I object to the proposed development on Bourke St in Waterloo.
I have been a resident in a nearby building for over 15 years. I chose to purchase a home live in this section of Waterloo as it is clean, quiet and has a pleasing atmosphere. The building proposed is not in keeping with other buildings in the area. 36 floors will tower over surrounding buildings, having a significant impact on solar access and worsening the wind tunnel effect. In my opinion the 36 floor building is an eyesore. In keeping with the other buildings, a maximum of 12 floors would be appropriate.

Public transport infrastructure is insufficient to support the addition of more than 800 units. Waterloo metro is a 15 minute walk, through poorly lit housing commission and potentially unsafe. Redfern station is a 20 minute walk. Bus route 304 is already busy. 320 only goes as far as Central station. 392 buses to Waterloo metro/Redfern train station are infrequent. Adding more buses will only congest Bourke street.

There are 3 significant bottlenecks for vehicles close by. Lachlan/South Dowling is always busy with traffic backed up on Lachlan St. 2 busy intersections at corner Bourke/Lachlan and Bourke/McEvoy will become far worse with the addition of so many units.

While I do not have any objection to social housing being incorporated into the building site, I will only support less than 5% being social housing. This area has thrived due to modern buildings, well integrated green spaces, high levels of safety and easy access to shops. I chose to purchase here as a single woman because there was no neighbouring social housing. I see the lack of care in the social housing zones of Waterloo and Redfern. Any social housing tenants must be subject to a zero tolerance policy regarding damage to property, public spaces or anti-social behaviour. It is a privilege to live in this area, and will be an insult to owner occupiers to be forced to live close to those who will not appreciate it.

I am a resident of Thread Lane, directly north of the proposed development, and I wish to lodge a formal objection to the 36-storey tower in SSDA 881–885 Bourke Street. My full detailed objection letter and supporting diagrams are attached. In summary, I object to the proposal on the following grounds:
1. The tower significantly exceeds the 24m LEP height control, with no height in metres disclosed, preventing proper understanding of scale and impacts (only indicate 36 storery).
2. Overshadowing analysis is incomplete, with no assessment of solar loss to existing homes on Thread Lane and surrounding residential streets.
3. The Visual Impact Assessment is inaccurate and misleading, with simulations showing unrealistically light façade colours and key views deliberately positioned behind trees. No views were provided from critical public approaches such as Bourke Street and McEvoy Street.
4. Wind impacts have not been modelled, despite high risk of downdrafts and wind tunnel effects along Bourke Street, Thread Lane and the adjoining public park.
5. The proposal would create substantial traffic, pedestrian safety and infrastructure pressures not addressed by the current documentation.
6. The public exhibition materials were too technical and lacked clear diagrams, making it difficult for residents to understand the true impacts. Many neighbours were unaware of overshadowing, tower height implications, or visual effects. A development of this scale requires clearer communication and more robust engagement.

For these reasons, I request that the Department reject the tower in its current form and require a redesigned scheme that complies with the character of Waterloo, respects the LEP controls, and provides full and transparent impact assessments.
