We have reviewed the proposed plans, and my main concern is that the car park entrance for the 40-storey building will be located along Garthowen Crescent. This will likely lead to a significant increase in traffic along our small residential road, in addition to the car park entrances for the already approved apartment buildings and hotel in the area.
We hope the Council will consider a more sustainable approach to high-density development and further improve local infrastructure. This includes better planning for access to the shopping centre car park and the limited street parking available on Garthowen Crescent.
The new proposal includes 387 car spaces, in addition to vehicles from the already approved apartment developments. This level of traffic would place considerable pressure on the existing road infrastructure. Traffic at the nearby major intersection is already extremely congested in both directions.
We also ask that the potential health and environmental impacts on residents be carefully considered. Increased traffic can lead to higher levels of noise, air pollution, and reduced safety for pedestrians in what is currently a relatively quiet residential street.
We would greatly appreciate further consultation and careful planning before construction begins to ensure that the development and supporting infrastructure are properly considered. A response to this submission will be really appreciated.

I strongly object to the proposal in its current form. There must be development but at what cost. A 40 storey building amongst 8-25 storey buildings is completely out of character for the area and is perceived to disregard the objectives of The Hills Shire Council. There is also the potential for detrimental effects from over-shadowing from a building of this size..
The Hills Shire Council Development Control Plan indicates a maximum building height of 20 storeys at 16-20 Old Castle Hill Road. The proposal is for a building twice the allowable height.
For the character of build in this area The Castle Hill North Precinct Plan suggests in part, "Character should build from existing townhouse and Northpoint developments”. We do not believe the proposal reflects this Council, or indeed residents, desires.
For future developments in the Castle Hill Metro Precinct we believe there was a requirement for the “Metro Stations Precincts Traffic and Transport Analysis for Castle Hill, Showground and Norwest Business Park” traffic study to be completed. This study was delayed due to Covid. Traffic is a major concern…do you know if this study has been completed, if so, are you aware of the results. Traffic studies in DA's seem to be site specific and do not consider the wider area. Garthowen Crescent has a finite traffic capacity, adding a potential 400 vehicles to an already congested area would be chaotic.
We believe this to be a massive overdevelopment of the site and not consistent with The Hills Shire Council planning requirements or desires of local residents..

We are the residents at 18 Garthowen crescent Castle Hill. We are extremely concerned regarding the construction of a 40 storey building with its carpark entrance on Garthowen crescent as this will significantly increase the traffic on this small road. This will be in addition to an already approved building and hotel which will have carpark entrances exiting and entering via Garthowen crescent. Although, this may have been earmarked as a high density area, one should consider the current road infrastructure and other infrastructure facilities such as public transportation when considering such projects. Although there is a metro nearby and buses, many residents may need to drive due to personal or work reasons because of the unavailability of direct or lesser connections required to make it to their destination within a reasonable time. Thus, instead of taking public transport, they will still need to drive which may create traffic congestion on this small road and by extension to other roads beside a very busy and large shopping centre.
We would like to request the NSW Department of planning, housing and infrastructure to look into this matter in full detail and consider our concerns seriously. Thank you.

I wish to lodge an objection regarding new development proposal around Grand Reve.
1. Impact on Living Amenity
Loss of Overshadowing and Natural Light: High-rise structures cast significant shadows, severely reducing natural sunlight for neighboring low-rise properties and public green spaces. This impacts both resident well-being and energy efficiency.
Infringement of Privacy (Overlooking): The height of the building creates a "towering effect," allowing direct views into windows of existing residents, leading to a loss of domestic privacy.
2. Infrastructure and Traffic Strain
Traffic Congestion: A high-rise development significantly increases population density. Existing road networks is obviously to lack the capacity to handle the surge in vehicle trips, leading to gridlock during peak hours.
Parking Deficit: If the development provides insufficient on-site parking, the overflow will spill into residential streets, depleting parking availability for long-term residents.
Pressure on Public Services: The influx of new residents may overwhelm local "social infrastructure," such as schools, medical clinics, parks, and public transport systems that are already at or near capacity.
3. Community Character
Properties that lose their views, privacy, or sunlight due to the new development may see a reduction in market value.
As new projects is welcome in our community, however, low-density projects is most welcome. Putting various high-rise building proposal around castle tower is obviously making our community into mess.

I own an investment property nearby, and I am concerned that this project will place additional pressure on Garthowen Crescent, which is already experiencing significant traffic congestion. The increased vehicle movements associated with a development of this scale will further strain local roads and reduce safety for residents.
I am also concerned about the visual impact. A high‑rise building in this location would be out of character with the surrounding area and would negatively affect the skyline, creating an intrusive and disproportionate presence in an otherwise low‑rise neighbourhood.
For these reasons, I do not support the proposal and ask that Council carefully consider the long‑term impacts on traffic, amenity, and neighbourhood character

I totally object to the proposed development of the 40-story mixed use development, application no; SSD-85238209
*The development is totally out of character for the area, 40-story's far too high *According to the shading plan our patio will be shaded in winter
*There appears to be no provision to widen Garthowen Crescent, the road is narrow and a particular problem at the top end around the day care centre, where there should be no parking, an accident waiting to happen when coming out of No 11 driveway.
*The driveway entrance/exit to this project is on Garthowen Crescent which will seriously increase traffic flow
*Exiting onto Old Castle Hill Road from Garthowen Crescent it's already a problem in peak times and will only become more difficult when the three Top Place towers opening onto Old Castle Hill Road open, and the proposed Garthowen Crescent multi story hotel and units start
*We are subjected to high pitch whistling from the Grand Reeve apartments (Garthowen Crescent). Will the proposed development balconies also create a whistling effect and or a wind tunnel
*The Metro is nearing capacity particularly in peak times, and with so many apartments being built from Castle Hill to Tallawong the situation is only going to get much worse
*Bus services to the city from Castle Hill have also been reduced
*Traffic around Castle Towers at the weekend is a nightmare
*Local schools are at capacity
*I also have serious concerns regarding electricity, water and sewerage infrastructure with all these multi story apartments coming online
