Objection to High-Rise Housing Development

To Whom It May Concern,

I am writing to express my strong objection to the proposed high-rise housing development in our coastal area. While I understand the need for housing, I believe this particular development would have severe and far-reaching consequences for our community and the environment.

Traffic Concerns

The development would significantly increase traffic in our area, exacerbating existing congestion and putting a strain on our already-overburdened infrastructure. This would not only affect commuters but also emergency services, impacting response times and public safety.

Floodplain Impact

The proposed development would also have a devastating impact on the local floodplain and coastal ecosystem. Our area is prone to flooding and storm surges, and the increased density and hard landscaping would only serve to worsen this issue, putting nearby properties and residents at risk. We cannot afford to compromise the safety and well-being of our community in the name of development.

Incompatible with Coastal Character

The high-rise development would dominate the coastal landscape, disrupting the natural beauty and tranquility of our oceanfront area. The proposed development's scale and design would be jarring and out of place in this sensitive coastal environment, eroding the community's unique charm and character that makes our area so special. Our community's laid-back atmosphere, scenic views, and sense of neighborhood would be lost forever, replaced by the congestion and anonymity that often accompanies high-rise living.

Precedent for Future Development

If this development is approved, it would set a precedent for future developments in the area, forever changing the character and landscape of our coastal community. We risk losing the unique qualities that make our area special and desirable. I urge you to consider the long-term consequences of this decision and the impact it would have on our community's future.

I respectfully request that you reject this proposal and prioritize the well-being and safety of our community and the preservation of our natural environment.

While I understand the need for thoughtful and sustainable development, I believe this proposal is inappropriate for our area due to its excessive height and scale, its incompatibility with the existing neighbourhood character, and its potential to undermine the quiet, coastal residential feel that defines this community.

1. Height and Scale
The proposed building’s bulk and height are inconsistent with surrounding properties. Ocean Street and its adjoining streets are characterised by low- to medium-density dwellings, generous setbacks, and a strong sense of openness. The Indigo proposal would dominate the streetscape and set an undesirable precedent for future overdevelopment. It would also reduce natural light and visual privacy for neighbouring homes.

2. Neighbourhood Character
The architectural style, massing, and intensity of this development are at odds with the established character of the area. The design appears more suited to a dense urban environment rather than a coastal residential suburb. The proposal risks eroding the charm and visual harmony of Ocean Street, which currently balances residential comfort with green space and community amenity.

3. Community and Environmental Impact
Increased density will inevitably lead to more traffic congestion, noise, and parking pressure on local streets, which are already limited in capacity. This will affect pedestrian safety and the overall liveability of the neighbourhood. Furthermore, large-scale construction of this type can have adverse environmental impacts, including loss of mature vegetation and disruption of local wildlife.

4. Precedent and Planning Integrity
Approving a development of this scale would send a concerning signal to other developers that height and density controls in this part of the Northern Beaches are flexible or negotiable. Maintaining adherence to planning controls is essential to protect community expectations and to preserve the balance between growth and local character.

In conclusion, I urge Council to refuse this development in its current form. Development on this site should be sympathetic to the existing residential context — moderate in scale, well-landscaped, and designed to enhance rather than overpower the surrounding neighbourhood.

Regarding: SSD-76220734 - 156 Ocean Street Narrabeen.

I am concerned local resident that doesn't want the permitted developments rule to be changed by the over sight of allowing this development to take place.

I object on 3 points:

1. Planning regulations
This development does not appear to form part of the NSW State Environmental Planning Policy (Housing) 2021, as the suburb of Narrabeen & Warriewood was excluded from stage 2, did this change? If so were the Northern Beaches Council informed?

2. Incompatibly
It will be over double the height of other buildings in the street.

3. Traffic
The increased service vehicle traffic will create unsafe conditions for children walking to the beach on Ocean St, there are already not enough safe crossing points as it is.

We have lived in this area for the past 5 yrs and i object to the scale of this development for the following reasons:
1. The traffic and parking situation on Ocean Street is currently not only troublesome but dangerous as it's congested and extremely narrow with parked cars and forms many blind spots for the abundance of children in this area and the elderly. The current development will deliver a large increase of traffic from the main building out onto Ocean Street thus increasing the risk of traffic and pedestrian accidents
2. The proposed higher level will plunge lower lying properties in the area into darkness
3. The size and scale of the current plan will be out of character and footprint for this area and will be seen for miles
4. The property will bring with it an increase in domestic pets such as dogs, which will increase the noise levels when pets are left unattended, which is a common problem in mass high rise buildings
5. We only have a small Woolworths shopping area with limited parking and will be stretched if this development goes ahead
6. Bin day already causes congestion in this area and to have another 149 bins added will be disastrous
7. Wildlife will be greatly affected as trees and local vegitation are important for this area.
8. This will set a dangerous precedence to build such a big and high building around this beautiful area, as developers will jump at further opportunities turning this area into a concrete jungle
I seriously ask you to reconsider the height of this building and look for ways to empty cars out into other streets and not just Ocean Street
