11 stories is so overscaled for this area. I live in North Street and it’s such a small laneway type street and is already dangerous manoeuvring along it when trucks and tradies speed through. Additionally, parking is horrendous .
The scale of building will cause overshadowing to my home and neighbourhood and this part of Leichhardt has mostly heritage homes on small streets. I can’t understand why Leichhardt needs to do all the heavy lifting in the Inner West to meet the state governments demands for more housing.
In addition, a smaller proposal was knocked back in the Land and Environment Court , but this larger proposal just skips the usual process and is ushered through. Surely that’s embarrassing at several levels of government.
Townhouses here I get, in keeping with the Allen Estate, but this developer MONSTER just reads as a greedy oversized whopper to make more money while the government sleeps on normal building processes so that they can win the next election.
Surely it doesn’t go ahead with these proportions.

This development is not appropriate for a quiet residential street in Leichhardt. High-density apartment projects are better suited to major transport corridors such as Parramatta Road, where the surrounding infrastructure is designed to accommodate increased traffic, population and activity.

Leichhardt's residential streets were never intended to support developments of this scale. The proposal would significantly increase traffic congestion, on-street parking demand and pedestrian activity in an area that is already under pressure.

Of particular concern is the close proximity of schools and childcare centres, all within approximately 100 metres of the site. The increased volume of vehicles would create additional safety risks for children, families and local residents during peak drop-off and pick-up times.

William Street already functions as a busy secondary road. Adding hundreds of additional vehicle movements would make it even more congested and less safe for everyone who uses it.

Large-scale developments should be located on main roads where the infrastructure can better support them—not on residential back streets where they fundamentally change the character, safety and liveability of the neighbourhood.

I understand that development and more housing is important and that there is a need for more density in areas of the inner city well served by transport and other amenities. I would like to see this development not affect neighbours to too great a degree and would like to focus my comments on both parking and traffic in North St Leichhardt .. which feeds down to William St. North St is already at full capacity. It is functionally a one way st with no ability for two cars to pass each other given the perpetual cars parked on both sides of the street. The addition of even 10 more cars seeking to park here would leave it impossible to find a park that people could lave their cars without restirction anywhere nearby. It is not clear to me from the documents where the entry and exit points will be for this development but I strongly object to any more traffic being fed directly onto North St - ie William St is much wider and better able to cope with increased flow. North St should have traffic calming as it is used already as a rat run between Paramatta Rd and City West Link. I feel like the car park to apartment ratio should not be reduced from what is stated and that efforts should be made that each apartment has at least one dedicated car space to avoid numerous cars splilling onto already full nearby streets seeking parking. I am also concerned about the park on the corner of North St and William St being in shade adn would like to point out this is already well used by many families and children.

I am writing to object to this development. Only 15 units (7.4% of the build) are allocated as affordable housing, which is below the level required under the National Housing Accord to justify any bonus height or FSR. Along with this, the quality of road and footpath in that location is already low, making it unpleasant and dangerous to walk over. I am not against new housing or development in the area, but this proposal is out of scale, poorly justified, and would come at a real cost to the people who already live here. I object to the proposed project for the following reasons:
- it is completely out of scale in height and massing to the surrounding low rise residential area.
- it is not in keeping to the character of the of surrounding area.
- excessively overshadow southern properties affecting the owner's and resident's wellbeing and quality of life.
- it substantially exceeds the required floor space ratio for the area.
- will substantially impact property values in the area.
- public and private primary school capacity is already at its peak with no ability for current schools to extend and cater for increased population.
- there is inadequate road, parking, transport and outdoor facilities for such a substantial increase in population in this quiet area of Leichhardt.

The planned project is a massive overdevelopment for this site. Up to 10 storeys is fine for Parramatta road precinct, but there is nothing similar within this area. A development similar to the Hawkins Place apartments on Norton St would be suitable, and a more appropriate scale for the area. This block already has absorbed 143 apartment/townhouses on the Allen Estate in the 1990s, and a strip of modern terrace style houses on North St in the 2000's, which is too narrow for 2 cars to pass each other, so is regularly blocked. Most residents happily support reasonable development in the area, but there are large redevelopments planned already on Marion St and Lords Rd, which will supply hundreds of apartments. This application should be rejected.

On 19 December 2023, Commissioner O’Neill of the NSW Land and Environment refused an earlier development of this project by Anprisa Pty Ltd (DA/2021/0437 (Stage 1 Concept Plan) and DA/2020/0501 (Detailed Development Application)) due, primarily, density issue. It seems as though the new proposal, now with Ceerose as the lead developer (this is unclear), has "solved" this problem by increasing the density! This is clearly retrograde and not in the best interests of the local Leichhardt North community. They argue that this is fine as the "future of the area" is under a 12.5m envelope and their towers will not be as obvious. This is a fallacy.

A few other points:

1. This development is partly argued on grounds to meet the State's "housing crisis." Yet, under this proposal, less than 10 of the 200 units will be affordable, and those with a caveat of 15 years (whatever that means). So clearly there is no tick in that box.

2. This is no supporting infrastructure within the local community to support such a large development. The local schools are maxed out, the roads are already tight and busy, there is a lack of parking (they are clearly joking if they think 239 spaces for 200+ units means that local parking won't overflow!), and local amenities, such as parks, are already stretched.

3. The reason people want to live in this part of Leichhardt is that it is medium density, small detached and semi-detatched houses. A sympathetic development, such as the Allen St Estate, or the existing factory conversion on of the Cyclops end of this development or the West St-Allen St Conversion, are welcome however such gross towers as these are inappropriate for this small community.

Redevelop the site, but make it human-scale, so keep it within the envelope of the existing factory. Not every community wants to live in an Asian mega-city style, and we are certainly part of that group.

I live in North Street Leichhardt which adjoins the proposed overdevelopment in William Street.
If this overdevelopment goes ahead, the volume of traffic in the adjoining streets will be out of control .
North Street is one of the narrowest streets in Leichhardt and already it is often impossible to get a park. If this development goes ahead my quality of life will be destroyed. I am elderly and already when I return from the shops with groceries there is often no parking and of an evening it is even worse, if I go out I usually have to park streets away when I return.
Two cars cannot pass easily at all in the street usually, you have to pull into a driveway so someone can get past - if this proposed development goes ahead there will be a massive amount of traffic buildup in the street.
I believe An earlier smaller proposal to develop this building in William Street was turned down by the Land and Environment Court, This latest proposal is insane, for it to pass now it will be like Trump’s America where the courts are disregarded and what the people want is disregarded.
Also the pitiful amount of affordable housing propose In this massive development Is disgusting.
I completely object to this development going ahead.

I strongly object to this submission due to the gross overdevelopment of a location that is not suitable for such a large development. William St and surrounding streets in Leichhardt are narrow and mainly populated with a mix of single and double storey residences. To try and squeeze this many buildings with up to 11 levels in this location is disgraceful. This scale of development would be more suited to Parramatta Road than trying to be stuffed into Leichhardt.
There are huge implications for local residents in terms of current amenities, parking, liveability, overshadowing, privacy and more.
This application was previously turned down by the Land and Environment Court for these reasons,and that was before the applicant doubled down and increased the scale even more.
Local residents in Leichhardt are sick and tired of being ignored by local council, and State Govt who are trying to wreck our suburb by allowing developers to ride rough shod over us and trying to destroy Leichhardt in the dubiously named “Fairer Future” plan to more than double the amount of residences in Leichhardt despite overwhelming opposition to these proposals. Enough.

I object to this development.
