There are several schools close to this project. The wither road already super busy, which cause heavy traffic jam in peaking hours. If this project developed, it will not only cause more problems of traffic to drop off and pickup kids in other school, but also cause more traffic to let people to take metro in rouse hill.

Traffic is getting worse in the area

The proposed development will have the following negative implications to my family and the other residents bordering MFIS, 20 Mungerie road, Beaumont Hills (SSD-56264716)

The property is situated a residential area zoned R2 as low density residential and is not suitable to have such a large school. Having a large school in the property was never in the planning cycle.

The roads have been constructed for residential traffic and cannot handle the traffic of such a large school.

Prior to Malek Fahd Islamic School (MFIS) acquiring the site, there was a small Armenian Primary School which had been closed for some time.

Since acquiring the property at 20 Mungerie Road and more recently the adjoining property, MFIS has acted deceitfully playing on the loopholes and regulatory arbitrage in the planning approval process, to gradually expand the school without revealing their true intentions.

Since the expansion of the school, we have suffered due to the following:

1. Increased traffic has made it difficult for me to exit Guardian Av and enter Mungerie Road during peak school times. This has resulted in my children being late to school and delayed school pickups.
2. Increase in noise due to the use of loudspeakers. This is particularly difficult and annoying as we work from home on a regular basis. It should be noted that the Public schools in the are does not use loudspeakers similar to the loudspeaker usage at MFIS.
3. Increase in the number of serious accidents on Commercial Road. Previously there were hardly any accidents in the area. However, since the expansion of the school, there are serious accidents at least once a month.

The development application SSD-56264716 will have the following negative impact on me, my family and my neighbours:

1. There will be no buffer zone between the MFIS and the residential houses similar to the design of the other schools in the area.
2. The school will be operating from 7.00AM to 7.00PM Monday to Friday. This is well beyond the normal school hours. What is the need for a bona fide school to operate until 7.00PM on a regular basis and beyond school days?
3. Increased traffic with hundreds of vehicles using Mungerie Road will making it impossible for me to get out of my premises during peak school hours.
4. The traffic plan submitted (appendix 9 to EIS) is flawed as it has not been prepared by an independent party and it is not based on the facts. The plan has been commissioned by MFIS, as such it will naturally be supportive of MFIS’s requirements rather than the community impact.
5. The school by default caters only to Muslim students, the population in the area is not sufficient to sustain the two growing Islamic schools in the area (MFIS and Australian International Academy). As such school will cater mainly to students residing outside of Beaumont Hills, which will require vehicle transport as opposed to walking to cycling to school as assumed.
6. The existing roads cannot handle this increased traffic during peak hours. Mungerie road (from Withers road to and from MFIS) needs to be widened to handle the extra traffic.
7. Installation of traffic lights at the Withers Road/Mungerie Road intersection and Mungerie Road/Guardian Av intersection is required to ensure the safety of road users and provide the residents living on and off Guardian Avenue the ability to enter/exit during peak times, as there is no alternative option to connect Withers Road via Mungerie Road.
8. Traffic lights have been installed to manage the traffic to Ironbark Ridge Public School. As MFIS will be a much larger school, traffic lights need to be installed as mentioned above and at the crossing on Mungerie road.
9. The increase in the traffic will lead to an increase in the number of vehicle accidents in the area. We are already seeing an increase in the number of accidents on Commercial Road since the last expansion of MFIS.
10. Increased noise will make it difficult for us to work from home.
11. The construction of the 2 story classrooms close to the boundary could block the sunlight and air flow to my property.
12. The planning application refers to the construction of a 3 story Payer Hall. However, from the design and the height of the building, it appears to be a fully-fledged Mosque similar to the Mosques at the other MFIS school.
13. The height of the proposed 3 story Prayer hall / Mosque violates the maximum height allowed for R2 zones, which is only 10 meters.
14. Based on the past practices, MFIS is not being fully transparent about the construction of the Mosque and its future use. For example, is the Mosque going to be used as a place of worship in the future given that there is no Mosque in the area?
15. Trees and Landscaping - According to the EIS, the DA will result in the removal of 133 trees will have adverse impact and could lead to an increase in the overall temperature in the neighbourhood. It is mentioned subsequently in the EIS, that there will be a net addition on 90 trees. This is inconsistent with the visuals in the SEAS application, which does not show 223 trees on the property.


The proposed development will have the following implications for Australia:

1. Who is the mystery funder funding the $135.8mn (inclusive of GST) development? Is the Kingdom of Saudi Arabia ?
2. What is the source of fuds?
3. What’s the objective of the funder?
4. Are the objectives of the mystery funder in the best interest of Australia, social cohesion and national security?
5. Despite claiming to be committed to “cultural diversity” in effect MFIS is not an inclusive and diverse school due to its curriculum and segregation practices, which excludes their students from the broader Australian community. This creates social exclusion which will be detrimental to Australia’s multiculturalism and social cohesion.
6. Is the development being supported by any Politicians? If so how much has been donated by MFIS and related parties to the respective Political parties?

The proposed development will have the following national security implications:

1. MFIS does not fully embrace Australian laws, values and way of life. The school operates in Arabic (even answering the phone in Arabic) and Islamic principles. MFIS actively discriminates against Girls through a strict gender segregation and unform policy.
2. The social segregation and lack of cultural diversity could plant the seeds for religious extremism in the future due to the lack of social integration and cohesion. This could lead to domestic terrorism in the future, based on the experience of other countries. There are plenty of example where Islamic schools such as MFIS funded by countries such as Saudi Arabia has led to extremism and domestic terrorism.

This proposal is not just a school expansion. The submission is for the build of a 3-storey mosque. There is nothing like it in the area. It will have a massive impact and cause significant disruptions on this quiet suburb, not just on school days and within school hours. The disruption with traffic of the school expanding to over 1300 students is going to increase the strain on throughput of cars that is already being seen in Beaumont Hills prior to this expansion. The visual impact of a 3 storey mosque is unprecedented and unfair for residents of various and multiple faiths to have a single religion so significantly imposed upon them in a quite neighbourhood where they have been living years, decades or some of them their whole lives. The land on which the school is built is zoned appropriately as R2 Low Density residential. The maximum allowable height is 10m, the proposed 21m prayer hall is a direct contradiction of this zoning. The zoning is in place to protect residents from exactly this kind of dominating structure. Already parents from Malek Fahd illegally double park in and around the traffic circle at Roy Dudley Reserve at student pick up time because the roads to not sufficient cater for the size of the school as it currently is. This traffic creates delays of up to 20 minutes sometimes to get in and out of a relatively small suburb. Expanding from 700 students to over 1300 is going to exacerbate and gridlock the Beaumont Hills suburb at school drop off and pick up times. Additionally, with the proposal being a Mosque, the impact of increased traffic will extend beyond school pick up and drop off times to whenever Mosque activities are taking place, eg: over the weekend and at night. This is grossly unfair to residents in the area.

The surroudning infrastructure is not built to accomodate the expansion of the school. Currently the traffic is very bad that we struggle to pass through withers road while commuting. Plus no traffic rules are followed during school hours. The expansion may cuase more chaos and delays for the residents.

The traffic on withers road is already terrible during school hours, our community cannot afford any more traffic jam and delays every day. It’s not appropriate to expand any school before major traffic improvements

I am living just next to Malek Fahd Islamic School. I do not wish to proceed the expansion. I believe after the expansion, there will have more students come to the school and the road traffic will be worse. Also as a resident, I do not want the school building to block the light of my back yard.

The surrounding road are not capable to absorb the volume of extra cars or buses to drop off or pick-up

Currently, it already takes over an hour to navigate the area around the school during morning drop-off and afternoon pick-up times. Expanding the school will undoubtedly bring more students, staff, and families into the area, significantly increasing the volume of cars. This added congestion could lead to even longer travel times, creating gridlock not only around the school but also on surrounding roads. With the current infrastructure struggling to support existing traffic levels, it is highly unlikely that any additional measures would sufficiently alleviate the situation.
With more vehicles on the road, the safety of students, parents, and pedestrians is likely to be compromised. Narrow roads, already overcrowded with cars, present a significant hazard, particularly during peak hours. Expanding the school without addressing these safety concerns would put our children at increased risk and add pressure to an already overburdened traffic system.
Expanding the school will require additional resources—both in terms of staff and services. Given that our local infrastructure, including healthcare, public transport, and social services, is already stretched thin, further strain could impact the quality of services available to the community. Additionally, there may be a need for further investment in roads and traffic management systems to accommodate the increase in people, which could divert funds from other essential projects or services.
More vehicles on the road contribute to greater air pollution and carbon emissions, which contradict efforts to improve environmental sustainability in our community. An increase in traffic congestion could also affect local noise levels, further diminishing the quality of life for residents living near the school.
Rather than expanding the school, I encourage the council to explore other option or a different location for the school.

I am writing to express my strong objection to the proposed development plan for the school which aims to increase the number of buildings and height of buildings on the school premises. While I understand the intent behind the expansion, I firmly believe that this development will have significant negative implications for our community, particularly in terms of traffic congestion.
As a long-standing resident of Beaumont Hills, I have observed the existing traffic patterns and congestion issues that plague our area, especially during peak hours. The addition of new buildings to the school will inevitably lead to increased vehicular traffic, exacerbating the already critical situation. This development will not only affect the residents but also pose safety risks to students, parents, and staff members commuting to and from the school.
The current infrastructure is not equipped to handle a substantial increase in traffic. Our roads are already congested, and adding more vehicles will only lead to longer commute times, increased pollution, and heightened frustration among residents. Furthermore, there is high risk of serious injury or fatality due to the current state of the roads. The safety of pedestrians, particularly children, is also a major concern, as increased traffic heightens the risk of accidents.
Already there is daily examples of parents using nearby driveways to abruptly stop to pick up their kids and to complete illegal u-turns. Their disregard for others safety including their own kids has causes much anxiousness with local residents. This with the high volume of vehicles creates accidents awaiting to happen.
I urge you to consider alternative solutions that do not involve expanding the physical footprint of the school.
