I strongly support this. The streetscape brick facade looks brilliant, and the overall architecture is modern without looking like it will date quickly - its good to see high quality design prioritised for TOD developments. This site is crying out for more density considering how close it is to the T-Way and Metro, as well as Norwest Business Park, if anything these TOD sites next to the Bella Vista and Kellyville Metro sites cant be developed soon enough...

I object to the proposed development at 33–37 Herbert Street and ask that the Department carefully consider the significant impact it will have on neighboring residents and whether a development of this scale is appropriate for the site.

Loss of Sunlight and Amenity
One of the things I value most about living in Unit 70 within Tower A is the natural light we currently enjoy. Our bedrooms, living areas and balconies receive sunlight for much of the day, particularly in the mornings and evenings. Natural light is an important part of our daily lives and contributes greatly to the amenity of our home.

The proposed 39-storey tower would sit immediately beside our much smaller building and would significantly reduce the sunlight currently enjoyed by residents. Beyond making our homes darker, this will affect simple day-to-day activities such as air-drying washing on our balconies, something many residents rely on.
It is difficult to understand why existing residents should lose such an important aspect of their homes to accommodate a development of this scale.

Excessive Scale
The proposed development is significantly larger than the planning controls currently permit. A 39-storey tower immediately adjoining our building is completely out of character with the surrounding area and represents a significant overdevelopment of the site.

The proposal seeks to increase the permitted building size to more than seven times the current limit. Such a substantial departure from existing planning controls should require exceptional justification. I do not believe the benefits of this development outweigh the impact it will have on neighboring residents and the broader St Leonard's precinct.

Traffic along Herbert Street is already heavy at peak times. The addition of 413 apartments, retail space and a 377-space basement car park will inevitably place further pressure on an already congested road network, increasing traffic, noise and pollution for existing residents.

Loss of Views
Our home currently enjoys beautiful views towards Chatswood from our bedrooms, living areas and balconies. These views are particularly special at night and contribute greatly to our enjoyment of our home.

The proposed tower would remove these views completely. While views are not guaranteed, I believe the impact on neighboring residents should be properly acknowledged and given serious consideration. Existing residents should not be expected to experience such a substantial loss of amenity to accommodate a development of this scale.

Water Infrastructure and Fire Safety
I am also concerned about whether existing infrastructure can support a development of this magnitude.
Our building frequently undergoes repairs and maintenance relating to water supply infrastructure, which suggests the existing system is already under pressure. Adding 413 apartments and a large retail component raises legitimate concerns about the capacity of local water infrastructure and the implications this may have for emergency services and fire safety.

Before any approval is granted, I believe there should be clear evidence that essential services and water supply infrastructure can safely support a development of this scale.

Construction Noise, Vibration and Potential Damage
The proposed development involves two substantial towers, extensive basement excavation and hundreds of apartments. Construction is likely to continue for several years and will inevitably result in significant noise, dust and vibration.

As someone with asthma, I am particularly concerned about the impact prolonged construction activity and airborne dust may have on my health and wellbeing. Residents living immediately beside such a major construction site will be required to endure years of disruption and reduced amenity.

I am also concerned about the risk of structural impacts, including cracking and damage to neighboring buildings due to excavation and prolonged vibration.
For residents in Tower A, the close proximity of the proposed building means we may no longer be able to comfortably open our windows due to noise, dust and the loss of privacy. This represents a significant reduction in our quality of life.

Cumulative Impact
This proposal should not be considered in isolation. St Leonard's is already experiencing substantial growth and ongoing construction activity. The cumulative impact of increased density, traffic, pressure on infrastructure and years of construction across the precinct must be properly considered.

Residents should not be expected to continually absorb the impacts of overdevelopment without proper regard for the livability and character of the area.
