infrastructure, transport, services or funding from the State Government to manage this increase of residents and traffic.
- The proposal seeks to re-locate the Bus Stop on Ocean Street and create a No Parking Pickup/Dropoff zone for its residents. This would result in a loss of 4 street parking spots making it even more difficult for existing residents and visitors to park especially at peak times.

I am not against a Seniors housing development on the site but the current size of the Indigo proposal is incompatible with the character and infrastructure of the area due to its height and size. A more moderate proposal of 3 storeys plus rooftop pavilion would be more compatible with the current LEP/State Government reforms, the current community character and the current traffic/parking issues.

Our observation is that Moran is an exceptional provider of senior housing and has built a community that is extremely attractive to seniors as a place to live and age well. The northern beaches are lucky to have such a provider in the housing and care facilities so desperately needed in ageing population. Our experience is that the demand for senior housing solutions which support in home aged care servcies, like Moran, is overwhelming. We are not experts in the northern beaches demographics. We do know, however, that our elders wish to age in the communities in which they live, where they have connections. And we know this to be their best defence against loneliness. Support at Home packages are increasing the attractiveness of retirement villages as the locus for low to medium care, instead of in a residential aged care facility. And we know our seniors what to live in a home, not a place that feels like a hospital. The opportunity for elders in the northern beaches to have access to a Moran designed and built community is a good thing.

The proposal is in the middle of the Narrabeen peninsula and 6 storey would be an eye sore and remove the natural feel and aesthetic of the area. There is currently not enough parking in summer when people are visiting the beach and current residents have to drive around for up to 10 minutes to find a car park. There has also been no consultation with the local residents in proximity to the development.
I am not opposed to 3 or 4 storey as there are buildings with 3 storey currently and this would blend in far better. This is pure greed (+$3m - $5M) with luxury apartments that is not solving a housing crisis as there is no affordable housing for retirees over 60 years old.
I would like to know that the government employees (who's salary are paid by us) who review these submissions are coming out to the site and with plans in hand investigating what is being objected too.

As a resident of Narrabeen who lives on LagoonSt, only 350 metres from this development I feel that the size of this development is too big for the area. The roads, shops and public transport are already bursting at the seams so to add 149 units is not going to help the congestion we already have. I'm a bit baffled into why we just got rid of two hospitals in the area if we are now going to overdevelop. This area is basically a sand spit between the ocean and the lagoon so to dig three storeys below the ground is asking for trouble - I feel 4 (four) storeys above the ground and possibly 2 below ground would be acceptable. During the summer the area is overcrowded and it's very difficult to find parking and the traffic is already extremely busy. I ask you to please reconsider this over large development.

I am strongly against this development for the following reasons. I believe the 9 negatives greatly outweigh any positives for the development as detailed below. The identified negatives relate to the practical effects and outcomes of the development .

Negatives of the Development
1. the 6 storey building is a luxury complex that completely disregards the character, environment, infrastructure and community of Narrabeen.
2. There is not enough car spaces for the number of units in the development. Total resident car spaces available is 178. You would have to assume the residents of the 46, 3 bedroom units will have
2 cars - that's 92 car spaces taken up. Then there is the 59, 2 bedroom with study units and one would have to assume that the majority of 90% will have 2 cars and the other 10% have 1 car - that's another 112 car spaces taken up and finally the 44, 2 bedroom units. Lets assume 50% of those residents do not have a car, the remainder 50% have 2 cars -that's 44 car spaces so the total of likely car spaces required for the development should be 248 and these figures assume that the residents will actually park their cars in their garages so where is the short fall of 70 cars going to park - in the street where there is not sufficient parking currently.
3. there are only 3 car spaces for the 3 staff looking after the 10 bed care facility so where do these nursing staff/carers park at shift changeover times? in the street of course.
4. where is the parking for the administration staff who are going to organise the exciting proposed entertainment programmes for residents and the trade and maintenance staff that will be required at the site on a regular basis - no provisions for this so they will have to park in the already over capacity streets. With potentially over 250 people living in the complex who are all over 60 years old I am sure will want to receive regular visitors so the 7 visitor car spaces will be constantly taken so again causing additional street parking problems.
5. a reduction from 55 aged care beds and 35 assisted living units to a 10 bed care facility placing additional pressure for spaces for this kind of service on the northern beaches.
6. the developers are exploiting planning loopholes to get easy development approvals by making it an over 60's development. The State Government has earmarked Brookvale, Dee Why, Mona Vale, Manly Vale and Forestville as medium/high rise accommodation districts. This form of luxury development should be at one of the above mentioned locations.
7. this development is likely to set a precedent for other developers to take advantage of the over 60's SEPP housing policy.
8. the developers have not held genuine community consultations and have purposely avoided community questions.
9. possible water table concerns with a underground 3 level car park

149 apartments conservatively priced between $2.5 million and $3 million totalling $372,500,000 to $447,000,000. This is a disgraceful money grab that completely disregards environmental concerns on every level. Parking concerns flowing from additional motor vehicles has not been addressed. I understand that there is provision only for 7 or so visitor's parking within the complex . Let's assume logically that , at any given time , there would be over 100 visitors at any one time.... after all it is a proposed aged care residence and friends and relatives visit .as a matter of love or responsibility or caring. The other vehicles need somewhere to park and the streets surrounding the development are the only alternatives. If you know anything of the area you would realise that is an impossibility. Ocean St is busy all day, everyday with parking spots a rarity and the same applies to Loftus, Lagoon and Octavia Streets. Ocean St is overused as an alternative to Pittwater Rd and the traffic is relentless along that stretch. This is not a place to even consider building such a development which MUST have such a huge impact on roads and parking in what is already an overcrowded scenario.
Visually such a radical change to the landscape would be an environmental catastrophe and an eye sore for all local residents and rate payers. For years the State Governments have embraced a "top-up" philosophy in relation to building development. If a six storey development is allowed, I ask rhetorically how long will it be before every building along this stretch is allowed to become that height.
Please realise that this proposal is a bridge too far. It is the wrong place and the entire nature of the surrounding community would suffer as a result.
A drive along Ocean St ( or any of the adjoining streets ) at any time of day should be evidence enough to convince any logical decision maker that this proposal is simply too much on any reasoned level of thinking.
And for someone to profit so disproportionally by ruining a neighbourhood is immoral on any level.
