I am writing to formally object to the proposed Modification 3 for the Ravensworth Composting Facility (SSD-9418). While the diversion of organic waste from landfill is a critical component of NSW’s circular economy targets, the proposed increase in throughput and the expanded receival of Food Organics and Garden Organics (FOGO) alongside Commercial and Industrial (C&I) waste streams present significant, unmitigated risks.
Transitioning a facility to handle larger volumes of highly putrescible waste fundamentally changes its risk profile. The modification should be rejected unless a comprehensive overhaul of the facility’s environmental controls is mandated. Open windrow composting, or partially enclosed receival, is wholly inadequate for high-volume FOGO processing. The increase in throughput necessitates fully enclosed receival halls operating under strict negative pressure, enclosed processing systems coupled with biofiltration systems designed specifically for the peak ammonia and hydrogen sulphide loads typical of FOGO decomposition.

I am writing to express my strong support for the proposed mixed-use development at 43–45 Beane Street, Gosford (SSD-83538214). This proposal provides critical housing diversity and active urban renewal in central Gosford on the following planning and strategic merits:

The incorporation of 20 dedicated affordable housing units managed by a registered Community Housing Provider directly addresses the pressing regional demand for diverse housing. Utilizing the NSW Government’s in-fill affordable housing pathway to unlock additional density on an underutilized, vacant town center site represents an efficient land-use outcome.
2. Transit-Oriented & Regional Hub Proximity
The site is situated approximately 250 metres from Gosford Railway Station and within short walking distance of major regional infrastructure, including Gosford Hospital, the University of Newcastle Gosford campus, and Mann Street. Delivering 130 homes adjacent to major transport, education, and healthcare anchors minimizes private car reliance and supports the state’s regional growth strategies.
3. Laneway Activation & Public Domain Improvements
Transforming the area via ground-floor retail and dining space turns an inactive urban edge into an inviting, walkable precinct. The creation of a dedicated public plaza and active street frontages improves pedestrian safety, day-and-night vitality, and connectivity within Gosford CBD.
4. Architectural Quality & Housing Inclusivity
The scheme provides a high standard of architectural design while ensuring accessibility, incorporating 12 adaptable apartments and 24 units designed to Silver Level Liveable Housing standards. This provides crucial housing options for essential workers, downsizers, and residents with mobility needs.
For these reasons, the proposal represents an orderly, highly beneficial development that advances the urban renewal of Gosford City Centre. I urge the Department of Planning, Housing and Infrastructure to support and approve this application.
