Ihave multiple objections to the Response from the Developer for this important site.
these are
1) Transparency and Independence of Advice
I think it unacceptable that each of the Assessments included in the Response have been prepared by one company - Urbis Ltd. The ptential for a single office to exchange information and recommendations to avoid contradiction is real. It is wrong for critical assessments spanning heritage, traffic, social impact are all the work of one agency. this is not independent assessment.
2) Segmentation of 'affordable housing". What is the logic and justification of separating the 'affordable housing' ccomponent to be massed on the William Street frontage and provided with a separate entrance. This effectively creates a 'two class' structure. There is real merit in affordable ousing being integrated within the overall frameowk of a building, and not segmented in this way.
3) Changes to Building heights. It is outrageous that the proposed William Street East building be increased to 68.3 metres, which I understand is 50% above the maximum permissible height for the site. The Dowling Street building increases its hight beyond current controls by 22%.
I urge rejection of the Developer submission and a further independent review of the entire proposal.

This amended proposal is a clear overdevelopment of the site. The increase to a 22-storey building bears little resemblance to the lower-scale concept previously assessed and places the interests of the developer ahead of the amenity of existing residents and the character of the area. The proposal will introduce an unnecessarily dominant built form into a highly visible gateway location between Kings Cross, Darlinghurst and Woolloomooloo.
Residents are entitled to expect that major increases in height and bulk are justified by a corresponding public benefit. In this case, the scale of the proposed uplift is excessive and will result in significant view loss and visual impacts for surrounding properties. I respectfully request that the Department refuse the proposal in its current form or require a substantial reduction in height and bulk before any approval is considered.
