The proposal will have a significant impact on its immediate surroundings, particularly on Lansdowne Street:
- the proposal is out of scale and character.
- the proposals bulk and scale is not in keeping with the area.
- the proposals bulk and scale is not appropriate for the conservation area.
- the proposal would cause significant overshadowing, to backyards of No.25 to No.47 Lansdowne Street in particular.
- overlooking and privacy have not been appropriately considered.
- traffic and parking impacts have not been appropriately considered.
- Would all additional traffic related to the proposals use Lansdowne Street, approached from Crown Street. Such impacts have not been appropriately considered for the local and adjoining areas.
The proposal would impact views on the wider locality and neighbourhood:
- views towards the proposal from Crown Street and Devonshire streets in relation to St Peter’s Catholic Church and associated heritage buildings have not been appropriately considered.
- views of the proposal from Moore Park and other areas areas of open space to the east have not been appropriately considered.
- views from Ward Park have not been appropriately considered.
- views of the proposals from the High Holborn Street conservation area have not been appropriately considered.
- the existing buildings is a local and neighbourhood marker point.
- the proposed extensions to the north of the existing buildings dwarf the heritage building significantly.
- the relationship of bulk and scale between the existing buildings and the proposed additions to its north are too great.

From the perspective of managing Edgeview Apartments as an occupied residential building, this proposal raises
serious and unresolved concerns. These are not minor neighbour impacts. They go directly to whether the
adjoining development can proceed without creating unreasonable burdens on safety, security, access, amenity,
maintenance, complaint management and day-to-day building operations.
In particular, the unresolved issues around scale, servicing, resident amenity, privacy, security, construction risk,
infrastructure and documentation quality indicate that the proposal is not ready to proceed. Approving it in its
current form would transfer too much risk and too much management burden onto the adjoining building.

I am currently living in Edgeview apartments 508 Riley St Surry Hills, and I object to this development SSD-78545225 Marlborough House.
My main concerns are:
- The views of the park from my apartment will be obstructed mainly due to the new tower construction, which will also be an eyesore in the view. The shape and height of the construction leads to the obstruction of the views.
The views of both the green space Ward Park will be blocked, as well as the views to Moore Park including Allianz Stadium/SCG which will be fully obstructed as a result.
This affects the majority of owners who own an apartment which directly faces Ward Park, so it’s not just affecting me. Green space is limited in the city so it’s disappointing that a new construction will block this view and affect our ability to enjoy living in our homes.
The current building in Marlborough House has a ground level car park which allows me to see Ward Park from my apartment. The new construction will fill this space with a high multi storey tower which will mean this view into Ward Park will be blocked as a result.
Given that the views are blocked, I am also concerned that this may lead to a reduction of value of my apartment as a result. The new developers have given no consideration to the owners in Edgeview who enjoy an uninterrupted view of the green space in Ward Park and can also look to the sports stadiums.
This point of the blocked views is undeniable.
We will be disadvantaged by the new construction.
- The height and shape of the construction will block the sun and light into my apartment, and it will be darker and colder inside my apartment as a result. I normally get direct sun into my apartment each morning and this will be impacted.
Again, this will impact the majority of owners whose apartment directly faces Ward Park and it is undeniable.
Due to less light and sun into our apartments, we will be disadvantaged by the new construction, and the developers have given no consideration to us.
Given that it will be darker, this may also lead to a reduction of value of my apartment as a result.

I'm not against new housing, especially affordable housing. But this proposal has a significant impact on the quality of life in our community for years to come.
My main concerns are:
Traffic: During construction our narrow one way street will be the access point for all trade vehicle, which will be many. After the development (years) over 150 cars in and out through one narrow driveway on Lansdowne Street will clog our streets and make them less safe.
Parking: our area has minimal off street parking and I am concerned about the trade vehicles taking all our parks, which are few and in demand. For years.
Noise: Years of deep excavation and construction, plus the extra cars and mechanical car lifts afterwards, will mean a lot more noise for neighbours.
I ask that the Department scale back the development to reduce the impact across the neighbourhood.

I object to the proposed Marlborough House development.
I am a resident of the building directly next door to the site. While I support additional housing and affordable housing in principle, I am concerned this proposal has not adequately addressed the direct impacts on immediately adjoining residents.
My key concerns are:
• Loss of privacy and overlooking into neighbouring apartments from new residential windows, balconies and communal areas.
• Overshadowing and loss of natural light to adjoining homes.
• Construction impacts including noise, vibration, dust, traffic disruption and potential impacts to adjoining structures.
• Increased traffic, deliveries, rideshare activity and parking pressure in an already constrained Surry Hills street network.
• Noise and amenity impacts from increased residential density, waste collection, loading, plant equipment and communal spaces.
• Heritage and streetscape impacts, given the scale and intensity of the proposed use next to existing residential buildings.
I request that the Department require further assessment of impacts on adjoining residents, including privacy, overshadowing, acoustic, traffic, construction management and structural impacts. If these impacts cannot be adequately mitigated, the proposal should be refused or substantially amended.
