I acknowledge that Mona Vale is a designated town centre under the NSW Low and Mid-Rise Housing Policy and that medium-density development is permissible within this planning framework. However, State Significant Development must still demonstrate that it responds appropriately to site-specific constraints, protects residential amenity, and supports the long-term social, environmental and community wellbeing of the area. In my view, this proposal fails to do so. Although six-storey development may be permissible in parts of a town centre, this site is located at the end of a narrow, no-through cul-de-sac. Concentrating three large apartment buildings and 81 dwellings in this location represents overdevelopment of a constrained access environment and introduces unacceptable traffic, servicing and emergency access risks. The daily vehicle movements generated by residents, visitors, deliveries and waste services cannot be safely accommodated within a dead-end street with no alternative circulation options. The proposal’s scale, height and proximity to neighbouring properties are excessive for this location. If a development of this intensity is to be contemplated, it must be set back substantially from adjoining residential boundaries. The current layout places significant built form too close to existing homes, resulting in overshadowing, loss of privacy and visual dominance. A reduction in height and massing, along with increased setbacks and a more articulated building form, is necessary to protect sunlight access and residential amenity and to provide an appropriate transition to surrounding low-rise development. There is insufficient evidence that local infrastructure can support the population increase generated by this proposal. No clear or funded plan has been provided to address impacts on local roads, drainage, utilities and community services. The scale of intensification proposed is comparable to much larger precinct-based developments, yet it is being delivered without corresponding infrastructure planning or upgrades. The proposal does not convincingly demonstrate that increased hard surfaces, basement excavation and altered overland flow paths will not worsen flooding impacts on neighbouring properties or the surrounding street network. The site and surrounding area currently support established vegetation and habitat used by native fauna that coexist with the existing neighbourhood. The proposal does not adequately address the loss of trees, habitat fragmentation or cumulative environmental impacts, nor does it demonstrate how biodiversity values will be meaningfully protected or enhanced as part of the development. The building design raises concerns regarding environmental performance. The proposal appears to rely heavily on mechanical heating and cooling rather than demonstrating a strong commitment to passive solar design, natural ventilation and climate-responsive layout. Alternative design and layout options should be explored to reduce long-term energy demand and minimise the development’s environmental footprint. Beyond physical impacts, the proposal fails to adequately consider social sustainability, mental health and community wellbeing. Darley Street West and the surrounding neighbourhood have historically supported family living, social cohesion and a peaceful residential environment. Introducing a high concentration of residents into a confined cul-de-sac risks increased noise, congestion, loss of outlook and reduced sense of safety, all of which are recognised contributors to stress and diminished mental wellbeing for both existing and future residents. High-density living, when poorly located and inadequately supported by infrastructure and open space, can also increase perceptions of crime and antisocial behaviour, particularly in areas not designed for high pedestrian and vehicle volumes. This proposal does not demonstrate how community safety, passive surveillance or social integration will be meaningfully addressed, nor how the existing community fabric will be protected from erosion through overdevelopment. While the inclusion of an affordable housing component is acknowledged, it appears to be used primarily to justify increased height and bulk, while the majority of apartments are likely to be priced beyond the reach of most local residents. This does not represent a balanced or place-responsive approach to housing delivery. As a State Significant Development, this proposal bypasses local planning controls and significantly limits community influence over outcomes that will permanently reshape this street. This places an even greater responsibility on the proponent to demonstrate exemplary design quality and sensitivity to local context, which has not been achieved. Medium-density housing can be appropriate in Mona Vale, but this proposal is not appropriate for this site in its current form. Approval should not be granted unless there is a substantial redesign that includes reduced height and bulk, increased setbacks, protection of residential amenity, meaningful environmental outcomes, genuine sustainability measures, and a realistic response to traffic, infrastructure capacity and community wellbeing.

I am writing to you to submit my strong objection to the proposed development planned for 159-167 Darley Street West, Mona Vale.
1) Our Experience Darley Street W traffic management /transport issues
- We are within a walking distance of Pittwater Place and Woolworths and approx 1 km for B Line bus service but require the car for main shopping and commuting generally
- The suggested distances, terrain and proximity to bus stops is impractical in reality particularly if you are elderly or have some form of disability
- Darley Street West is approximately 300m long from Pittwater Road traffic lights
ending in a cul-de-sac. Parking capacity is approximately 500 cars The proposed development will add 163 car spaces(without visitors or emergency vehicle parking )
- The narrow carriage way does not allow two way traffic sufficient safety clearance allowing for only exit is to Pittwater Road traffic lights.
- Emergency and trucks access limitations Cars parked on both sides of Darley St. Limited access for heavy and emergency vehicles would grid lock Darley St W
- Exiting basement garages to Darley Street West is dangerous as no clear sight line due to parked vehicles to sight oncoming traffic. Reports to Mona Vale police (no action taken)
- Darley St West traffic lights intersection is dangerous, often requiring multiple light changes to exit
1a) Northern Beaches Transport -traffic flow management issues
- There is no prospect of a light rail or easily accessible efficient transport train link services to the Northern Beaches to Sydney
- There is already a heavy reliance on car transport merging onto Mona Vale town centre via Barrenjoey, Pittwater and Mona Vale roads . The area is often heavily congested on approaches to and around the town centre area in the morning and afternoons coinciding with school and business work hours, visitors to the northern beaches
- B Line bus is a recent improvement service to Sydney with day long term car parking availability a serious issue. Limited street parking in Darley Street West
2) ARIA - Our experience and areas of concern
Basement carpark flooding / waterproofing/ emergency exits
ARIA 147-149 Darley Street West 12 apartments (17 years)
- We live approx. 66metres from the proposed development on the crest of the hill leading to the low lying flood prone cul-de-sac where the 81 units including basement car parking for 163 development is planned.
- Surrounding area stormwater drains from Park Street and ARIA roof water drainage ends in Darley St West main storm water system
- The basement carpark for ARIA has been flooded four times primarily due to power outages during cyclonic type rain events. We have upgraded our pump out system and installed an emergency pump backup system should there be a power failure.
- The main Darley Street W stormwater drainage system CANNOT COPE with the increasing extreme rain weather events resulting in flooding of unit basement car parks leading to the cul-de-sac development proposal area
3) Our concerns Inappropriate, excessive scale development Darley St W
- NOT in harmony with existing medium density 2-3 level unit / townhouse dwellings in Darley Street West
- We don’t need ADHOC inappropriate six to 8 storey + developments in the town centre.
- There are great opportunities in MONA VALE for appropriate well planned developments within a four storey limit and targeted well designed and planned six to eight storey.

- We have lived here for 17 years as retirees fully engaged and actively involved in the community and involved with NBC (Mona Vale) to examine, define and report on expectations for the Town Centre Plan for 2050. R2 and R3 setbacks, shadowing, height restrictions and parking.
- We love the NB village atmosphere, openness, green space, parks and beaches . It is a wonderful environment to work, raise a family . Visitors love unspoilt Northern Beaches
- There is ample opportunity to grow and provide opportunities to support our younger generation.
SSD process must consult ,engage with the community, Northern Beaches Council, access to independent legal advice, meeting the aspirations of the community at large

I object to the overall density of the buildings and over populating a suburb that is already extremely busy.
In particular the West Darley street is single lane when cars are parked on both sides, and extra 164 cars trying to use this access to a new development will casue excessive congestion back to Pittwter road.
The NSW government has identified the need for grwoth in density in parts of Sydney, the majority have the benefit of new forms of transport , Metro, Light Rail or extensive road improvements. MonaVale has not had any of these improvements that will allow for population growth. Mona Vale does not have a mass transport avaliable to support population growth.
Mona Vale roads and parking are already at capacity and during summer months some roads are totally cloged for hours on end, with no parking in the town centre.
Mona Vale does not have employment for the residents that are being targeted with afordable housing so they will need to travel in and out on Mona Vale by car every day so no benefit to thenm moving to a suburb that is not servised by a mass transport system.
The density and height of the proposed development will impact the local residents and neighbours with loss of light & privacy. This can impact physical and mental health, with mold and damp in properties and inability to use yards of balconies due to privacy.
Mona Vale suffers from flodding during excessive rain and serage over flow, addiding extra strain on infrastructure without haveing built new support structures is irresponsible , the developers need to be contributing substantaill to providing this infrastructure before the developments are commenced , this should be proportional to the development.
While I accept that development will occour its the density and implications to current infrastructure and neighbours that need to be considered. I am not opposed to development but it need to be appropriate for the suburb / community.
This development needs to be re assesed based on limitations of the street capacity for vehicles, access to transport and infrastructure of Mona Vale.

I wish to object to the development at 159-167 Darley Street West Mona Vale. My reasons are documented in the attached document.
In summary the reasons cover - flood risk, traffic and safety concerns, loss of sunlight, scale incompatibility, and long-term precedent — I strongly object to this proposal in its current form.
At an absolute minimum, I urge that the development be significantly reduced to no more than four storeys, with a comprehensive reassessment of stormwater, traffic, and overshadowing impacts on neighbouring properties.
This proposal, as currently designed, places an unfair and unreasonable burden on existing residents and compromises the safety and wellbeing of my family.
