Key Concerns raised by Committee Individual Submissions:

1. View Loss — The proposed 37-storey tower will substantially or totally obstruct my current city skyline views. I request a detailed view loss analysis including photomontages taken from multiple levels at, 245 Merrylands Road.
2. Solar Access and Overshadowing — The building's massing will adversely impact afternoon solar access to north-west facing apartments at 245 Merrylands Road. I request supplementary overshadowing analysis specific to this property across multiple seasons, and confirmation of compliance with Cumberland DCP 2021.
3. Traffic and Congestion — Merrylands Road already operates at or near capacity. A 37-storey mixed-use development generating residential, commercial and retail traffic will worsen existing congestion. I request an independent peer review of the Traffic Impact Assessment, including cumulative impacts from other nearby developments.
Policy Object Acknowledgement - Acknowledge the policy objective of affordable housing delivery, but submission of this proposal does not displace the obligation to properly assess and mitigate amenity impacts on existing residents. I request that consent be refused or that the proposal be substantially redesigned, with independent peer reviews of view loss, overshadowing and traffic assessments required as a condition of any further consideration.

5- Affordable housing usually decrease the value of other properties in the area. I do not want to lose the value on my property.
6- Safety and Security Considerations: A significant increase in population density without corresponding investment in local services and infrastructure will impact perceived and actual safety.
Adequate planning for lighting, public space design, and community safety measures should be clearly demonstrated.

1. View Loss — The proposed 37-storey tower is expected to significantly, if not entirely, obstruct existing views of the city skyline. A detailed view loss assessment is requested, including photomontages from multiple levels at 245 Merrylands Road.

2. Solar Access and Overshadowing — The scale and massing of the building will negatively affect afternoon sunlight to north-west facing apartments at 245 Merrylands Road. A supplementary overshadowing assessment specific to this site is requested across different seasons, along with confirmation of compliance with Cumberland DCP 2021.

3. Traffic and Congestion — Merrylands Road is already operating at or near capacity. The addition of a 37-storey mixed-use development, incorporating residential, commercial, and retail components, is likely to exacerbate existing congestion. An independent peer review of the Traffic Impact Assessment is requested, including consideration of cumulative impacts from surrounding developments.

4. Policy Objective Acknowledgement — While the objective of delivering affordable housing is acknowledged, it does not remove the responsibility to thoroughly assess and mitigate impacts on the amenity of existing residents. It is requested that consent be refused or, alternatively, that the proposal undergo substantial redesign, with independent peer reviews of view loss, overshadowing, and traffic impacts required prior to any further consideration.

To whom it may concern,

I am writing to raise concerns regarding the proposed residential development on Pitt Street, particularly in relation to traffic and local infrastructure capacity.

Pitt Street already experiences noticeable congestion, especially during peak hours. The scale of the proposed development is significant and will introduce a substantial number of additional residents, vehicles, and service traffic into the area.

As a resident we are concerned that the existing road network does not have the capacity to accommodate this increase without resulting in:

* Increased congestion and delays
* Pressure on existing limited public Infrastructure.
* Additional pressure on surrounding local streets

It is also important that the proposal considers the cumulative impact of other developments in the area, as ongoing growth is already placing strain on local infrastructure.

I request that DPHI carefully assess whether the current road and transport infrastructure can adequately support a development of this scale, and ensure that appropriate mitigation measures or upgrades are considered.

Thank you for your consideration.

i have recently bought my first apartment as a first time home owner just down the road from this proposed development. buying my first place was incredibly difficult, and i am scraping together pennies to be able to afford it and feed myself. having a development like this come up means that the property i am struggling to keep is going to reduce in price significantly. the hard work i have put in to get my foot in the door would have little meaning if more high rise developments come up. it also means the cost of everything local may go up with the increase in demand with thousands of new people coming into the area. the quality of the people in affordable housing is questionable, meaning there is a possibility of the area increasing higher crime rates than it already has.

I am a resident of 245 Merrylands Road and directly affected by the proposed 37-storey development at Pitt and McFarlane Street.

While I acknowledge the objective of increasing housing supply, the current proposal does not demonstrate that impacts on existing residents have been adequately assessed or minimised.

The scale and bulk of the building will materially affect established views from surrounding apartments, yet the exhibited material lacks detailed, receptor-specific photomontages and independent validation. There is also a likely reduction in afternoon solar access to north-west facing dwellings, which has not been sufficiently assessed across seasons or clearly aligned with the intent of the Cumberland Development Control Plan 2021.

Traffic impacts are another concern, noting existing congestion on Merrylands Road and limited evidence of cumulative impact analysis.

I request refusal of the proposal, or substantial redesign supported by independently reviewed assessments.

Subject: Objection – 37-Storey Development, Pitt Street Merrylands

I am an affected resident of 245 Merrylands Road and object to the proposed 37-storey mixed-use development.

The scale of the proposal is excessive and will result in significant loss of existing views and reduced solar access to nearby apartments, particularly those with north-west orientation. These impacts have not been adequately demonstrated or mitigated in the exhibited documentation, and there is insufficient building-specific analysis to support the conclusions presented.

The proposal also fails to convincingly address existing congestion on Merrylands Road or the cumulative impact of nearby developments. The Traffic Impact Assessment requires independent review.

Overall, the development places disproportionate impacts on surrounding residents and does not clearly align with the intent of the Cumberland Development Control Plan 2021 regarding amenity.

I request that the application be refused or significantly reduced in scale with revised, independently verified assessments.
