The height and scale of the development is completely unacceptable at 35-39 Darley Street East.
Darley St East is the main access to Mona Vale Beach, used by thousands of locals and other residents of Sydney.
It will set a precedent for the entire street to have similar development and become a canyon. It will ruin the whole ambience of the area, which is enjoyed by so many in NSW.
The height and scale will impinge on so many surrounding neighbors- cutting out sunlight and invading privacy.
The huge 8 storey development will create traffic chaos in the local area, and put undue strain on the infrastructure.
Mona Vale has a village atmosphere surrounding a small shopping centre. This development, and others of equally massive design, will destroy the location where so many resident enjoy the beach culture.
Recently many units and townhouse have been constructed in sympathy with this culture, as monitored by the local council.
Now the state government has taken this control away,the suburb is threatened with high rise appearing on every street.
How narrow minded and non environmental. If this dictatorial planning goes ahead, future generations will view the results with horror.
Please review the development and reject the development. Please also revisit the entire planning strategy for Mona Vale's future.

I am concerned about the excessive height and bulk of the building.
The building will be totally out of character with the street and set an unacceptable precedent within the suburb.
The bulk of the building does not allow for natural light within the project and will over shadow neighbouring properties.
The applicant argues that the additional height is justified because of the inclusion of affordable housing. I argue whether the proposal delivers genuine public benefit that is proportionate to the substantial planning concession sought. While increasing housing supply is important there is little evidence that allowing an additional two storeys will result in housing that is genuinely affordable for those on low or moderate income. The development appears likely to consist predominantly of high value apartments in a location where property prices are already among the highest in Sydney.
Existing Traffic and parking in Darley Street is amongst the worst in the suburb. The width of the road is narrow for the bulk of traffic that flows from the main shopping area to the beach. Mona Vale Beach carpark in summer regularly fills to full capacity during summer. As there is no roundabout at the beach end of Darley Street traffic comes to a stop with cars attempting to do three point turns. In the daytime when people are visiting the Beach and tradesman are servicing the properties the street is full of cars. In the evenings when all the residents are home the street is full of cars. Darley Street East does not need a building of the one being proposed.
Fire risk and loss of life is high with this proposal. The nearest ladder fire fighting truck is in Manly. It needs to be supported by a pump truck. How will those trucks be able to fight a fire of a tall building in a congested street as Darley Street.
Installing fire hydrants within the building will not help when the fire has taken hold and the building is cleared.
This developemnt will be the thin edge of the wedge that if allowed to go ahead in its current proposed form will set a precedent that will destroy the nature of Mona Vale that will be quoted on in years to come as the biggest mistake ever made by NSW Major Projects.
I reserve the right to comment further on this submission in relation to it's size, traffic congestion, and fire risk.

I am objecting to this development on the following grounds:
Excessive Height, Scale, and Bulk - This is far in excess of the well established low rise medium density of the precinct. The resultant reduction in amenity of space, natural light, and green foliage accommodating native species would constitute a significant degradation of the local environment.
Unsustainable Transformation of the Existing Character of the Precinct – This proposal should be viewed in the context of the consequences of the pursuance a wider strategy of developments of this nature in this precinct –
1. Current infrastructure is already at capacity:
a. Street parking is at saturation point throughout the precinct even at off peak periods at current population levels.
b. Traffic Safety would be seriously compromised. The intersection of Darley St East and Barrenjoey Rd is currently problematic re ingress and egress to the precinct. Any significant increase in the population (by 100-200%) would be unsustainable and unsafe.
c. Emergency Access would be seriously compromised. Emergency services – Fire, Ambulance etc would face serious challenges in achieving timely responses. This area is already host to a number of aged care and other facilities with a relatively high need for access to ambulance services in particular.
False Pretext of Affordable Housing – This development in particular is proposed on a site previously hosting a strata complex that was in fact affordable in the context of the precinct. The affordable housing component proposed by the developer in this project is less than one third of that of the complex it is replacing. Further, the few units proposed as “affordable” are clearly luxury units that cannot be regarded as affordable in any real sense. This is merely a fig leaf to enable the developer to increase the height and scale of the building.
My objection is not against development per-se. Rather, I support sustainable, safe, development in the context of the existing well established character of the precinct.

I oppose the project for the following reasons
Excessive scale and bulk: There should be wider setbacks to allow trees to soften the visual impact of the building.
Visual impact and character: The building too high for this location. It is perched on the crest of a hill so will dominate the view from the surrounding area. It is out of character with surrounding residential buildings. Four storeys would be more appropriate.
Traffic and parking issues: Darley street East is a very busy street with extremely limited parking, especially in summer.. This development will add another 100 vehicles plus vistors and service vehicles. This will have an unacceptible effect on traffic and parking in the street.
Excessive scale and bulk: There should be wider setbacks to allow trees to soften the visual impact of the building.

I would like to oppose the number / increase of stories and units of this project vs what is there today.
I am a local resident and Mona Vale is already so over crowded and busy in general and adding additional people is only going to amplify this.
Darley St east is already a busy street with traffic getting on to Barrenjoey banked well up the street on weekend / already limited on street parking, where will these additional residents & visitors park their cars? / and road safety risk with number of cars already maxed at peak hours I don’t see how additional residents in this condensed area will be able to work without significant impact to residents/safety.
It will also impact natural light and visual appeal of the street with increase in size of these blocks taking away from existing residents and blocks and creating towers in our beautiful community.
It isn’t sustainable to allow high density blocks into a small one way in and one way out area that is already at max capacity and what allowing a block in will mean for future submissions in our area. How could that possibly work logistically when we are already so congested.
