I have been a resident of Eastlakes for over 30 years and am aware that our shopping centre needed modernisation. Unfortunately, what has been planned is absolutely ridiculous. Yes, we need a new shopping centre and I accept that a certain amount of new housing will accompany it. However, what has been planned is absurd. It appears the latest is 18 storeys. That is far too high for a small suburb with no change to the infrastructure and roads which feed onto Gardeners Rd. There has to be a reasonable height limit, probably under half of what has been proposed. The ramifications of over-development will lead to stationary traffic for long periods, a strain on public transport and local facilities such as community hubs will not be able to cope with demand. We need a reasonable solution. What has been proposed is completely unreasonable.

Submission Objecting to SSD-90572458 – Eastlakes Mixed Use Development (19A Evans Avenue, Eastlakes)
I object to the proposed development at 19A Evans Avenue, Eastlakes.
While I support additional housing in appropriate locations, this proposal represents a significant increase in scale beyond the previously approved development. The application seeks buildings of up to 18 storeys and 62.9 metres in height, compared to the existing approval of 7–12 storeys and 40.8 metres. It also increases the floor space ratio from 2.11:1 to 5.29:1 and the number of dwellings from 425 to between 736 and 877 dwellings.
My concerns include:
1. Excessive Height and Bulk – The proposal is substantially larger than the approved development and is out of character with the surrounding Eastlakes area.
2. Traffic and Congestion – The developer’s own assessment predicts an increase of approximately 246 vehicle trips in the morning peak and 332 vehicle trips in the afternoon peak. Local roads, particularly Evans Avenue, Gardeners Road and surrounding intersections, already experience congestion.
3. Overshadowing and Loss of Amenity – The proposal acknowledges increased shadow impacts on neighbouring properties and Jack Mundey Reserve. Residents and park users should not bear the cost of excessive overdevelopment.
4. Insufficient Open Space and Landscaping – Despite the scale of the project, deep soil planting is limited to only 595m² (3.3% of the site area), which is inadequate for a development of this size.
5. Pressure on Local Infrastructure – Hundreds of additional apartments will place further strain on local roads, public transport, schools, health services and community facilities without corresponding infrastructure upgrades.
I respectfully request that the Department refuse the application in its current form or require significant reductions in height, density and traffic impacts before any approval is considered.

The height that this project wants to do now is way too high. The original 8-13 storeys (with the higher buildings not shading) is what people are okay with in the area. Also there is already congestion around the shopping centre with parking being almost completely full with the amount of buildings currently here. The original project had a library and health centre. Now it sounds like it wants to be squishing in as many people as possible and ruining the suburb. There is not enough green space available in the area to cater for as many apartments as the project is trying to do now. Eastlakes needs to be able to honour its multicultural community, and not simply turn it into a jammed environment with no community, culture with not enough facilities being provided.

Also there is no provision for recreation on the site which means that the adjacent Jack Mundey Reserve will not be able to cope with the additional number of people wanting to utilise its facilities. It is already very well patronised on the weekends. A house is not allowed to take up its whole block of land therefore this project should not be allowed to utilise all but 3.3% of the total area.

Exit onto the main thoroughfare, Gardeners Road, from Racecourse Place, is currently a bottleneck and banked back in the morning peak hours. I believe that having to many apartments above the new Eastlakes Shopping Center will cause alot of traffic issues in the area since the roads are not desinged for that many extra people. If we have more apartments on the top of Eastlakes Shopping center alot more than just timing of lights should be changed

NSW is in need of affordable housing, but this proposed submission goes way past originally approved applications.
EASTLAKES has no train station, a completely clogged with traffic on Gardeners Road that is already hard to cross by foot, nowhere for any visitors to park their car on the current surrounding streets, and the schools are already maxed out for new intakes.

I am concerned about the number of units and over developing the site.
I'm unhappy that there is no accessible entrance to the shopping precinct from the South of the site.
Public transport access does not seem to be very considered regarding the new design.

I object to the size of this development which is significantly greater than the original plans going back some time now. The height and scale does not align with anything in the area and will create many adverse effects. The immediate area does not have available capacity for the traffic which will be introduced, peak hours are already a crawl with limited exit points. Racecourse Place is a short stretch and leads to cars sitting on the round about impeding traffic to continue in the opposite direction. Now this development wants to add the entry/exit at this juncture. Changing the frequency of light changes might help a bit but it does also push more traffic to build up on the other roads, this being Gardeners Road.
The size will create shadowing on neighbouring properties including Jack Minded Reserve which is unfair to the many locals and families who enjoy one of the few open spaces in the area.
I sincerely hope this development is rejected and re-evaluated into something more aligned with the surrounding area, reduced in size, and better solutions to the future traffic issues.

The increase in number of storeys for the new apartments, and the increased number of apartments is too large, considering the transport limitations of Eastlakes (including narrow roads and bus/car only transport options). I support l development in the Eastlakes area but the changes to this proposal have gone too far.
