I am a resident who lives very close by this proposed development. I am opposed to the development in its current format for the following reasons:
The current premises is an age care facility but the new premises has very few age care beds. It appears to be a high end residential development with a quasi aged care element thereby not meeting the needs of aged care recipients thereby not meeting the urgent national need for aged care facilities and beds. Actually this change will add to the problem!
The property is massive and is incompatible with any other surrounding property on the street in the vicinity. This will change the amenity and add significant strain to parking on and already stretched Street.
Our house floods every time there is significant rainfall due to run-off from the street as there is completely insufficient stormwater drainage. This new structure will add even further pressure to flooding on the street due to its size and surface area during significant rainfall.
We have not been consulted with at all from the developer which is unsatisfactory given our very close proximity.
If this building is granted an approval a precedent will have been set which will ultimately change the face of Ocean Street Narrabeen forever with future large scale developments being sought.
This large development will cast significant shadowing, loss of privacy and importantly loss of sunlight and views for many of the surrounding houses which is an unfair and unacceptable loss given the cost of property in this area. Such a loss is bound to impact property values.
Given the depth of this new development, what are the guarantees of protection of the water table and any possible erosion impacts given we are all built on sand on this street?
Are there any significant impacts to wildlife or fauna or resident’s Gardens on the street caused by shadowing and removal of habitat when currently large trees are removed?
This development poses many substantial impacts to existing residents on Ocean and Lagoon st and A much more improved and negotiated outcome has to be discussed thoroughly with our community and impacts all heard and thoroughly considered and addressed.

We are long time residents of Narrabeen and use Ocean Street and the adjacent streets daily both for driving and morning walks. Our grandchildren are members of North Narrabeen Surf Club and are frequent users of Ocean Street to access their weekend sport at the beach. We believe the increased traffic, both residential and service vehicles will create unsafe conditions for both adults and children in the local area and for those who travel to Narrabeen to visit our beautiful beach.
This oversized development is way too big for the local area that already does not have sufficient parking to accommodate the local residents, visiting locals and tourist visiting the famous beach at North Narrabeen.

As a long-time resident of the Northern Beaches I was greatly concerned to learn of the proposal to re-develop the previous Wesley Mission site located at 156 Ocean Street, Narrabeen. My concern does NOT stem from the proposed purpose of the site (Wesley had operated the site as a retirement living facility for many years), however, I am horrified by the scale and bulk of the “Indigo” proposal in a prime position bordering Narrabeen Beach.
The proposal clearly shows that the Indigo plan is over-development ! It would be totally inconsistent with the ambience of North Narrabeen which is low-rise beachside suburb. While the Wesley Mission village was a substantial site its two-storeys blended in with the surrounding area. The height of the proposed Indigo development is over 21m way over the 8m laid done by the local government authority. Indigo will stand out as a massive blot on the surrounding landscape. It will be reminiscent of old 1950’s style public housing (i.e. blocks of flats).
This is totally incompatible with the existing residential character of Narrabeen.
Surely some attempt to blend in with the immediate surroundings and the general character of Narrabeen beachfront should be a priority for the developer. Besides the excessive height of the building, the block is inadequately set back from the boundaries. There will undoubtedly be overshadowing and loss of privacy for adjoining residents.
I am greatly concerned that if this development should proceed in its current form it will create a precedent for Narrabeen and the Northern Beaches region generally. People do not want this to happen ! A more sympathetic approach is required.
To summarise my issues with this proposal are:
> height, setback
> bulk and adverse visual impact
> overdevelopment
> inconsistency with local character
> unwanted precedent for a highly valued beachside area
> far outside accepted LEP parameters

I object to this project for a few reasons;
The number of units will create crowding around already crowded streets. Parking for residents will become incredibly difficult.
There is a primary school close by and the additional traffic will create safety concerns for the young students. It is already a high traffic area at school times.
Ocean Street traffic has increased steadily over the past 10 years and has no capacity to be anything but one lane either way.
The proposed visitor parking allocation is ridiculous. 7 spots will not nearly cover the requirements of residents and will only add to congestion on the streets. Other similar developments locally have triple the amount of visitors spots for half the number of proposed units.
These units will be incredibly expensive and will not offer any affordable living options for seniors restricting options for locals.
This is a high flood area and many resident rely on street parking on both Lagoon & Ocean Street in times of heavy rain. The Lagoon Management and opening of the mouth to the sea is such that flooding is inevitable from time to time.
The construction will completely block the Streets for an extended period creating limited access for all residence around the proposed site.
And finally the height of the development will completely change the landscape of the area. It is a place that has limitations because of its proximity to the Lagoon and the Sea and over development will damage the local environment.

I used to own a unit on Ocean Street, and now I travel along it to visit cafes most weekends - so I am very familiar with the street.
I wholeheartedly object to this project based on -
a) its height and scale which is FAR TOO BIG for the site and location, it's completely out of sync with other units and houses on the street, which it would dwarf; it would dominate and overwhelm the streetscape, could not even be hidden by trees, because it's so big, and it would change the character and feel of Ocean Street forever. 3 stories is plenty on Ocean Street.
b) there are insufficient car spaces for residents and visitors which would impact street parking - of which there is already not enough for existing residents. Many apartment blocks in Ocean Street are older style and do not have off-street parking.
I am not against over 55s housing or aged care facilities, but I believe this project should be scaled back in height and scale, and something more sympathetic to the streetscape proposed. In its current state, it would be a complete eye-sore. Thank you.
